Regulation of the Federal Minister of Education, Science and Culture on the implementation of the Education Documentation Act at the Universities and the Danube University Krems (Education Documentation Ordinance Universities-BidokVUni)

On the basis of § 4 and § 9 of the Education Documentary Act, BGBl. I n ° 12/2002, in the version of the Federal Law BGBl. I n ° 169/2002, Section 16 (6) of the University Act 2002, Federal Law Gazette (BGBl). I n ° 120, § 25 of the Federal Law on the Establishment of the University Centre for Continuing Education (DUK-Law), BGBl. No. 269/1994, in the version of the Federal Law BGBl. I n ° 128/1998, and Section 4 (4) and Section 8 of the Federal Statistics Act 2000, BGBl. I n ° 163/1999, as last amended by Federal Law BGBl. N ° 71/2003, shall be assigned in agreement with the Federal Chancellor:

General provisions

§ 1. (1) This Regulation shall apply to the universities and the Danube University of Krems.

(2) Each data transfer to the evidence pursuant to § 4 of the Education Documentation Act are the name, address and data processing register number of the University or the Danube University Krems, as well as the information on the content of the to set up subsequent records.

(3) The universities and the Danube University Krems have to comply with the system and data-technical specifications of the Federal Minister for Education, Science and Culture during the transmission of the data.

Staff

§ 2. (1) Each university has on the dates 15. April and 15. Within two weeks, the Federal Minister of Education, Science and Culture shall send data on their staff in accordance with Appendix 1 to the evidence in accordance with § 4 of the Education Documentation Act within two weeks.

(2) The Danube University Krems has at the latest on 31. The Federal Minister of Education, Science and Culture of the Federal Republic of Germany (Federal Minister for Education, Science and Culture) shall transmit data on its staff in the past academic year in accordance with Annex 2 for the evidence in accordance with § 4 of the Education Documentation Act.

Spatial data

§ 3. Each university and the Danube University Krems have data on their spatial equipment according to Appendix 3 for the deadline of 15 November each year within two weeks of the Federal Minister of Education, Science and Culture. to submit the evidence in accordance with § 4 of the Education Documentation Act.

Data for the purpose of federal statistics

§ 4. (1) Data on the level of human resources at the universities and at the Danube University Krems (Annexes 1 and 2) shall be collected by evidence in accordance with § 4 of the Education Documentation Act of the Bundesanstalt "Statistik Österreich" for the purpose of Education statistics transmitted.

(2) For the purpose of determining the staff costs as well as the revenue and expenditure of the universities and the Danube University Krems pursuant to § 9 paragraph 1 Z 3 of the Education Documentation Act, each university has the clearance of accounts according to the Univ.Clearance of accounts, BGBl. II No. 292/2003, and the Danube University Krems to submit the annual final settlement immediately after their approval by the Federal Minister of Education, Science and Culture of the Federal Statistical Office of the Federal Republic of Germany.

Transitional provision

§ 5. (1) Each university shall, by 29 February 2004, transmit the data of its staff as of 31 December 2003 (Section 121 (18) of the University Act 2002) in accordance with Appendix 1.

(2) In the case of the transmission of the data in accordance with paragraph 1 and in the case of the transmission of the data of the personnel on the date of 15 April 2004, the field "6 highest completed training according to 2.4" may be handed over empty.

Staff of universities

In the case of the simultaneous existence of several service or employment relationships of a person, a separate record per employment relationship shall be transmitted.

A data set with an employment dimension of "0,0%" shall be transmitted by carded persons.

Field contents

2.1

The university has to win the record identifier by means of the "Public-Key" method, which is not traceable in a nationwide way, the social security number.

2.2

For persons who do not have a social security number, use as a record identifier of the university letter, followed by a university-owned number of staff, which, if necessary, by leading zeros in nine digits is to be refilled. The university's personal number is to be kept constant with respect to the person concerned. In the event of a later assignment of a social security number to the person concerned, it is necessary to proceed in accordance with 2.1, but to provide the previous record identifier in addition to the next following date.

2.3

Nationality

The nationality is to be encrypted by means of the codes announced by the Federal Minister or by the Federal Minister.

2.1

An object is to be understood as a building or the areas used in a building by the University (Danube University Krems). If the University (Donau-Universität Krems) has a building over different sub-areas (top numbers), these are, even if they are not connected in terms of area, to be grouped together into one object. In the case of building complexes with several separate buildings, each building is to be listed as an object. If there are several addresses for an object, the majority of the addresses used at the University (Donau-Universität Krems) are to be found.
