214. Federal Minister for Education, Arts and Culture on evaluation and quality management at universities of teacher education (Hochschul-Evaluation Regulation-HEV)

On the basis of § § 33 and 34 (2) of the Higher Education Act 2005, BGBl. I n ° 30/2006, in the version of the Federal Law BGBl. I n ° 71/2008 and 134/2008,

Scope, regulatory purpose

§ 1. (1) This Regulation shall apply to the public educational institutions in accordance with § 1 (1) (1) (1) to (8) of the Higher Education Act 2005, Federal Law Gazette (BGBl). I n ° 30/2006, and regulates the evaluation and quality development in the context of the entire public service spectrum of the Pedagogical University.

(2) It serves to:

1.

Raise, secure and improve the quality of work in research, teaching, organization, planning and administration,

2.

to develop decision-making aids in the medium-and long-term planning, and

3.

To be accountable to the public.

Subject of evaluation and quality development

§ 2. (1) Evaluations and quality development shall apply to:

1.

the entire course of study and examination in initial, continuing and continuing education (teaching),

2.

the entire research and development activities of the Pedagogical University (Research and Development) and

3.

the planning activity, the internal organisation of the Pedagogical University according to the organizational plan (§ 29 of the University Act 2005) as well as the administration of teaching, research and development (planning, organization and administration).

(2) The evaluation and the quality development shall relate to the objective and performance plan, the quality and performance assurance, the desirability of implementation, the economic viability and the economy of the measures taken.

Types of evaluations

§ 3. The following evaluations shall be carried out internally at the Pedagogical University or externally by experts:

1.

Review of the general development on the basis of key figures (§ 4): By querying data on the basis of key figures for each organisational unit, information material is obtained at the Pedagogical University, which is used for internal evaluation. Evaluations based on key figures must be carried out by the Rectorate of the Pedagogical University and must be carried out annually.

2.

Evaluation of the teaching offer by the students (§ 5): The quality of the courses is to be evaluated by the students. This evaluation serves the purpose of internal evaluation, must be made by the Rectorate of the Pedagogical University and must be carried out annually.

3.

Evaluation of the individual organisational units of the Pedagogical University (§ 6): this is carried out by the Pedagogical University in its own responsibility and is to be arranged at periodic intervals of three years by the Rectorate.

4.

Evaluation of the entire Pedagogical University (§ 7): This is done by external experts according to international standards. The evaluation is to be carried out regularly by the Rectorate of the Pedagogical University at intervals of four to five years.

5.

Focussed external evaluation (§ 8): This is done if required by the Federal Minister for Education, Arts and Culture and is intended to provide a comparability of the quality of the services provided by the universities of teacher education concerned. .

Review of general development based on key figures

§ 4. (1) Once a year, the Rectorate has to write a working report according to the organizational units of the Pedagogical University, in addition to the aim and performance plan and the resource plan. In any case, this has to contain the following key figures:

1.

The number of courses held and the examinations taken are broken down by the two categories "Education" and "Continuing and continuing training", with the ECTS credits or the half-days and the teaching units offered by the courses offered by the Training;

2.

Number of newly admitted students to the individual teacher training studies, indicating the sex and percentage of female students;

3.

Number of graduates of the individual teacher training studies;

4.

Number of participants in

a.

Courses and university courses of more than 30 ECTS credits and

b.

Courses of less than 30 ECTS;

5.

Number of teachers and students who have participated in international mobility programmes (Incomings and Outgoings);

6.

the number of scientific publications;

7.

the number of ongoing research and development projects, as well as the resources allocated to them;

8.

The extent of the personnel capacity used at the College of Teacher Training, separated by uses indicating the sex and percentage of the female staff.

(2) The reporting period is the year of study.

(3) The data of the work report together with the target and performance plan and the resource plan form a basis for the evaluations in accordance with § § 5 to 8 and serve as the basis for measures for quality assurance and performance assurance. The work report is to be brought to the attention of the University Council and the Federal Minister for Education, Arts and Culture.

Evaluation of the teaching offer by the students

§ 5. (1) The individual courses in education, continuing education and further education are to be evaluated by the students. The evaluations shall take the form of

1.

Feedback during the course of the course and

2.

Feedback at the end of the course.

(2) Feedback during the course of the course shall be carried out by the teachers of the course, if this is appropriate in relation to the duration of the course. The strengths and weaknesses of the course are to be reflected together with the students. The feedback has to be made in such a way that it is neither indirectly nor directly possible to make a return to individual students. The course manager or the course manager has to take a position on the feedback to the students.

