The Senate and Chamber of Deputies of the Argentine Nation assembled in Congress, etc. sanction with force of Law:
ARTICLE 1 All secondary schools of the national education system in their various forms shall include a curriculum proposal for the teaching of Portuguese as a foreign language, in compliance with Act No. 25.181. In the case of schools in the border provinces with the Federal Republic of Brazil, their inclusion from the primary level will correspond. ARTICLE 2 The Ministry of Education, Science and Technology, in accordance with the Federal Council of Education, shall develop the curricular guidelines for this proposal, taking into account the provisions of articles 87 and 92 (a) of Law No. 26,206 .de Educación Nacional.. Article 3 The curriculum proposal for the teaching of the Portuguese language will be of an optional nature for students.The Ministry of Education, Science and Technology, in accordance with the Federal Council of Education, will have measures to encourage their participation in this curriculum proposal.
ARTICLE 4 Students who have completed the curriculum proposal will be able to participate in face-to-face assessments, to access certifications that credit levels and competencies in the use of the Portuguese language. ARTICLE 5o The National Institute of Teaching Education, in accordance with article 139 of Law No. 26,206, will develop and implement a multi-year plan for the promotion of the training of teachers in Portuguese language, for the period 2008-2016, including a continuous training scheme in service, progressive application, for the teaching of Portuguese.The Ministry of Education, Science and Technology, through the relevant agencies, will invite universities to promote academic offers for the training of Portuguese language teachers, which are integrated into the aforementioned multi-year plan.
ARTICLE 6 The Ministry of Education, Science and Technology, through the bodies referred to in articles 101 and 102 of Act No. 26,206, will promote the development of non-conventional Portuguese language education programmes in the framework of continuing education. Persons shall have access to learning and accreditation in the terms of Article 4 of this Law. ARTICLE 7 The Ministry of Education, Science and Technology shall implement a programme that promotes the organizational and technical conditions for the implementation of this law, in the framework of Law No. 25.181, which specifically covers the following:(a) Holding titles;
(b) Organizing complementary training programmes;
(c) Adjust the legislation to incorporate teachers from other MERCOSUR countries;
(d) Implement systematic exchange of teachers between the Argentine Republic and the Federal Republic of Brazil;
(e) Conduct seminars on language education policies;
(f) Create a working group of specialists to formulate proposals for the development of a language policy in the region.
ARTICLE 8 The Ministry of Education, Science and Technology, in accordance with the Federal Council of Education, in its capacity as the implementing authority of this law, will formulate a multi-year plan for its implementation, within the maximum period of UN (1) year since its publication, with the sequence and graduality that is resolved, prioritizing the schools of the border provinces with the Federal Republic of Brazil, to reach the mandatory supply in 2016. Article 9 For the purposes of compliance with this Act, budgetary provisions in the national order shall be affected by budgetary provisions of Judgement 70, Ministry of Education, Science and Technology, as defined in the multi-year plan set out in the preceding article.
