MILITAR PERSON Law 26.527 Authorize the entry of foreign troops into the national territory and the departure of national forces to participate in the combined exercise programme. Sanctioned: October 14 of 2009 promulgated: November 5, 2009

The Senate and Chamber of Deputies of the Argentine Nation assembled in Congress, etc. strongly sanction the following:

ARTICLE 1 Authorize the entry of foreign troops to the national territory and the departure from it of national forces, as appropriate, to participate in the combined exercise programme from 1 September 2009 to 31 August 2010, in accordance with the detailed information in Annexes I, II, III, IV, V, VI, VII. VIII, IX, X, XI, XII, XIII, XIV, XV, XVI, XVII, XVIII, XIX, XX, XXI and XXII that are an integral part of this law. ARTICLE 2 Contact the national executive branch.

Annex I

BASICA INFORMATION FOR THE AUTHORIZATION OF NATIONAL FORCES OUT OF THE TERRITORY OF NATIONAL FORCES

1. Type of Activity to Develop:

Combined air operations training exercise from aircraft carriers "ARAEX 2009".

2. Project origin:

The bilateral ARAEX exercise was launched in 1993 with the aim of training the aircraft pilots in the aerial aerial and decolation operations from aircraft carriers.

Its implementation is of great interest in the high degree of specialization required and the technology that requires the training of aircraft pilots operating on mobile platforms.

3. Principles of the Objectives of Activity:

The ARMADA ARGENTINA has for years been equipped with the naval aviation capacity of fixed wing. The current lack of an own carrier makes it difficult to maintain an adequate level of that capacity, for which a possibility is to exercise with naval units of that type of other armed.

Pilot rescue operations and maneuvers with protective surface units and escorts are carried out simultaneously.

Being highly complex operations, they contribute significantly to improving mutual trust between the two armed forces.

4. Activity configuration:

(a) Place of realization: International waters off the coast of the FEDERAL REPUBLIC OF BRAZIL.

(b) Tentative Dates of Income/Egress, Duration of Activity: From September to December 2009 to confirm, with a duration of CINCO (5) days.

(d) Deployment of the Troops and Media: This exercise will be carried out using the operational navigation of the "PAULO SAO" aircraft carrier of the BRAZIL MARINA.

(e) Immunity: No specific immunities are required for national forces leaving the country.

(f) Approximate cost: The operating costs of our means amount to the sum of PESOS A MILLON OCHOCIENTS AND SEIS MIL SEISCIENTS ACCOUNT AND DOS ($ 1,866,642.00).

(g) Source of Funding: Costs are covered with ARGENTINA ARMADA budget funds.

5. Framework

The guiding concept of this exercise is based on the practice of aircraft anavizaje and decolation operations from the aircraft carrier of the BRAZIL MARINE. The aircraft themselves thus have the opportunity to train on the deck of a carrier and interact with other aircraft and their own surface units carry out escort tasks and are trained in specific tasks of the rescue stations, air control of aircraft, and in other specific tactical activities of a naval force operating around a carrier.

1. Type of Activity to Develop:

Combined Training Exercise on the Sea "FRATERNO XXVIII − 2009"

2. Project origin:

Bilateral exercise started in 1978, takes place annually in alternate form in the waters of one and another country as a result of the firm will of integration and interoperability between the Armed Forces of the ARGENTINA REPUBLIC and the FEDERAL REPUBLIC OF BRAZIL.

3. Principles of the Objectives of Activity:

The execution of the FRATERNO Combined Exercise with the BRAZIL MARINE, contributes mainly to optimizing the degree of interoperability between the two Armed Forces, through the exchange of information on the command and control systems of the naval means of surface, submarines, aerials and Marines participating, of doctrines, procedures and the combined training.

4. Activity configuration:

(a) Place of realization: International waters, at the height of the FEDERAL REPUBLIC OF BRAZIL.

