Law:
Article 1 Authorize the National Council of Education to lift a census of the children ' s population from five to fourteen years of age and the illiterates from fifteen to twenty-two years.
Art. 2o.- The personal form that will be the basis of the census operation should be in line with the model form adopted by the First National Conference on Illiteracy, without prejudice to its completion with statistical data on housing, social assistance and all those that facilitate the identification of the number of illiterates and the causes that delay the dissemination of primary education.
Art. 3o.- The divisions and offices of the Nation, the provinces and municipalities, will provide the competition that is required for the census work without their staff having the right to any compensation.
Art. 4o.- The census should be lifted on a date from 15 to 30 May 1942, with the exception of the territories of Río Negro, Neuquén, Chubut, Santa Cruz, Tierra del Fuego and Los Andes, in which it should be carried out between 31 March and 15 April of the same year.
Art. 5o.- The National Education Council shall, through its offices, have the necessary measures to ensure that the various figures and data obtained in the present census are of a permanent nature, and shall order that supplementary operations be carried out every five years in order to update it.
Art. 6o.- The functions of any kind related to the conduct of the census may be publicized and may not be waived, but due cause.
Art. 7o.- Any person who refuses to give data for census operations or misrepresents or misrepresents the facts shall be liable to a fine of 100 to 200 pesos or to arrest 30 to 60 days.
Art. 8.- Employees in the census who intentionally incurred the offences referred to in the last part of the previous article will suffer from 500 to 1,000 pesos or six months ' arrest to one year.
Art. 9o.- Disclose the sum of five hundred thousand pesos for the fulfillment of the purposes set forth in this Law.
The executive branch through the General Treasury will be responsible for giving this sum to the National Council of Education, charging the expense to this same law.
