216. Regulation of the Federal Minister for Science and Research on the knowledge balance (knowledge balance-regulation 2010-WBV 2010)

Pursuant to Section 13 (6) and Section 16 (6) of the University Act 2002-UG, Federal Law Gazette (BGBl). I n ° 120, as last amended by the Federal Law BGBl. I No 81/2009, shall be:

Scope

§ 1. This regulation applies to the knowledge balance of the universities according to § 6 UG and the University for Continuing Education Krems according to the Federal Act on the University of Continuing Education Krems (DUK-Law 2004), BGBl. I n ° 22/2004.

Objectives of the knowledge balance

§ 2. The knowledge balance is used for the holistic presentation, evaluation and communication of intangible assets and performance processes of the university and its effects. It shall be used as a qualitative and quantitative basis for the preparation of the performance agreement and for the completion of the implementation of the objectives and projects of the benefit agreement.

Structure of the knowledge balance

§ 3. The knowledge balance is divided into the following sections:

2. Balance of knowledge-Key figures

II.

Knowledge balance-Report on the implementation of the objectives and projects of the benefit agreement

Content of the knowledge balance

§ 4. (1) In the section " I.1 Knowledge Balance-Narrativer Part " (a) to (n) are to be presented in a narrative form and in any case to cover the topics mentioned in the areas (c) to (i).

Impact area, strategic goals, profile education

b)

Organization

c)

Quality assurance and quality management

in particular the design and development level of the quality management system with regard to its auditing; accreditations; internal and external evaluations; cross-university activities; follow-up.

d)

Human resources development and promotion of young talent

, in particular, career management; promotion of young talent; implementation of the career model; reconciliation of work and family life (description of childcare provision and use by university staff, students and other persons; Personnel and spatial equipment of the facilities; child care officer or child care officer or Contact point for childcare questions; demand surveys for child care); offer on working time flexibility for members of the university with care obligations; measures for the specific career promotion of professional returners and -returners after parental carence.

e)

Research and development/Development and development of the arts

in particular, research foci, research clusters and networks; scientific/artistic publications and/or Achievements, academic/artistic events; design of doctoral studies (also with regard to the social protection of doctoral students).

f)

Studies and continuing training

in particular, the state of the Bologna implementation; study entry and orientation phase; studies with admission procedures; measures to reduce the number of student dropouts; measures relating to student counseling and choice of study; Measures to improve care relations; measures and offers for working students and students with supervision obligations; measures for students with health impairments.

g)

Social objectives

In particular women's promotion and gender equality (implementation of the university women's promotion plan, development of the implementation and implementation of gender studies-teaching as well as the development of gender-relevant research); measures to improve the social permeability; measures for graduates; science communication and knowledge and technology transfer.

h)

Internationality and mobility

, in particular, measures to increase the mobility of students and young researchers; participation in projects within the framework of EU education programmes.

In particular, inter-university cooperation, international collaborations; as a rule 3 to 5 top-(research) collaborations as examples.

(2) The Section " I.2 Knowledge balance indicators " is divided into the following sub-sections:

(11) Definition, survey level, stratification characteristics, characteristic features and survey period and/or survey period -time of the individual key figures are the Appendix 1 See.

(12) The presentation of the figures has the guidelines of the Federal Ministry of Science and Research, including the guidelines for the summary of curricula or scientific/art branches as well as for the reduced presentation of the Coating characteristics and features according to Appendix 1 (Report structure).

(13) The key figures are in terms of scope, strategic objectives and profile formation (paragraph 1). 1 lit. (a) to interpret.

(14) Where available, a period of at least three reporting years shall be presented. In the history representation, a reduction of metrics to summary rows is allowed.

Integration of the knowledge balance-Key figures in section I.1 (Knowledge balance-Narrativer part)

§ 5. (1) The universities are entitled to the knowledge balance measures, including their interpretation ( Section I.2 ) Fully into the individual areas of the narrative part of the knowledge balance ( Section I.1 ) shall be integrated.

Summation and Outlook

(2) The integration of the knowledge balance indicators into the individual areas of the narrative part of the knowledge balance is followed by the following: Section I.2 To design the knowledge balance as a list of the references of the individual key figures in Section I.1 as defined in accordance with § 4 (3) to (10).

(3) Universities may add further key figures for individual performance, especially in the context of the performance agreement, in the respective fields (optional measures).

Transmission of key figures to the Federal Ministry of Science and Research, data clearing by the Federal Ministry of Science and Research

§ 6. (1) The universities have to comply with the system and data-technical specifications of the Federal Ministry of Science and Research (interface) in the transmission of the key figures and in the transmission of the interpretations of the key figures. The presentation of the figures has to comply with the guidelines of the Federal Ministry of Science and Research (data structure).

(2) As far as the Federal Ministry of Science and Research is based on the 2004-UniStEV 2004-UniStEV 2004-UniStEV, BGBl. II No. 288/2004, in the current version, and the Education Documentation Regulation Universities-BidokVUni, BGBl. II No 30/2004, as amended, makes available raw data on the envisaged electronic platform, and the universities have to base these on the statistical analysis of the knowledge balance.