(b) Dates Income/Egress, Time of Duration of Activity: It will take place between the months of October / December 2009 with an approximate duration of VEINTE (20) days considering transfers and stay in port.

(d) Deployment of the Troops and Media: The exercises will be carried out in international waters and in coastal areas at the height of RIO DE JANEIRO. The Argentine naval and submarine units will take port in RIO DE JANEIRO, or another port to determine in the planning meetings, as an operational visit for logistical purposes and to make the final review of the exercise for the purpose of drawing conclusions and agreeing recommendations for future exercises.

(e) Immunity: No specific immunities are required for national forces leaving the country.

(f) Approximate costs: The costs of the operation of our means amount to the sum of SESENT TRESCIENTA AND MIL OCHOCIENTS VEINTISIETE ($ 5,361,827,00).

(g) Source of Funding: Costs are covered with ARGENTINA ARMADA budget funds.

5. Situational framework:

The guiding concept of this exercise is based on the implementation of a hypothetical international mission mandated by the United Nations, characterized by the ongoing handling of crises and pawning rules during the transfer of a binational naval force under multiple threats to a simulated area of operations and during the disembarkation of troops through the use of amphibian vehicles and helicopters. In this context, tactics, doctrine and operational procedures are developed and improved for the use of naval forces and operations at sea are coordinated by involving ships of different types, ground and on board aircraft and Marine Corps personnel.

Annex III

BASICA INFORMATION REQUERED FOR THE AUTHORIZATION OF INTRODUCTION OF EXTRACTING TROPS IN THE TERRITORY. OF NATIONAL FORCE AND HEALTH OF NATIONAL FORCES OUT OF IT.

1. Type of Activity to Develop:

Combined Exercise of Training in the Sea "INTEGRATION VII 2009".

2. Project origin:

The first of these bilateral exercises was carried out in the Pacific Ocean in 1998, as a result of the firm commitment to integration and interoperability between the Armed Forces of the ARGENTINA REPUBLIC and the CHILE REPUBLIC.

During the year 2000, the second edition was held in Argentine waters, in front of the Buenos Aires coast, with a greater number of media from both countries.

Over the years, a significant degree of approach has been achieved between the two Armed Forces, which allowed the complexity of the combined exercises to be increased.

Currently, the exercise takes place in international waters off the southern coast of the ARGENTINA REPUBLIC or CHILE REPUBLIC, and is visited the Port of USHUAIA or the ARENAS PUNTA according to who the host country is.

3. Principles of the Objectives of Activity:

The implementation of the Combined INTEGRATION Exercise helps to optimize the degree of interoperability with the CHILE ARMADA, through the exchange of information on the command and control systems of the participating naval and air media, and naval doctrines and procedures in general. It also allows the preservation, strengthening and development of the links of peace, mutual trust and professional exchange between the two armed forces.

4. Activity configuration:

(a) Place of realization: In international waters off the southern coasts of the ARGENTINA REPUBLIC.

(b) Dates Income/Egress, Duration of Activity: Between September/December 2009 with approximate duration of SIETE (7) days.

(c) Participating countries:

The participating naval units will take port in the City of PUNTA ARENAS - CHILE REPUBLIC as a logistic visit and to make the final review of the exercise for the purpose of drawing conclusions and recommendations for future exercises.

(e) Immunity: No specific immunities are required for foreign troops entering the country or for national forces leaving the country.

(f) Approximate costs: The costs of the operation of our means amount to the sum of THREE MILLIONS NEARING AND SEIS MIL NATIONAL AND CUATRO ($ 4,946,944.00).

(g) Source of Funding: Costs are covered with ARGENTINA ARMADA budget funds.

