The tasks of the Authority are set out in Section 96 of the Adoption Act 2010 as follows:

-		the performance of the duties related to adoptions carried out before that day by "On Board Uchtála", on or after the day of the establishment;
-		Exercise of the State function of a Central Authority under the Hague Convention, as set out in Section 66 of the Law;
-		-giving general advice on adoption matters to the Minister for Health and Children at his request;
-		carrying out or supporting research projects and activities related to advice services for adoptions;
-		Compilation of statistical information and other documents for the proper planning, development and provision of these adoptions for adoptions;
-		the management of a list of approved organisations and
-		Guided tour of the list of international adoptions.

The Authority shall have all the powers necessary or appropriate for the performance of its duties and shall make enquiries which it deems necessary for the performance of its tasks.

Montenegro declares that:

a)		may only be carried out in accordance with Article 22 (4) of the Convention Adoptions of children who have their habitual residence in its territory, if the tasks of the Central Authorities are carried out in accordance with Article 22 (1) ,
b)		in accordance with Article 23 (2) of the Convention, the Ministry of Labour and Social Affairs is the competent authority for the issue of the certificate referred to in Article 23 (1);
		The same Ministry shall be the Central Authority pursuant to Article 6 of the Convention.
c)		, according to Article 25 of the Convention, Montenegro does not consider itself bound by this Convention to recognise adoptions which have been concluded in accordance with an agreement concluded pursuant to Article 39 (2);
d)		pursuant to Article 34 of the Convention, to be accompanied by a certified translation of all documents into the Montenegrin language.
