DECREE NO 893

THE LEGISLATIVE ASSEMBLY OF THE REPUBLIC OF EL SALVADOR,

WHEREAS:

I.-That in accordance with Article 131, the 22nd of the Constitution of the Republic, it is the faculty of this State Authority to grant to persons or populations, Titles, Honorific Distances and Graces compatible with the form of government established, for relevant services provided to the Homeland.

II.-That Article 6, literal c) of the Law of Honorific Distances, Grations and Titles, establishes that the honorable and distinguished distinctions of Notable and Distinguished or Distinguished, in their order of relevance, may be granted to Salvadoran persons or foreign residents, when the services or contributions that have been provided to the Homeland, are related to the dissemination and exploitation of science, art, culture, education and sport or any other form of altruistic service or collective; in such a way that it represents an undeniable benefit for the Salvadoran State or its inhabitants.

III.-That Master Cesar Napoleon Menéndez Pineda, born on March 18, 1954 in the City of Sonsonate, at an early age discovered his vocation to the plastic arts, making himself a creditor of his first award in the Student Painting Certée organized by the Ministry of Education, after which he received a scholarship to start his studies at the National Center for Arts-CENAR.

IV.-That Master Cesar Napoleon Menéndez Pineda, has managed to expose his work permanently in collections of great international prestige such as the Museum of Modern Art of New York, Museum of Latin American Art in Long Beach, California, Museum of Art of the Americas in Washington D. C., and the Museum of the Barrio in New York; having made several exhibitions both individual and collective, in El Salvador, Spain, Italy, Cuba, United States, Colombia, Panama, Argentina, Guatemala, Costa Rica and Ecuador.

V.-That the artistic talent of Master Menéndez has made it worthy of different recognitions, among which can be mentioned, the distinction at the First Biennial in the city of Miami in 1987, Mention of Honor at the Biennial of Art in Ecuador, as well as various decorations to his artistic talent in the Second National Painting of Painting in the National Exhibition Hall in El Salvador in the year 1990; having been awarded by the Government of France with the " Order of Knight of the Arts and Letters ", as well as by the Municipal Government of Armenia, Department of Sonsonate, as" Son Meritisimo of the City of Armenia. "

VI.-That by virtue of the merits mentioned, it is appropriate to grant the honorary distinction of "DISTINGUISHED ARTIST PLASTIC OF EL SALVADOR", to the Master

DECCRETA:

Art. 1.-Declare Master Cesar Napoleon Menéndez Pineda, "DISTINGUISHED ARTIST OF EL SALVADOR", in recognition of his invaluable contributions to the art and culture of our country.

Art. 2. This Decree shall enter into force eight days after its publication in the Official Journal.

GIVEN IN THE BLUE HALL OF THE LEGISLATIVE PALACE: San Salvador, at the twelve days of the month of December of the year two thousand fourteen.