5. Framework

The guiding concept of this exercise is based on the implementation of a hypothetical international mission mandated by the United Nations, characterized by the ongoing handling of crises and pawning rules during the transfer of naval units from both countries under multiple threats to a simulated area of operations. In this context, tactics, doctrine and operational procedures are developed and improved for the use of naval forces and sea operations are coordinated by involving ships of different types and aircraft based on board. The various types of exercises to be carried out, allow ships to train in the participation and conduct of operations against air, submarine and surface threats, communications and electronic warfare, as well as carry out the marine manoeuvres required during the transfer in an environment characterized by adverse hydrometeorological conditions.

Annex IV

BASICA INFORMATION RELATED INTRODUCTION IN THE TERRITORY OF NATIONAL FORCES OUT OF THE NATIONAL FORCES.

1. Type of Activity to Develop:

Combined Bilateral Exercise "VIEKAREN X - 2009".

2. Project origin:

The Chief of the General Staff of the ARMADA ARGENTINA and the Commander-in-Chief of the ARMADA DE CHILE, signed an agreement in Buenos Aires on April 8, 1999 that envisages a combined exercise of Marine Control of Maritime Traffic and Marine Salvation, confined to the Austral Area corresponding to the International Political Limit defined in the Treaty of Peace and Friendship of 1984.

It specified that the exercise should be materialized with naval and aircraft means that both institutions normally present in that area, under the direction of the Commander of the Austral Naval Area of the ARGENTINA ARMADA and the Commander-in-Chief of the Third Naval Zone of the CHILE ARMADA.

From 2002 onwards the complexity of the exercises was advanced in the development of humanitarian support and peacekeeping exercises, with the participation of Marine Corps.

The first exercise was carried out in 1999.

It is done on an annual basis.

3. Principles of the Objectives of Activity:

Its objective is to preserve, strengthen and develop the links of peace, mutual trust and professional exchange, in accordance with the spirit of the 1984 Peace and Friendship Treaty through the implementation of a combined exercise between the two armed forces. The framework of exercise includes peace-keeping operations, the safeguarding of human life at sea, pollution control and the defence of the marine environment.

4. Activity configuration:

(a) Place of realization: Waters of the CANAL BEAGLE.

(b) Dates of Income/Egress, Duration of Activity: It will take place between the months of September and December 2009, with a duration of CINCO (5) days.

(c) Participating countries:

(d) Deployment of the Troops and Media: The participating units will be integrated into a Binational Force that will operate in the marine space corresponding to the CANAL BEAGLE. At the end of the exercise, the surface naval units of both armed forces will moor, in the Cities of USHUAIA and PUERTO WILLIAMS as an operational visit for logistical purposes and to make the final review of the exercise for the purpose of drawing conclusions and agreeing recommendations for future exercises. If amphibious operations are carried out, they will be carried out by the troops belonging to the country in which they are disembarked, with the presence of observers from the other country.

(e) Immunity: No specific immunities are required for foreign troops entering the country or for national forces leaving the country.

(f) Approximate costs: The costs of the operation of our means amount to the sum of QUINCE MIL TRESCIENTS TREINTA AND DOS ($ 315,332,00).

(g) Source of Funding: Costs are covered with ARGENTINA ARMADA budget funds.

5. Situational framework:

The guiding concept of this exercise is based on the implementation of a hypothetical international mission mandated by the United Nations Organization for Foreign Affairs, characterized by ongoing crisis management and pawning rules during the transfer of a bilateral naval force by restricted waters, under multiple threats to a simulated area of operations. In this context, tactics, doctrine and operational procedures for the use of naval forces are developed and improved.

The various types of exercises to be carried out, allow vessels to train in the participation and conduct of operations against air and surface threats, as well as to carry out a wide variety of marine manoeuvres that are required throughout the exercise, in a particular geographical environment characterized by adverse hydrometeorological conditions.

Annex V

BASICA INFORMATION INTRODUCTION IN THE TERRITORY OF THE NATIONAL

1. Type of Activity to Develop:

Combined training exercise on the Sea "ANFIBIO COMBINADO - 2009".

