LEY N° 14.147

Authorize the Executive Power to Promote the Self-Owned Army

Sanctioned: September 18-1952

Promulgated: October 16-1952

The Senate and Chamber of Deputies of the Argentine Nation, meeting in Congress, sanction with force
LEY:

ARTICLE 1. Authorize the Executive Branch to promote intensive agricultural and industrial production that will allow the exploitation of the goods by the Ministry of Army and to promote the autonomous supply of the institution and its cadres. For this purpose, it is empowered to:

(a) Buy, sell, exchange, give or receive in payment, on its own or on behalf of third parties, any kind of movable or semoving property and any other product in a natural or processed state;

(b) To provide or lease the necessary movable, immovable or semi-movable property to enhance the exploitation;

(c) To carry out, with institutions of the Argentine banking system, credits with the guarantee of financial resources produced by its own exploitation or allocated for the normal needs of the Army;

(d) Acquiring machinery or implements of credit work, constituting real rights over them;

(e) Establish rules for economic and financial management that demand the exploitation of property by the Ministry of Army, increase in the production and distribution of goods and the marketing of surpluses;

(f) To delegate the powers of this law to the Minister Secretary of State of Army and to the authorities or officials designated for that purpose;

(g) To enable the Army authorities to appoint or hire the necessary staff, to establish awards, benefit-sharing, payment of commissions or any other special or extraordinary retribution to the relevant staff, as permitted or deemed appropriate for the promotion or encouragement of greater or better productivity;

(h) To give the same authorities powers to obtain directly the collaboration of other State secretariats and provincial or municipal bodies.

ARTICLE 2. The executive branch shall regulate the forms and procedures to be followed in the contracts to which the special regime established by this law is established, for which they shall govern the principles provided for in articles 7 and 8 of Act No. 13.653.

ARTICLE 3. The Executive Power shall have the opening of a special account, under the name of this law, to which the financial resources allocated to it and the exploitation thereof will be transferred and the emerging costs will be debited. Uninvested balances at the end of each financial period will be transferred to the next. The budget for this account will be approved by the Executive.

ARTICLE 4. - Provide the Executive Branch with a view to extending, where appropriate, to the other organizations of the armed forces of the Nation, the application of a regime similar to that established by this Act.
