303. Regulation of the Federal Minister for Labour, Social Affairs and Consumer Protection on the statistics on young people in the labour market

On the basis of § § 4 to 10 and 30 of the Federal Statistics Act 2000, BGBl. I n ° 163/1999, as last amended by the Federal Law BGBl. I n ° 40/2014, is in agreement with the Federal Chancellor as well as with regard to § 6, in addition to the agreement with the Federal Minister for Finance:

Compilation of statistics on young people in the labour market

§ 1. The Bundesanstalt Statistik Österreich (Bundesanstalt Statistik Österreich) has been responsible for the fulfilment of Austria's obligations on the basis of

Regulation (EU) No 318/2013 adopting the programme of ad hoc modules for the period 2016 to 2018 for the labour force sample survey in accordance with Council Regulation (EC) No 577/98, OJ L 327, 31.12.1998, p. No. 11, as amended by Regulation (EU) No 1397/2014, OJ L 327, 28.12.2014, p. No. OJ L 370, 30.12.2014 p. 42, and

3.

Implementing Regulation (EU) 2015/459 laying down the technical characteristics of the 2016 ad hoc module on young people on the labour market pursuant to Council Regulation (EC) No 577/98, OJ L 139, 30.4.1998, p. No. OJ L 76, 20.03.2015 p. 6,

in 2016, in accordance with this Regulation, to carry out statistical surveys and, on the basis of the data collected, to compile and publish statistics on young people on the labour market for the calendar year 2016.

Survey characteristics, statistical units

§ 2. The following characteristics are the characteristics of the 15-to 34-year-old family of private households, which according to § 6 and § 7 (2) to (5) of the Acquisition and Housing Statistics Ordinance 2010-EWStV 2010, BGBl. II No 111/2010, as sample households, to be collected:

Work experience during training,

2.

Professional-language learning,

3.

Additional formal education level,

4.

Reason for the cancellation of the additional training,

5.

the date of completion of the additional training;

6.

Reason not to continue training,

7.

Support for job search,

8.

method in the search for the current activity,

9.

Adequacy of the workplace as measured by the level of education,

10.

Willingness to move for a job,

11.

Willingness to commute for a job,

12.

Traineeships after the end of training,

13.

Education of the parents.

Type of survey, periodicity, continuity

§ 3. The collection of data in accordance with § 2 is to be carried out in 2016 in each calendar quarter in the form of supplementary questions together with the statistical survey according to the Acquisition and Housing Statistics Ordinance 2010. § § 6 and 7 of the Acquisition and Housing Statistics Regulation 2010 shall apply in a reasonable way.

§ 4. (1) All persons aged under 35 years of age in the private households who are included in the sample shall be obliged to provide information on the survey characteristics in accordance with § 2. In the case of minor persons, the exchange of information is the responsibility of the legal representative of the household. The information is to be given in full and to the best of our knowledge.

(2) However, the party responsible for providing information may entrust another full-year household or family member with the exchange of information. If the party responsible for providing information cannot be interrogated due to a physical or mental charge, the exchange of information shall be the responsibility of another full-year household member.

(3) The Federal Institute shall inform the parties responsible for the legal consequences pursuant to Section 66 of the Federal Statistics Act 2000 if the information is refused or if the information is knowingly incomplete or not to the best of the knowledge.

Publication

§ 5. The Federal Institute has to publish the main results of statistics on young people on the labour market by 31 December 2017 in a printable form and free of charge on the Internet, in compliance with Section 19 (2) of the Federal Statistics Act 2000.

Cost replacement

§ 6. The Federal Minister for Labour, Social Affairs and Consumer Protection has the Bundesanstalt the additional costs associated with the collection of the characteristics in accordance with § 2 Z 12 and 13 with a flat-rate cost of EUR 22 622 at the latest after the publication of the Main results to be deducted.

Use of gender-specific form

§ 7. To the extent that personal terms are used in this Regulation, they do not have a gender-specific meaning. They are to be used in the application to specific persons in the gender-specific form.

§ 8. This Regulation shall enter into force 1. Jänner 2016 in force.