2. Project origin:

Bilateral amphibian exercise that was agreed upon during the XI Meeting of Major States of the ARGENTINA ARMADA and the BRAZIL MARINA. The first exercise should be carried out in coastal areas of the ARGENTINA REPUBLIC, near the BELGRAN PUERTAIN BASE, beginning on 1 September 2009.

3. Principles of the Objectives of Activity:

The execution of the ANFIBIO COMBINADO exercise with the BRAZIL MARINA, contributes mainly to optimizing the degree of interoperability between the two Armed Forces, through the exchange of information on the command and control systems of the naval means of surface, air and Marines of participating Marine, of doctrines, procedures and the combined training.

4. Activity configuration:

(a) Place of realization: Coastal areas of the ARGENTINA REPUBLIC, near the BASE NAVAL PUERTO BELGRAN.

(b) Dates Income, Duration of Activity: It will take place between September and December 2009 with an approximate duration of SEIS (6) days.

The participating units will take PUERTO BELGRANO, as an operational visit for logistical purposes and to make the final review of the exercise for the purpose of drawing conclusions and agreeing recommendations for future exercises.

(e) Immunity: No specific immunities are required for foreign troops entering the country.

(f) Approximate costs: The operating costs of our media amount to the sum of PESOS A MILLON QUINIENT DIECIOCHO MIL NOVENTS AND DOS ($ 1,518.992.00).

(g) Source of Funding: Costs are covered with ARGENTINA ARMADA budget funds.

5. Situational framework:

The guiding concept of this exercise is based on the implementation of a hypothetical international mission mandated by the United Nations Organization for Foreign Affairs, characterized by ongoing crisis management and pawning rules, during which troop landing practices are carried out through the use of amphibian and helicopter vehicles. In this context, tactics, doctrine and operational procedures are developed and improved for the use of Marine Corps.

Annex VI

BASICA INFORMATION FOR AUTHORIZATION FROM NATIONAL FORCES OUT OF THE NATIONAL TERRITORY.

1. Type of Activity to Develop:

Combined training exercise on the Sea "SAR SUB - 2009" (with BRAZIL MARINE).

2. Project origin:

Bilateral exercise performed for the first time in 2004 as a result of the firm will for integration and interoperability between the Armed Forces of the ARGENTINA REPUBLIC and the BRAZIL FEDERAL REPUBLIC.

3. Principles of the Objectives of Activity:

The implementation of the SAR SUB Combined Exercise with the BRAZIL MARINE contributes to improving the degree of interoperability between the two Armed Forces in Maritime Search and Rescue operations, through the exchange of information on the command and control systems of the naval means of surface and submarines, of procedures, the combined training, and fundamentally takes advantage of the ability of the neighbouring country to provide a submarine rescue vessel.

4. Activity configuration:

(a) Place of realization: International water at the height of the city of RÍO DE JANEIRO.

(b) Dates of Income/Egress, Duration of Activity: It will take place between October and December 2009 with an approximate duration of CINCO (5) days. The opportunity of execution has been agreed immediately after the FRATERNO Operative.

(d) Deployment of the Troops and Media: Once the FRATERNO operation has been completed, the media involved will sail from the port of RÍO DE JANEIRO towards an area near the outskirts of CABO FRIO, an area known and relegated by the BRAZIL MARINE in which it performs this kind of exercise in a controlled and safe environment. The units will then return to the port of RÍO DE JANEIRO for the criticism of the actuated, exchange lessons learned and for logistical purposes.

(e) Immunity: No specific immunities are required for national forces leaving the country.

(f) Approximate costs: The costs of the operation of our means amount to the sum of VEINTE MIL CUATROCIENTS ($ 420.000,00).

(g) Source of Funding: Costs are covered with ARGENTINA ARMADA budget funds.

5. Situational framework:

The guiding concept of this exercise is based on the simulation of an emergency of a submarine in the bottom of the sea, unable to surface. It must be searched, located and assisted by the rest of the participating naval units. In this it is used the ship of rescue of submarines and divers for the evacuation of the personnel of the sinister ship. In this context, tactics, doctrine and operational procedures are developed and improved for the use of naval forces in search and maritime rescue operations.

