On the occasion of the deposit of their instrument of ratification, the following declarations have been made or Reservations are explained:
Azerbaijan:
The Republic of Azerbaijan declares that it is not in a position to guarantee compliance with the provisions of the Convention in its territories occupied by the Republic of Armenia, until these territories are liberated from this occupation.
The Republic of Azerbaijan shall declare, with reference to Article 3 (2) of the Convention, that its application shall require the conclusion of intergovernmental agreements with the other party concerned.
Georgia:
Georgia declares that, in accordance with Article 3 (2) of the Convention, it is within the scope of this Convention to cooperate across borders by concluding intergovernmental agreements with other Parties to this Convention will be performed.
Georgia declares that, pending the restoration of the territorial integrity of Georgia, the Convention does not apply in the territory of the Autonomous Republic of Abkhazia and the former Autonomous Territory of South Ossetia, where Georgia is not in the situation is to exercise its full jurisdiction.
Monaco:
In accordance with the provisions of Article 2 (2) of the Framework Convention, the Principality of Monaco shall indicate that the scope of the Convention is limited to the territorial authority of Monaco, with the territory of Monaco being limited to: The local authority, whose borders correspond to the national borders. The Principality wants to limit the scope of the cooperation, within the competence of the City Council of Monaco, to the following object: organization of cultural, recreational, art and leisure events.
In accordance with the provisions of Article 3 (5) of the Framework Convention, the Principality of Monaco calls the Minister of State as the competent authority to exercise control in relation to the territorial authority of Monaco.
Romania:
Romania notes that the enforcement of the Framework Convention, in accordance with Article 1, is subordinated to the conclusion of intergovernmental agreements and that the field of enforcement of the provisions on cross-border cooperation is strictly limited to: the territory of the border regions is restricted.
In accordance with the provisions of Article 2 (2) of the Framework Convention, Romania declares that the provisions of the Framework Convention are to be applied to municipalities or local authorities which have been designated for the purpose of applying the framework convention to the -to exercise regional competences, which are constituencies in accordance with the applicable legal provisions, and councils, municipalities and local authorities, with competence in the field of the exercise of local functions, in accordance with the applicable law Legislation, municipalities and cities, as well as their municipal councils from the Border regions.
Turkey:
This Convention, which comes into force with a view to cooperation between the local administrations of the States with which Turkey has diplomatic relations, is intended only for the special provincial administrations, municipalities, villages and municipalities. Denmark 1 :
The Danish Government has decided, with effect from 1 January 2007, to withdraw the declaration made pursuant to Article 2 of the Convention at the date of deposit of the instrument of ratification, and the following new declaration concerning the the scope of the Convention in Denmark.
In Denmark, the Convention only occurs in relation to municipalities ("communer") and regions ("regioner") in force.

According to the note by the Secretary-General of the Council of Europe, Hungary made its statement on 26 March 2002 in accordance with Article 2 (2) (2). b is amended as follows:
