495. Regulation of the Federal Minister for Economic Affairs, Family and Youth on the assessment of the impact on young people in the context of the impact-oriented impact assessment for regulatory projects and other projects (WFA-Kinder-und-Jugend-Regulation (WFA) -WFA-KJV)

On the basis of § 17 paragraph 3 Z 3 of the Federal Budget Act 2013 (BHG 2013), BGBl. I n ° 139/2009, as last amended by the Federal Law BGBl. I n ° 62/2012, is to be arranged in agreement with the Federal Chancellor and the Federal Minister for Finance:

Subject matter

§ 1. (1) This Regulation regulates the assessment of the impact on young people (impact dimension children and youth) in the context of the impact-oriented impact assessment according to § 17 BHG 2013.

(2) It contains methodological requirements for the simplified and in-depth assessment of the effects of regulatory projects and of projects of exceptional financial significance in accordance with Section 58 (2) of the BHG 2013 (hereinafter referred to as "project") on young People.

Definitions

§ 2. For the purposes of this Regulation, the following definitions shall apply:

1.

Children are understood to be people who have not yet completed the eighteenth year of life.

2.

Young adults are understood to be all people who, although the eighteenth, do not have the 30. Have completed their life year.

Simplified Estimation

§ 3. (1) The simplified assessment shall be carried out in accordance with the requirements of the Appendix 1 to examine whether the impact of children and young people is likely to be significantly affected. For this purpose, the corresponding materiality criteria of the WFA-Grundsatzverordnung (WFA-Grundsatzverordnung, WFA-GV) are to be used.

(2) According to the requirements of the Appendix 1 shall, in particular, consider whether the project is

1.

the protection, promotion of health, development and development of children and young adults, or

2.

maintenance, compensation for children's costs and care for children, or

3.

Securing the future of children and young adults in a medium-term perspective

are significantly affected.

In-depth estimation

§ 4. The in-depth estimation is based on the requirements of the Appendix 2 , In the context of the in-depth assessment, the likely significant impact on young people is to be examined more closely.

§ 5. This Regulation shall enter into force 1. Jänner 2013 in force.
