National System of School Libraries and Educational Information Units. Sanctioned: November 27, 2013 Enacted: January 9, 2014

The Senate and Chamber of Deputies of the Argentine Nation, meeting in Congress, etc., are sanctioned by law:

National System of School Libraries and Educational Information Units.

ARTICLE 1-This law aims to create the National System of School Libraries and Educational Information Units in the framework of the National Education Act 26.206.

Article 2-The Federal Board of Education will establish the integration of the System, and must be made up of the networks of School Libraries, School Archives, Documentation and Educational Information Centers, Pedagogical Libraries, and Museums of the School, units dedicated to the management of information and knowledge and the preservation of the school heritage, within the educational system in its different levels and modalities, of state and private management, of all the provinces and the Autonomous City of Buenos Aires.

ARTICLE 3 °-The Ministry of Education of the Nation, through the National Library of Teachers, will be the implementing authority of the present, having in charge the coordination and articulation of the System, in accordance with conventions Legal provisions. The functions of coordination and articulation of the System will be carried out by the National Library of Teachers and will be those of training and updating, technical assistance, monitoring and evaluation, and development of technologies for the standardization and standardisation of the System. The National Executive Branch will assign to the National Library of Teachers the budget items necessary for the proper implementation of this law.

Article 4 °-The purpose of the System is to generate actions for the integration of the information units in networks managed adequately in a cooperative framework, to guarantee to the actors of the educational community the equality of opportunities and opportunities for access to information and production of knowledge, in consensus with jurisdictional educational policies.

ARTICLE 5-They are objectives of the System:

a. Establish and ensure the execution of policies and strategic plans in relation to the management of information and knowledge in the education system, framed within public policies and federal economic development plans, cultural, technical and scientific to contribute to its strengthening. b. To promote, together with the jurisdictions, actions aimed at integrating the various information units in networks and subnets at the local, regional and national levels, in order to expand their resources through the exchange of production and cooperative services. c. To promote integration, systematization, conservation, legal protection, defense and dissemination of educational heritage. d. To promote, promote and optimize the permanent development of library, archival, museum and information services, taking into account the cultural and linguistic diversity of the different communities that make up the educational system. e. To promote institutional lines of action aimed at promoting critical and reflexive reading in the information units of each educational community, as a way of understanding their past and present reality at the individual, social and cultural level, in coordination with national and jurisdictional reading plans. f. Generate actions to expand and deepen the competencies for the search, use, knowledge, evaluation and production of the information in different formats and supports, as well as the capacity of integral reading comprehension. g. To promote the gradual professionalization and continuous training of the educational actors involved in the management of the aforementioned information units. h. Promote and promote sustainable policies for the formation of analogue and digital acervos with relevant collections for each information unit. i. To promote the standardization of the technical processes of the materials according to national and international standards and standards, that allow the integration into federal, regional and international networks of the information units mentioned in this law. j. To preserve and organize the qualitative, quantitative and legal educational documentation of a legal, national and foreign nature, in order to comply with the requirements of a specialized service of documentary advice to the agencies in charge of the driving and research into education at the various levels.

ARTICLE 6-The creation or promotion of the units of information mentioned in this law must provide for the following conditions for its best operation: a. To have a documentary collection relevant to its institutional specificity. b. Organize the funds according to the characteristics of the services and users of each unit of information. c. To have mechanisms for the dissemination of products, services and activities according to the needs and regulations of each of the networks and the educational information units that make up them. d. Have a proper space, suitable, with furniture, technological equipment and connectivity, according to the particularities of each unit of information and the needs of each jurisdiction. e. Have professional, technical and auxiliary personnel according to the objectives to be met by each unit of information.

ARTICLE 7-School libraries must have the following conditions for a proper functioning, in accordance with the modality, level, registration and number of sections of the school establishment to which they serve:

a. Poseer selected bibliographic and special materials based on their specificity and institutional dimension. b. Have school librarians and professional and technical staff. c. To have an adequate space for individual and group work, allowing the organization and sectorization of its various functions and services and the realization of activities around reading, user training, research and extension to the community. d. Have technological equipment and adequate connectivity, which can serve as a tool for the technical processing of the documentary background through relevant software, as well as for the search, selection, evaluation and production of knowledge by the users of the educational community. e. Be open to the educational community at every turn or day of the establishment covering school hours.

ARTICLE 8-School archives must have the following conditions for proper functioning, in accordance with the modality, level, registration and number of sections of the school establishment to which they serve: a. To have a documentary background that allows to recover the diversity and complexity of the educational memory of its school establishment. b. Have specialized archivists and technical and auxiliary personnel, according to the objectives to be met by the school archives. c. To have adequate space for the development of the various functions, activities and services of the archive. d. To count on technological equipment and adequate connectivity, which serves as a tool for the technical processing of the documentary background through a relevant software, as well as for the search, description, selection, evaluation and production of knowledge on the part of the users of the educational community. e. Generate a broadcast service based on the needs of users and the education system community.

Article 9-School museums must have the following conditions for a proper functioning: a. To have historical-pedagogical material selected according to the institutional specificity. b. Have professional, technical and auxiliary staff according to the objectives to be met by the school museums. c. Have adequate and accessible spaces for the consultation, teaching, research and exposure of their funds. d. To count on technological equipment and adequate connectivity, which serves as a tool for the technical processing of the documentary background through a relevant software, as well as for the search, description, selection, evaluation and production of knowledge on the part of the users of the educational community. e. Be open to the community at appropriate schedules to the school institution. f. Generate a broadcast service based on the needs of users and the education system community.

ARTICLE 10. -Documentation and educational information centres must have the following conditions for their proper functioning: a. To have funds containing the qualitative and quantitative documentation and information produced

by the ministries of judicial education. b. To have documentary and technical staff and support according to the objectives to be met by the documentation centers and educational information centers. c. Have adequate space with the appropriate infrastructure to meet the needs of its operation. d. To count on technological equipment and adequate connectivity, which serves as a tool for the technical processing of the documentary background through a relevant software, as well as for the search, description, selection, evaluation and production of knowledge on the part of the users of the educational community. e. Generate a broadcast service based on the needs of users and the education system community.

ARTICLE 11. -Pedagogical libraries must have the following conditions for their proper functioning: a. Possess specialized material to meet the training needs and updating of each educational community. b. Have specialized librarians and technical and auxiliary staff according to the objectives to be fulfilled by the pedagogical libraries. c. To have adequate space for the development of the various functions, activities and services. d. Have technological equipment and adequate connectivity to facilitate the processes of research and production of knowledge.
