2. Revelation of the Federal Minister of Arts and Culture, Constitution and Media regarding the scope of the International Convention for the Suppression of Terrorist Bombings

On the occasion of the deposit of its instrument of accession, Vietnam has declared the following reservation and made the following statement:

"The Socialist Republic of Vietnam does not see itself bound by the provisions of Article 20 (1) of this Article."

" 1. The Socialist Republic of Vietnam declares that the provisions of the International Convention for the Suppression of Terrorist Bombings in Vietnam are not self-performing. The Socialist Republic of Vietnam will properly implement the provisions of the Convention by means of multilateral and bilateral mechanisms, specific provisions in its domestic laws and regulations, and on the basis of the principle of Reziprocity.

(2) The Socialist Republic of Vietnam declares, in accordance with Article 9 of this Convention, that it will not take this Convention as a direct legal basis for extradition. The Socialist Republic of Vietnam will execute extradition according to the provisions of its domestic laws and regulations, on the basis of extradition treaties and the principle of reciprocity. "