(3) Evaluation instruments for feedback at the end of the course shall include criteria for evaluation. In the field of training, they have to provide for questions

1.

on the framework conditions of the course and

2.

on the methodical design of the course.

(4) In the field of continuing education and further training, the instruments relating to paragraphs 3 and 3 of the first and second paragraphs shall have to be provided for in addition

1.

on the relevance of teaching content for school practice and

2.

for the practicability of didactic concepts in school practice.

(5) The results of the feedback in the course of the course and at the end of the course are used for the reflection, planning and further development of their teaching methods.

(6) In addition, the results of the feedback at the end of the course are used by the institutions of the Pedagogical University

1.

on the development of measures to improve teaching quality,

2.

as a basis for measures in support of teachers in the further development of the quality of the teaching offer (e.g. through continuing training courses) and

3.

for curricular planning steps.

(7) The Study Commission shall, in cooperation with the teachers, develop the evaluation tools and summarize the results of the feedback (including the optional opinion of the teacher) in a report. She has the Rectorate, the University Council and the Federal Minister for Education, the Arts and Culture on an annual basis on the results of the evaluation . The Rector shall, where appropriate, establish appropriate measures with the head of the course or with the head of the course, indicating the timing of the event.

Evaluation of the individual organizational units of the Pedagogical University

§ 6. (1) The aim of the evaluation of individual organisational units is to secure and improve the quality of the organisational unit to be evaluated. The evaluation shall be carried out at regular intervals at regular intervals on the initiative of the rectorate.

(2) The unit concerned has a presentation on the current status and the results of the evaluation of the teaching offer by the students in accordance with § 5 of current figures according to § 4 and those of the previous years, as well as the results of the evaluation of the teaching offer. Development of teaching and research activities, organisation, administration and planning, together with an analysis of the strengths and weaknesses of the organizational unit and to submit it to the Rectorate.

(3) The Rector shall, on the basis of the evaluation with the organisational unit concerned, draw up a written agreement of measures with a time planning. According to an appropriate time for the implementation of the measure, the unit has to report to the Rectorate on the measures implemented and their results. The Rectorate has to inform the University Council and the Federal Minister of Education, the Federal Minister for Education, the Arts and Culture of the results of the evaluation and the measures taken to ensure quality assurance and improvement.

Evaluation of the entire University of Teacher Education

§ 7. (1) The evaluation of teaching and research activities, planning and organisation and administration is carried out according to international standards by three experts, two of which are the post-secondary education or research area. outside the Republic of Austria. The experts will be selected by the Federal Minister of Education, the Federal Minister for Education, the Arts and Culture after hearing the Rectorate. The aim of the evaluation is to secure and improve the quality of the activities of the Pedagogical University.

(2) In any event, the evaluation shall provide information on the following aspects:

1.

the achievement of the objectives defined by the Pedagogical University in accordance with the objective and performance plan;

2.

the quality of the quality management system and of the evaluation measures;

3.

the appropriateness and efficiency of the planning and organisational structures;

4.

the advisability and efficiency of the administration;

5.

The performance of the Pedagogical University in international comparison.

(3) The evaluation shall be carried out by:

1.

Self-evaluation: The Pedagogical University has a presentation on teaching and research activities, planning, organisation and administration as well as critical self-analysis on the aspects referred to in paragraph 2 (1) to (5) with regard to all aspects of the Organization units. In order to prepare this analysis, it can provide advice from the professionally qualified environment and obtain feedback from graduates of teacher training studies.

2.

External evaluation: On the basis of the self-evaluation and at least one visit on the spot for several days, the experts have to write a report, which has to contain:

a)

Critical review of self-expression and self-evaluation;

b)

Assessment of the strengths and weaknesses and the development potential of the Pedagogical University;

c)

Suggestions and recommendations for improvements.

(4) The Rectorate shall make available the results of the external evaluation of the Study Commission for an opinion and submit its opinion on this issue. After that, it has to report on the results to the University Council, the Federal Minister of Education, the Federal Minister for Education, the Arts and Culture. The measures to be taken on the basis of the proposals and recommendations shall be drawn up in the following objective and performance plan and shall be further developed and reviewed in the context of that plan. The results of the evaluation are to be publicly presented and discussed in a high school-internal event.

Focused external evaluation

§ 8. The Federal Minister or the Federal Minister for teaching, art and culture , provided that there is a need for quality surveys (e.g. of study programmes or research and development activities), it is possible to arrange for focussed evaluations at the universities of teacher training by external experts.

§ 9. This Regulation shall enter into force at the end of the day of the customer's notice in the Federal Law Gazans.
