397. Regulation of the Federal Minister of Agriculture, Forestry, Environment and Water Management, with which the Regulation on the determination of the Federal Institute of Agricultural Economy as an organizational unit, in which the flexibilisation clause for application , is amended

On the basis of § § 17a and 17b of the Federal Budget Act, BGBl. No. 213/1986, in the version of the Federal Law BGBl. I n ° 139/2009, by the Federal Minister for Agriculture, Forestry, the Environment and Water Management, in agreement with the Federal Minister for Finance, the following:

The regulation of the Federal Minister of Agriculture, Forestry, Environment and Water Management on the determination of the Federal Institute for Agricultural Economics as an organizational unit, in which the flexibilization clause is applied, BGBl. II No 287/2007, shall be amended as follows:

1. In § 2, the number shall be: "2010" by the number "2012" replaced.

2. § 11 reads:

" § 11. (1) At the Federal Minister for Agriculture, Forestry, Environment and Water Management, a Controlling Advisory Board will be set up from 1.1.2007 to 31.12.2013. "

3. In § 16, the number shall be "2007" by the number "2011" replaced.

4. The installation shall be replaced by the annex to this Regulation:

1. Strategic objective of the Federal Institute for Agricultural Economics

The Federal Institute for Agricultural Economics (Bundesanstalt für Agrarwirtschaft) is based on the objectives of the Federal Ministry of Agriculture, Forestry, Environment and Water Management and the Common Agricultural Policy of the European Union. These objectives are:

-

Promote environmentally, socially and economically sustainable development and improvement of the quality of life in rural areas;

-

the maintenance and development of the multiple functions of agriculture;

-

Safeguarding the productivity and competitiveness of agriculture and the best possible supply of high-quality food and raw materials to the population;

-

Market-oriented orientation of agricultural production, processing and marketing.

2. Key tasks of the Federal Institute for Agricultural Economics

-

In the sphere of influence of the Federal Institute for Agricultural Economics (Bundesanstalt für Agrarwirtschaft), it is based on the "Agrarian Law Amendment Act 2004" (BGBl. I n ° 83/2004, Art. 6, § 16 (3)), the following key tasks are carried out:

-

Research in the fields of agriculture and rural areas relevant to agriculture and rural areas, agriculture and regional policy, food, environment, nature conservation and sustainability;

-

participation in national and international research cooperations;

-

-preparation of evaluations, scientific bases, opinions and reports, analysis and forecasting of the development of agricultural markets and scientific monitoring of the drafting of the Green Report;

-

Summary and preparation of agriculturally relevant data for research, forecasting, analysis, statistics and the Green Report;

-

Technical support of the Federal Ministry of Agriculture, Forestry, Environment and Water Management at meetings and its representation in national and international expert groups;

-

Creation of basic principles for consulting, information and public relations work;

-

Identification, collection and documentation of agricultural information relevant to the agricultural sector. Demand-and customer-oriented information exchange through networking with library associations and other (agricultural) information systems;

-

Dissemination of scientific work and knowledge.

Target groups of the Federal Institute for Agricultural Economics are as follows:

-

Federal Ministry of Agriculture, Forestry, Environment and Water Management and other public institutions;

-

institutions of the European Union and other international organisations;

-

Decision-makers at international, national, regional and local level;

-

educational and advisory bodies;

-

Scientific institutions and specialist public.

4. Objectives of the Federal Institute for Agricultural Economics

4.1 Technical Objectives

The goal is the best possible fulfilment of key tasks through high-quality research on relevant topics as well as the provision of results and data. The core competencies of business management, market economy, agricultural policy and agricultural statistics are to be strengthened.

A.

Compliance with the plans for research projects and scientific activities.

B.

Increasing the share of research cooperations with an interdisciplinary approach.

C.

Provision of services for the Federal Ministry of Agriculture, Forestry, Environment and Water Management and other institutions to the necessary extent:
