The notification referred to in Article 3 of the Protocol was deposited with the Secretary-General of the Council of the European Union on 31 August 1999, and, according to the Secretary-General's note, the Protocol entered into force on 1 April 2002, in accordance with its Article 3.

The Minutes were published in the Official Journal of the European Union, OJ C 327 No. OJ L 84, 28.03.2002 p. 53.