Annex VII

BASICA INFORMATION REQUERED FOR THE AUTHORIZATION OF INCOME OF EXTRACTING TROPS TO THE TERRITORY OF NATION.

1. Type of Activity to Develop:

Combined Exercise of Training in the Sea "SAR SUB - 2009" (with ARMADA OF THE ORIENTAL REPUBLIC OF URUGUAY).

2. Project origin:

Exercise that was planned to be executed for the first time in 2007. It is the result of the firm will of integration and interoperability between the Armed Forces of the ARGENTINA REPUBLIC and the ORIENTAL REPUBLIC of URUGUAY.

3. Principles of the Objectives of Activity:

The execution of the SAR SUB Combined Exercise with the ARMADA OF THE ORIENTAL REPUBLIC DEL URUGUAY, contributes mainly to optimizing the degree of interoperability between the two armed forces in Search and Salvamento operations, through the exchange of information of the command and control systems of the naval means of surface and submarines, and the use of combined procedures, taking advantage of the capabilities of both countries in terms of means of rescue.

4. Activity configuration:

(a) Place of realization: International water at the height of the city of MAR DEL PLATA.

(b) Tentative Dates of Income/Egress, Duration of Activity: It is expected to take place between the months of November and December 2009 with an approximate duration of CINCO (5) days.

(c) Participating countries:

The exercises will be carried out in international waters. The Uruguayan naval unit will take Port at the MAR DEL PLATA Naval Base, as an operational visit and to carry out the coordinations for the realization of the exercise and the final criticism for the purpose of drawing conclusions and agreeing recommendations for future exercises.

(e) Immunity: No specific immunities are required for foreign troops entering the country.

(f) Approximate cost: The costs of the operation of our means amount to the amount of SCIENTY-US$ 140.000,00.

(g) Source of Funding: Costs are covered with ARGENTINA ARMADA budget funds.

5. Situational framework:

The guiding concept of this exercise is based on the simulation of an emergency of a submarine in the bottom of the sea, unable to surface and is sought, located and supported by the rest of the participating naval units, using for this purpose the rescue ships and buzos personnel for the evacuation of the sinister ship. In this context they develop and improve doctrine and operating procedures for the use of naval forces in search and rescue operations.

Annex VIII

BASICA INFORMATION RELATED INTRODUCTION IN THE TERRITORY OF NATIONAL FORCES OUT OF THE NATIONAL FORCES.

1. Type of Activity to Develop:

Combined Maritime Search and Rescue Exercise "SAREX - 2009".

2. Project origin:

The SAREX bilateral exercise originates in the former so-called JUPITER exercise, which was initiated in 1993 as a panel exercise between the Centers for Maritime and Fluvial Search and Rescue of the ARGENTINA REPUBLIC and the ORIENTAL REPUBLIC of URUGUAY. Subsequently, progress was made towards the effective realization of the Exercise with the participation of naval units of surface and areas of both Armed Forces.

To date SIETE (7) panel exercises and SEIS (6) have been performed with real media deployment.

3. Principles of the Objectives of Activity:

The execution of the SAREX Exercise allows the training of the Search and Rescue Organizations (personal of the participating units and the SAR Coordinating Centres of both countries) while helping to improve the degree of interoperability between the two Armed Forces through the exchange of information on the command and control systems of the participating naval means, of naval doctrines and procedures in general and of maritime and river search and rescue in particular.

4. Activity configuration:

(a) Place of realization: Waters of the PLATE RI.

(b) Dates of Income/Egress, Duration of Activity: It will take place in the month of November/December of 2009, with a duration of CINCO (5) days.

5. Situational framework:

The guiding concept of this exercise is based on the simulated sinking of a merchant ship of a third flag. Upon receiving the aid signal, the procedure of search and rescue of the sea begins.

