FEDERAL COUNCIL OF CHEMICAL PRECURSORS

Law 27283

Creation.

The Senate and Chamber of Deputies of the Argentine Nation, meeting in Congress, etc.

Law:

Article 1-Create the Federal Council of Chemical Precursors as an advisory body to the enforcement authority of the National Register of Chemical Precursors created by law 26,045.

ARTICLE 2-The Federal Council of Chemical Precursors shall have the following functions:

(a) Analyze questions concerning the contents of the lists of chemicals and substances set out in Articles 24 and 44 of Law 23.737, hereinafter referred to as chemical precursors for all purposes of this law;

(b) Make proposals for the chemical precursors to be included in the lists referred to in the preceding paragraph;

(c) Confecting reports and research to investigate the dynamics, evolution and emergence of new chemical precursors and mixtures;

(d) to build and maintain an updated federal map that characterises regionally the main aspects of the problems linked to the production, marketing and distribution of chemical precursors;

(e) Designing and proposing the implementation of public policies in the field of their competence;

f) Propose regulations, protocols, procedures and mechanisms to improve the control of the production, marketing and distribution of chemical precursors.

ARTICLE 3-The Federal Council of Chemical Precursors shall operate within the scope of the application of the National Register of Chemical Precursors and shall be composed of the following members:

1. The application authority of the National Register of Chemical Precursors, as President.

2. Security or equivalent ministers of the Argentine provinces and the Autonomous City of Buenos Aires.

At the request of one of its members and for the purpose of dealing with any particular problem, it may be called upon to participate in the meetings of the Federal Council of Chemical Precursors to national and provincial public officials and the subject matter of which it is of interest. They may participate, inter alia:

a) Representatives of the Ministry of Health of the Nation and its provincial peers;

b) Members of the Federal Security Forces;

(c) Representatives of National Universities;

(d) Professional associations of pharmacists and biochemists;

e) Business chambers and trade unions in sectors related to the production, distribution and marketing of chemical precursors.

Article 4 °-The Presidency of the Federal Council of Chemical Precursors shall have, inter alia, the following functions:

(a) Call and address the meetings of the Federal Council of Chemical Precursors;

(b) Approve participation in the meetings of the Council of officials or representatives who are requested in accordance with the second paragraph of Article 3 of this Law;

(c) to make known the reports, analyses and conclusions which are dealt with in the Council meetings.

ARTICLE 5-The Federal Council of Chemical Precursors shall meet at least two (2) times a year.

ARTICLE 6-Commune to the national executive branch.

GIVEN IN THE SESSION HALL OF THE ARGENTINE CONGRESS, IN BUENOS AIRES, AT THE TWENTY-EIGHT DAYS OF THE MONTH OF SEPTEMBER OF THE YEAR TWO THOUSAND SIXTEEN.
