161. Presentation of the Federal Chancellor concerning the scope of the Convention establishing the International Anti-Corruption Academy as an International Organisation

According to the communication of the Federal Ministry for European and International Affairs, the following other states have their instruments of ratification to the Convention establishing the International Anti-Corruption Academy as International Organization (BGBl. III No 22/2011, last proclamation of the BGBl area. III N ° 135/2012):

On the occasion of the deposit of its instrument of ratification, Israel has declared the following caveat:

The Government of the State of Israel does not accept the last sentence of Article XIX, which begins with the following words, "this second or third arbitrator shall be selected by the International Court of Justice."

Israel agrees that the second or third arbitrator shall be selected by the Secretary-General of the Permanent Court of Arbitration in The Hague (hereinafter referred to as the "PCA") at the request of any of the parties to the dispute.

If the Secretary-General of the PCA is a national of one of the two parties, or is prevented for any other reason from performing this task, then the Deputy Secretary-General of the PCA, who is not a national one of the two Parties shall be required to make the necessary appointments.