In this context, tactics, doctrine and operational procedures are developed and improved, as well as coordination of operations between outstanding units.

During the exercises, the supply of ships and the Marine and Fluvial Search and Rescue Centres are trained in the coordination and conduct of these types of operations, and in a variety of marine maneuvers that are required, developed in a particular geographical framework.

BASICA INFORMATION REQUERED FOR THE AUTHORIZATION OF INTRODUCTION OF EXTRACTING TROPS IN THE TERRITORY OF NATION.

1. Type of Activity to Develop:

Combined Multilateral Training Exercise on the Sea "UNITAS LI - FASE ATLÁNTICO - 2010".

2. Project origin:

Exercise started in 1960, originally between the ARMADA of the United States of America and the Armed Forces of all countries of SOUTH AMERICA, bilaterally with each of them, with the purpose of providing the participants with the opportunity to conduct combined naval operations, to integrate the operational capacities of their naval, air and marine infantry forces, to optimize the enlistment of the participating material and human means, to promote military cooperation,

Since 1999, the exercises carried out separately with our country were unified, with the FEDERAL REPUBLIC OF BRAZIL and with the ORIENTAL REPUBLIC OF URUGUAY, in a single phase called "ATLÁNTICA", rotative and that during 2010 will be carried out in the ARGENTINA REPUBLIC.

Other regional and extra-continental armed forces are also invited to participate with vessels, aircraft or observer officers.

3. Principles of the Objectives of Activity:

The implementation of the Combined Exercise UNITAS FASE ATLÁNTICO contributes to increasing the level of interoperability with the Armed Forces of the participating countries.

This is achieved through the exchange of information on the command and control systems of the naval means of surface, submarines and participating aerials, of doctrines and procedures and the combined training in the conduct of Multinational Forces at sea. The special feature of the media used by the US ARMADA OF AMERICA is its advanced technology, which allows us to appreciate and evaluate new technical capacities, as well as to increase the level of training and interoperability.

The conduct of such exercises, which are part of international military cooperation, serves to strengthen mutual trust and integration with the continent ' s armed forces, in particular with regional ones and to maintain an adequate level of training to increase naval capacities, interoperability and mutual trust between the Armed Forces.

In this context, tactics, doctrine and operational procedures are developed and improved for the use of naval forces and operations at sea are coordinated by involving a considerable number of ships of different types and aircraft based on land and on board.

The various types of exercises to be carried out, allow the supply of ships to train in the participation and conduct of operations against air, surface and submarine threats, re-provisioning in the sea and communications and electronic war, as well as to carry out a wide variety of marine maneuvers that are required throughout the exercise.

BASICA INFORMATION REQUERED FOR THE AUTHORIZATION OF INTRODUCTION AND EXTRACTING TROPS IN THE TERRITORY OF NATION.

1. Type of Activity to Develop:

Combined Multilateral Training Exercise on the Sea "ATLASUR VIII - 2010".

2. Project origin:

This exercise is part of the agreement signed with the Government of the SUDAFRICA REPUBLIC on "Cooperation in Time of Peace among Their Respective Armed" which was ratified by Law No. 25.142.

The Exercise began between our country and the SOUTH AFRICA REPUBLIC in 1993, bilaterally and frequently biennially, alternating the host country. From its second edition, in 1995, units of the BRAZIL MARINA and the ARMADA of the ORIENTAL REPUBLIC of URUGUAY, and naval observers of the PARAGUAYA ARMADA, participated at the invitation. From the third edition the first two were incorporated as organizers of the aforementioned exercise.

3. Principles of the Objectives of Activity:

The implementation of the Combined Exercise ATLASUR, contributes primarily to optimizing the degree of interoperability among the participating Armed Forces, through the exchange of information on the command and control systems of the participating naval means, submarines and aerials, of doctrines and procedures, and the combined training.

