286. Ordinance of the Federal Minister of the Interior on the development of a standardized competence balance for civil service providers (civil service-Competence balance-Ordinance-ZKV)

Pursuant to Section 41 (2) of the Civil Service Act 1986 (ZDG), Federal Law Gazette (BGBl). No 679/1986 (WV), as last amended by the Federal Law of the Federal Republic of Germany (BGBl). I No 163/2013, shall be:

Scope

§ 1. This Regulation regulates how the skills balance for civil service providers is to be developed through the training, knowledge and skills acquired in the ordinary civil service.

Exhibition

§ 2. Each legal entity of a body in which the civil service provider has been active shall, at the latest by the end of the service in the institution concerned, carry out a review of the powers of the institution.

§ 3. (1) The review of the competence shall include the name, address and, where appropriate, the logo of the legal entity of the institution, the names and the date of birth of the civil service provider, the period in which he or she has served in the institution, as well as the name of the institution and the legal entity.

(2) The exact names of an initial training, training and further education carried out by the legal entity, as well as a successfully completed course of training or an erolgreich part of an education according to § 2 Civil Service Training Regulation (ZiDAV) BGBl. I n ° 285/2013 with the specific level of teaching units or hours.

(3) In the same way, the balance of competence shall contain as precise a description as possible of the practical uses and activities carried out, taking into account the extent of the practical use and activity in relation to the The total working time of the civil service is to be stated as a percentage. (4) In the light of the actual use, the competence balance shall also include a description of the knowledge, skills and social skills acquired by the civil service provider.

Form

§ 4. The competence balance shall be based on the model in the Annex and shall contain the elements referred to above in a clear form. It is permissible to extend the competence balance to several pages as well as to insert lines. It shall be provided with the place and date of the exhibition, the name, function and signature of the issuing authority and, if need be, the stamp and other contact details of the legal entity of the institution.

§ 5. This Regulation shall enter into force 1. October 2013 will be in force.