(3) The measure "1.C.2 proceeds from R&D projects/projects of the development and development of the arts in euros", together with the accompanying preliminary interpretation, is to be sent to the Federal Ministry for the period up to 15 April of each year at the latest. To provide science and research; the other key figures are to be delivered together with the corresponding interpretations by 15 March of each year at the latest. The transmission has to be made via the interface in accordance with paragraph 1.

(4) If a measure and/or its interpretation is required for adaptation on the basis of the specifications for the knowledge balance, it shall be returned to the university via the interface according to paragraph 1 of this article. The corrected figures and/or their interpretations shall be transmitted by the university via the interface referred to in paragraph 1 in sufficient time to ensure that the data clearing can be completed in time.

(5) Data clearing by the Federal Ministry of Science and Research is to be completed by 28 April of the respective year at the latest.

(6) Measures and the corresponding interpretations shall be transmitted without delay to the Federal Ministry of Science and Research via the interface in accordance with paragraph 1, after handling the knowledge balance by the University Council, to the extent that: they are opposed to that under the data clearings (paragraph 1) 3 and 4).

Allocation of results of central surveys

§ 7. As long as the Federal Ministry of Science and Research carries out periodic central surveys on the situation of students and graduates, the Federal Ministry of Science and Research is responsible for the To include partial results provided by universities in the knowledge balance.

Classification of research and development/development and development of the arts and teaching

§ 8. (1) The classification of the scientific branches according to the Austrian Classification of Science branches 2000 (Statistics Austria) according to the Austrian Classification of Science Branches (Statistics Austria) according to the Austrian Science and Science branches (Statistics Austria) is according to Appendix 2 to use. (3) The assignment of the services shall take place proportionately:

In the R&D area, in proportion to the scientific branches;

b)

in the area of the development and development of the arts, in proportion to the art branches;

c)

in the area of teaching in proportion to the curricula.

Knowledge balance of the university for further education Krems

§ 9. (1) The knowledge balance of the University of Education in Krems contains all of the key figures contained in § 4 (3) to (9) and § 12 (1), with the exception of the following key figures:

(2) The following key figures are to be delivered in an adapted form:

a)

2.A.7 Number of regular studies in use: The figure is "Number of university courses in use"; the "Study Type" feature includes university courses.

b)

3.A.1 Number of degrees: the "study type" feature includes only university courses.

c)

1.2 Science profile or Art profile of the offered curricula as a percentage: the measure refers to university courses in the end.

Knowledge balance-Report on the implementation of the objectives and projects of the benefit agreement

§ 10. The section " II. Knowledge balance-Report on the implementation of the objectives and projects of the benefit agreement " is in accordance with the Appendix 3 defined outline. The presentation of the projects shall include the traffic light status for the year under review. After the second budget year of a performance agreement, Section II. shall also include a forecast of the expected performance results for the individual projects and objectives.

Publication in the newsletter

§ 11. The knowledge balance is to be made available immediately after being forwarded to the Federal Ministry of Science and Research in the newsletter.

Data requirements

§ 12. (1) On the basis of Section 16 (6) of the UG, the universities in accordance with § 6 of the UG and the University for Further Education of Krems have to submit the following key figures to the Federal Ministry of Science and Research:

Gender representation in the course of appeal proceedings

Expenditure on measures for the reconciliation of work/study and family/private life for women and men in euro

Total expenditure on large-scale equipment in the R&D sector/Development and development of the arts in euros

Number of patents granted on the name of the university

(2) At the University of Continuing Education Krems, the "Science Profile" or "Science Profile" refers to Art profile of the offered curricula as a percentage " (par. 1 Z 1.2) on university courses.

(3) In accordance with § 16 (6) of the University Act 2002, the universities in accordance with § 6 Z 4 to 6 UG have to submit the following key figures to the Federal Ministry of Science and Research:

(4) The universities have to comply with the system and data-technical specifications of the Federal Ministry of Science and Research in accordance with § 6 (1) (interface) during the transmission of these data.

Backup of data quality

§ 13. (1) The Federal Ministry of Science and Research can verify the correctness of the data contained in the knowledge balance in a random way.

(2) The publications included in the number "3.B.1 Number of scientific/artistic publications of the staff" shall be documented in such a way that the bibliographical evidence of the publications after the reference year of the The knowledge balance, type of publications and the science/art branch at least for the three most recent knowledge balances can be publicly called up. The link to the bibliographical references should be given in the interpretation of this measure.

Override

§ 14. The Knowledge Balance Regulation-WBV, BGBl. II No 63/2006, enters into force with the entry into force of the knowledge balance regulation 2010-WBV 2010, BGBl. II No 216/2010, except for force.

Transitional provisions

§ 15. (1) The balance of knowledge of the reporting year 2009 is in accordance with the knowledge balance regulation BGBl. II No 63/2006. The performance report on the reporting year 2009 is to be submitted separately to the Federal Ministry of Science and Research.

(2) The balance of knowledge on the reporting year 2010 is fully according to the knowledge balance-Regulation 2010-WBV 2010, BGBl. II No. 216/2010, but the measure "1.C.2 proceeds from R&D projects/projects of development and development in euros" is to be presented in the knowledge balance of the reporting year 2010 in the previous form of the IV.2.5 figure.

(3) Section 13 (2) shall take the form of 1. Jänner 2012 in force.

(4) The data requirement-measure "1.3 Gender representation in the course of the appointment procedure" is no longer available from the knowledge balance of the reference year 2015.