By carrying out such exercises, framed by international military cooperation, we help to strengthen mutual trust and integration with friendly Armed Forces that share interests in the South Atlantic Ocean.

1. Type of Activity to Develop:

Combined exercise "INALAF V - 2010".

2. Project origin:

This exercise was previously called the I.M. OPERATIONAL PASANTIA, and arose from an invitation from the ARMADA DE CHILE REPUBLIC held in the framework of the XVIIth and XVIIIth Meeting of Major States between the ARGENTINA ARMADA and the ARMADA DE CHILE as a reciprocity for Chilean participation as part of the Argentine contingent acting in the REPUBLIC OF CHIPRE.

During the year 2006 this exercise was carried out in coastal areas of the CHILE REPUBLIC, with the participation of a fraction of the Marine Corps of Argentina, from there in alternative form the exercise is being developed in an uninterrupted way corresponding in 2010 to be carried out in coastal areas of the CHILE REPUBLIC.

3. Principles of the Objectives of Activity:

The realization of this exercise helps to optimize the degree of interoperability between the two armed forces, through the exchange of doctrines and procedures, and the training combined with naval means of surface, air and marine infantry that participate in the planned activities.

4. Activity configuration:

(a) Place of realization: In coastal areas of the CHILE REPUBLIC.

In this context, tactics, doctrine and operational procedures are developed and improved for the use of Marine Corps.

It is a driving exercise at the level of Battalions/Marine Infantry Forces with practices in the field, to train cadres, sub-officials and officers in techniques, tactics and operating procedures for the use of Marine Forces.

BASICA INFORMATION RELATED TO THE AUTHORIZATION OF INCOME OF EXTRACTING TROPS TO THE TERRITORY OF NATIONAL FORCES OUT OF THE NATIONAL FORCES.

Exercise "INTERCAMBIO SUR - 2010".

2. Project origin:

During the Second South Cone Defense Conference held in MONTEVIDEO - ORIENTAL REPUBLIC OF URUGUAY, from 8 to 10 May 2006, a proposal was received from the United States of AMERICA to carry out further exercises combined with the Marine Corps of the Southern Cone, as possible replacement of the UNITAS Fase Anfibia Operative.

Exercise to be carried out between the Armed Forces of the ARGENTINA REPUBLIC, CHILE REPUBLIC, FEDERAL REPUBLIC OF BRAZIL and the United States of AMERICA, incorporating in the medium term the Armed Forces of the REPUBLIC OF THE PERU and of the ORIENTAL REPUBLIC of the URUGUAY, with the purpose of providing the participants with the

All of these operations promote training on the conduct of a Joint Staff and include special activities such as Seminars in International Law of Armed Conflicts (DICA) and Rules of Engagement (ROE).

Combined Sea Control Exercise "PANAMAX - 2010".

2. Project origin:

This exercise began in 2003 with the participation of the ARMADAs of the United States of AMERICA, of the CHILE REPUBLIC, and the NATIONAL MARITIMO SERVICE of the PANAMA REPUBLIC with the main objective of "Exerciting a Multinational Force in the Planning and Implementation of the Canal de Surveillance and Interdicción in order to ensure the Control of Panama and the Maritime".

In 2004, a special invitation was received for the ARMADA ARGENTINA in conjunction with other members of the Latin American Armed Forces to participate in the Multinational Force.

This exercise is of great interest to naval interoperability among the countries of the region, which is why it maintains its validity.

It has participated in the years 2007, 2008 and is expected to participate in 2009.

3. Principles of the Objectives of Activity:

The implementation of the PANAMAX Combined Exercise contributes to increasing the level of interoperability among the Armed participants in the planning and execution of Surveillance and Interdiction Operations of a bioceanic step, such as the PANAMA CANAL, through the exchange of information on the command and control systems of the naval means of surface and air, of doctrines and procedures, and the combined training in the conduct of forces at sea.

