FINANCING OF PUBLIC ART PLANS.
BUENOS AIRES, September 29, 1951

SANCIONAN WITH FORCE OF LEY.
Article 1.- Authorize the Executive Branch to agree with the provinces and municipalities of the City of Buenos Aires to finance public works plans and other expenses to cover with the production of the negotiation of local internal public debt securities, through loans or cash advances to which effect it is empowered to temporarily mobilize the availability of Treasury or to carry out the financial operations it deems appropriate.
Art. 2.- The executive branch is empowered to agree with the provinces and municipalities of the City of Buenos Aires on the full or partial refund of the loans or advances that have been made or are made in accordance with the previous article, which may be made effective with the delivery of internal titles with official quote, issued by the provinces and Municipality of the City of Buenos Aires, or by the payment of annual fees in respect of amortization and interest for an amount equivalent to the service title. The same regime may be adopted for the circulating balance of provincial debts transferred under law 12,139 and other obligations owed to the national government, pending payment.
