2. announcement of the Federal Minister for arts and culture, constitutional and media regarding the scope of the International Convention for the Suppression of terrorist bombings

After the messages of the Secretary-General of the United Nations, following further States have their instruments of accession to the International Convention for the Suppression of terrorist bombings (BGBl. III No. 168/2001, last proclamation of the scope BGBl. III No. 127/2013) deposited:

On the occasion of the deposit of its instrument of accession, Vietnam has declared following reservation and issued the following statement:

"The Socialist Republic of Vietnam does not think of paragraph 1 of this article himself on the provisions of article 20 bound."

"1. the Socialist Republic of Viet Nam declares that the provisions of the International Convention for the Suppression of terrorist bombings in Vietnam are not self executing. The Socialist Republic of Vietnam will correctly understand the provisions of the Convention through multilateral and bilateral mechanisms, specific provisions in its domestic laws and regulations and on the basis of the principle of reciprocity.

2. the Socialist Republic of Viet Nam declares in accordance with article 9 of this Convention that she will take this Convention not as direct legal basis for extradition. The Socialist Republic of Vietnam will make deliveries in accordance with the provisions of its domestic laws and regulations, on the basis of extradition treaties and the principle of reciprocity."
