VISTO the provisions of Decree No. 1270 of 21 November 1989; and

CONSIDERING:

That the decree established the regime to which the allocation of roads should be adjusted for officials who carry out missions or commissions abroad.

That in practice the processing of the said regime is dilatory of the implementation of authorized missions or commissions, therefore it is customary to make the payment of the respective viats in order to carry out the same and then proceed to the validation of the measure taken.

That it is therefore appropriate to adjust the rules of application in order to be able to demand compliance with them in time and form.

Moreover, an analysis of the amounts paid in respect of vitics abroad is deduced, by their magnitude, that they represent a very significant budget erogation, which is why it is necessary to review the preset amounts, setting them in fixed amounts according to the particular characteristics of each country and according to the hierarchical levels established at their time.

That in the merits of the above, it is appropriate to repeal the rule that allows lower-ranking officials to receive sums for larger roads when the mission or commission is composed of senior officials.

That it is necessary to empower the Minister of Economics and Public Works and Services, following the intervention of the TECHNICAL COMMISSION ASESORA DE POLITICA SALARIAL DEL SECTOR PUBLICO, to make the necessary modifications of the amounts of the viats that are determined, in the opportunity to produce variations in the current conditions.

That the TECHNICAL ADVISORY COMMITTEE OF PUBLICO SECTOR'S POLITICAL POLICY has taken the intervention that belongs to it.

That the present measure is in use of the emerging powers of articles 99, subparagraph (1) and 100, paragraph (1) and the twelfth clause of the transitional provisions of the NATIONAL CONSTITUTION.

Art. 15. - Replace, from the date of entry into force of this decree, the text of article 59 of the Regulation of the Organic Law of the Foreign Service of the Nation approved by Decree No. 1973/86, with the following:

"ARTICULO 59. . Officials must use the airway for their displacement. The route may be used when its cost does not exceed that corresponding to the air passage, or when the staff member pays the difference, provided that the arrival at the duty station occurs within the term established to fill the transfer. The additional time required to travel by sea shall be charged to the staff member ' s request for regular leave.

The Extraordinary and Plenipotentiary Ambassadors, on the occasion of their transfer to destination, will receive tickets in "intermediate class".

Where for any reason the handing over of orders of passage to family members of the staff members shall be granted in the same class as the staff member, provided that the journey is carried out together on the same flight, otherwise the orders of passage to family members shall be granted in "tourist class".

Orders of passages for special leave, deficit education, advance returns and others that emanate from this regulation will be granted in all cases in "tourist class".

All family members who have made use of tickets to travel to the duty station or transfer of the staff member shall also receive tickets to accompany the staff member to another destination abroad and to return to the Republic.

When family members entitled to receive a ticket return to the country in advance of the transfer of the staff member, they may request the corresponding orders of passage, which shall replace those that have corresponded to them at the time of the transfer."

Art. 16. , Replace, from the date of entry into force of the present decree, the text of article 60 of Decree No. 1973/86, which regulates Law No. 20.957 of the Foreign Service of the Nation, with the following:

"ARTICULO 60. . Calls by commission to the Republic for reasons of service, will be available for a period not greater than QUINCE (15) days, term that may be extended by ministerial resolution to QUINCE (15) days more.

The viats will be liquidated according to the scale governing the staff of the National Civil Service, according to the hierarchy of the official and without prejudice to the payment of the remuneration that corresponds to him because of his destiny abroad".
