CONSIDERATION OF ADMINISTRATIVE AND

LEY N° 13.640

Rules are established for those who do not obtain punishment in one of their Houses during the parliamentary year.

Sanctioned: September 30-1949

Promulgated: October 28-1949

WHY:

The Senate and Chamber of Deputies of the Argentine Nation assembled in Congress sanction with force

LEY:

ARTICLE 1 - Any bill submitted for consideration by the Congress that does not obtain punishment in one of its Chambers during the parliamentary year in which it entered the body or in the next, shall be expired. If he obtained punishment in any of them in the term indicated, it shall be extended for another year.

Any bill adopted with amendments by the Review Chamber that does not complete the procedure established by article 71 of the National Constitution in the parliamentary year in which it obtained the approval or in the following, shall be expired. (Expression "Article 72 of the National Constitution" replaced by "Article 71 of the National Constitution" by Article 1 of the Constitution Law No. 23.992 B.O. 28/10/1991)

ARTICLE 2 - Except as provided in the previous article, draft Codes, treaties with foreign nations, projects sent by the Executive Branch on the provision of funds to pay the credits against the Nation and the claims of individuals equally.

ARTICLE 3 - Bills or parts of them that the executive branch returns observed in the use of the faculty that agrees to article 72 of the National Constitution, that the Congress does not confirm in the parliamentary year in which they were returned or in the next, will be expired. (Express "Article 73 of the National Constitution" replaced by "Article 72 of the National Constitution", by Article 1 of the Constitution Law No. 23.992 B.O. 28/10/1991)

ARTICLE 4 - The chairpersons of the Commissions of both Chambers shall present at the beginning of each ordinary session, a payroll of the matters in their portfolios and which are covered by articles 1 and 3 of this law, which without further processing shall be sent to the file with the corresponding annotation set by Secretariat, returning to the interested parties the documents that belong to them and request, upon receipt that they shall be granted in the same file.

This payroll will be included in the session journal.

ARTICLE 5° - The remaining matters on the day of expiry under this Act shall be referred to the respective commissions for the purposes of the preceding article.

ARTICLE 5o bis. - Each House shall set the time limits for the duration and shall regulate the procedures for the expiration and filing of parliamentary initiatives other than the bill that have been submitted for consideration.

ARTICLE 6 - This law shall apply to outstanding matters.

ARTICLE 7 - Default of laws numbers 2,714/1890 and 3,721/1898.

ARTICLE 8 - Contact the executive branch.
