Declare of National Interest the integral and interdisciplinary approach of subjects with specific difficulties of learning.

Law:

Declare of national interest the integral and interdisciplinary approach of subjects who present Specific Difficulties of Learning (DEA)

Object.

Article 1-This law establishes as a priority objective to guarantee the right to education of children, adolescents and adults who present Specific Difficulties of Learning (DEA).

National interest.

Article 2 °-State of national interest the integral and interdisciplinary approach of subjects with specific difficulties of learning (AED), as well as professional training in their early detection, diagnosis and treatment; its dissemination and access to benefits.

Definition.

ARTICLE 3-Specific difficulties of learning (AED) are understood to be related to neurobiological changes, which affect the cognitive processes related to language, reading, writing and/or mathematical calculation, with significant, mild, moderate or severe implications in the school environment.

Application Authority.

ARTICLE 4 °-The Application Authority will be determined by the national executive branch.

Functions.

ARTICLE 5-The Application Authority shall be responsible for the exercise of the following actions:

(a) Establish appropriate procedures and means for the early detection of the educational needs of subjects to present specific learning difficulties;

b) Establish a teaching training system for early detection, prevention and curricular adaptation for the assistance of dyslexic students or other learning difficulties, in order to provide comprehensive coverage for care to the needs and requirements of each particular case;

c) Coordinate with the health and educational authorities of the provinces that adhere to the present and, where appropriate, the Autonomous City of Buenos Aires, awareness campaigns on dyslexia and specific difficulties of learning (DEA);

d) Plan the formation of the human resource in the practices of early detection, diagnosis and treatment.

Curricular adaptation.

ARTICLE 6-The Application Authority shall draw up the curricular adaptation referred to in point (b) of the preceding article. In order to ensure access to the common curriculum, in the case of Apprenticeship Difficulties, the following guidance considerations shall be taken into account:

(a) Give priority to orality, both in the teaching of content and in the evaluations;

b) Grant more time for the performance of tasks and/or evaluations;

c) Ensure that the slogans have been understood;

(d) Avoid unnecessary exposures as to the performance of reading aloud in front of colleagues;

e) Avoid extensive and/or dictated copies when this activity has an impact on students with situations associated with dysgraphy;

(f) Facilitating the use of computers, calculators and tables;

g) Recognize the need to adjust the evaluation processes to the singularities of each subject;

(h) To be assumed, all the institutional teaching team, as promoters of the rights of children, adolescents and adults, being that the contextualizations do not imply giving advantages in them in front of their companions, but to put them in equality of conditions for the right to education.

Federal Board of Education.

ARTICLE 7-The Federal Board of Education will have the role of permanent contributor to the achievement of the objectives set out in this law, as well as to establish a federal system of interjurisdictional coordination, for the implementation of active policies in order to make effective the right to education for children, adolescents and adults with dyslexia and specific difficulties of learning.

Federal Health Council.

ARTICLE 8 °-The Application Authority shall, through the Federal Health Council, promote the following actions:

a) The progressive and uniform implementation in the different jurisdictions of a comprehensive and interdisciplinary approach to Learning Difficulties (DEA);

b) Establish procedures for early detection and diagnosis of Apprenticeship Difficulties (DEA);

c) To determine the necessary benefits for the integral and interdisciplinary approach in the subjects with specific Apprenticeship Difficulties (DEA), which will be updated as soon as the advancement of science merits it.

Compulsory Medical Programme (PMO).

Article 9-Health agents covered by laws 23,660 and 23,661; social security organizations; prepay medical entities; the social work of the judicial branch, national universities, civil and military personnel Armed Forces, Security, Federal Police Argentina; the Directorate of Social Aid for the National Congress Staff and the health agents who provide medical-care services, regardless of the legal status they have, shall be required, on a compulsory basis, to provide the services necessary for the detection Early learning, diagnosis and treatment of Apprenticeship Difficulties (DEA).

The benefits referred to in points (b) and (c) of Article 8 of this Regulation shall be fully incorporated into the compulsory medical programme (PMO).

ARTICLE 10. -Contact the national executive branch.
