Regulation of the Federal Minister for Agriculture, Forestry, the Environment and Water Management on the statistics of crop products

On the basis of § § 4 to 8, 10 and § 32 paragraph 4 Z 1 of the Federal Statistics Act 2000, BGBl. I No 163/1999, as last amended by Federal Law BGBl. I n ° 111/2010 shall be assigned in agreement with the Federal Chancellor:

Arrangement for the compilation of statistics

§ 1. The Federal Institute of Statistics Austria (hereinafter referred to as "Bundesanstalt") has been responsible for fulfilling Austria's obligations under Regulation (EC) No 543/2009 on the statistics of crop products and repealing Regulations (EEC) No 543/2009. 837/90 and (EEC) No 959/93, OJ L 136, 31.3.1993, p. No. 1, and of Article 19 of Regulation (EC) No 436/2009 laying down detailed rules for the implementation of Council Regulation (EC) No 479/2008 as regards the vineyard register, the compulsory notifications and the collection of Information on the monitoring of the market, the accompanying documents for the carriage of wine products and the records of import and output books in the wine sector, OJ C 327, 30.4.2004, p. No. 15, to carry out surveys in accordance with the provisions of this Regulation and to compile the relevant statistics on the basis of the data collected.

Survey mass, statistical units

§ 2. Statistical units within the meaning of this Regulation shall be:

1.

crops on the arable land,

2.

Permanent crops and

3.

Agricultural land used.

Periodicity, continuity

§ 3. The statistics of crop products shall be drawn up annually on the calendar year in which the harvest begins.

Survey characteristics

§ 4. The following are to be collected:

1.

in the case of crops on arable land, Annex I : the harvesting area, the harvest and the yield;

2.

in the case of permanent crops, Annex II : the production area and the harvest, but in the case of extensive fruit production only the quantity of harvest, in the case of wine, the quantity of the stock;

3.

in the case of agricultural land in accordance with Annex III : the respective main areas.

Survey Type

§ 5. (1) The survey characteristics in accordance with § 4 shall be collected in the following ways:

1.

the crops of crops on the arable land in accordance with Annex I Z 1 to 46 and of agricultural land in accordance with Annex III at the operating level linked to the operating number by obtaining administrative data from the agricultural market of Austria and by using the data collected for the statistics on the structure of agricultural holdings;

2.

the crops of crops on the arable land in accordance with Annex I Z 47 by using the data collected for statistics on the structure of agricultural holdings and for statistics on horticulture and field vegetable cultivation, aggregated at the country level;

3.

the areas of production, the quantity of crop and the quantity of the permanent crops referred to in Annex II Z 18 and 19 aggregate at the district level by obtaining administrative data from the Federal Ministry of Agriculture, Forestry, Environment and Water Management;

4.

the production areas of the permanent crops in accordance with Annex II Z 1 to 17 in intensive fruit construction by using the data collected for statistics on employment sobbing aggregates aggregated at country level and by the procurement of administrative data of agricultural market Austria at the operating level linked to the operating number;

5.

the yields of the permanent crops in accordance with Annex II Z 1 to 17 in the case of intensive care by the procurement of the data of the agricultural chambers obtained in the course of their activities at the country level;

6.

the yields of the permanent crops in accordance with Annex II Z 1 to 14 in the Extensive obst by questioning producers, the number of trees/shrubs of the permanent crops according to Annex II Z 1 to 14 in the case of the Extensivobst, by expert estimates;

7.

the yields of crops on the arable land in accordance with Annex I by obtaining administrative data of the agricultural market Austria aggregated at country level and by questioning the relevant production and producer associations, the agricultural technical schools and agricultural test institutes as well as the Chambers of agriculture;

8.

the yields of crops on the arable land in accordance with Annex I by questioning producers.

(2) Where it is necessary for the quality of the statistics, the yields of crops on arable land shall be: Annex I and the yields of the permanent crops in accordance with Annex II by questioning the producers.

(3) The Federal Institute is authorized to use surveys in the nature of the survey to attract the voluntary harvesting of the harvest in the municipalities.

(4) Insofar as the data according to § 4 cannot be collected in accordance with paragraph 1, these are to be determined by appropriate statistical estimation procedures.

(5) If a survey is carried out in accordance with Section 1 (6) and (8) as well as (2), the Federal Institute shall ensure that the respondents are selected for distribution as far as possible.

Exchange of information

§ 6. The exchange of information for the persons selected in accordance with § 5 (5) shall be carried out on a voluntary basis.

Duty of participation of the holders of administrative data

§ 7. At the request of the Federal Institute, the holders of administrative data must submit the data free of charge and to electronic data carriers within two weeks of the Federal Institute. In the case of first-time transmission as well as with each methodological change for the preparation of the data sets, the holders of administrative data shall submit a methodological report to the Federal Institute.