This exercise, framed by international military cooperation, serves to strengthen mutual trust and integration with the Armed Forces of the continent, and to maintain an adequate level of training to integrate a Multinational Force.

The realization of these specific operations is of great interest as it allows us to accumulate important experience in view of the responsibility of our country to control important interoceic passages in the south of the continent.

Combined Aircraft Training Exercise at Sea "GRINGO GAUCHO".

2. Project origin:

It's a bilateral opportunity exercise. It develops when a carrier of the ARMADA of the United States of AMERICA performs a navigation near the Argentine coast. In general these transits happen when one of these units must change its apostolate from one coast to the other of the United States of AMERICA. In that change, they must make the route through the southern end of the American continent since by its dimensions the carriers have restricted the passage by the CANAL DE PANAMA. On certain occasions the carrier was accompanied by an escort ship, frigate or destroyer.

In the past, similar exercises have been carried out on the following opportunities:

1991: Passage of the aircraft carrier USS "KITTY HAWK"

1993: Passage of the aircraft carrier USS "CONSTELLATION"

3. Principles of the Objectives of Activity:

The ARMADA ARGENTINA has for years had the capacity of naval aviation boarded with fixed wing. The lack of own carriers makes it difficult to maintain an acceptable level of that capacity, for which a possibility is to exercise with naval units of that type of other Armed Forces.

The passage of a carrier of the US AMERICA ARMED in front of our shores is an unbeatable opportunity to train in a capacity of great importance for our Navy.

On the other hand, a combined operation, of high complexity, involving different components of the naval power of different countries, implies an excellent test to ponder our degree of interoperability, the level of mutual trust and professional respect.

The Exercise, as a whole, allows the development and improvement of tactics and operating procedures for the use of naval forces and the coordination of operations at sea.

In particular, interoperability is strengthened in one of the most complex operations in the naval scenario that is the integrated activity of ships and aircraft working in a coordinated manner.

The aircraft of their own, both fixed and rotating wing, will have the opportunity to train in operations on the deck of a aircraft carrier, interact with other aircraft operating from the same platform, coordinate actions and observe the teamwork of a unit that undoubtedly constitutes a gravitating tool of a naval force.

The own surface units will carry out escort tasks and will be trained in air control tasks, rescue stations and other specific tactical activities of a naval force operating around a carrier.

It is important to note that a naval force of a coalition of countries, under the mandate of an International Organization, could eventually be configured around a carrier. The training of own naval units, in tasks coordinated with that platform, generates a qualitative difference of importance in measuring our capacities.

Also, a surface unit will accompany the aircraft carrier of the ARMADA of the United States of AMERICA in its transit through waters near our shores.

Annex XV

BASICA INFORMATION FOR THE AUTHORIZATION OF INTRODUCTION OF EXTRACTING TROPS IN THE TERRITORY OF NATIONAL NATIONAL FORCES

1. Type of Activity to Develop:

Combined exercise of Conventional Operations, with troops on the ground, "INTEGRATION".

2. Project origin:

Exercise with the armies of the member countries of MERCOSUR and others of the region, as a result of the strong will for integration and interoperability among the armies.

3. Principles of the Objectives of Activity:

(a) Strategic:

Sharpen bonds of union, cooperation and trust between armies and help regional integration among sister nations. In addition, this activity allows the preservation, strengthening and development of the links of peace, and of professional exchange between the armies.

(b) Combined Training:

To respond to demands of a technical - operational nature, those that form part of the annual training carried out by the EJERCITO ARGENTINO in the framework of the concept of the Interoperative Armed Forces.

Its purpose will be to achieve and consolidate a combined command planning process (common method that is compatible with the participating armies) that will allow for the implementation of future actions to be carried out by these armies in contingency situations.

4. Activity configuration:

(a) Place of realization: ARGENTINA REPUBLIC.

(b) Tentative Dates of Income/Egress, Duration of Activity: Between September and November 2009. Duration of activity: SIETE (7) days.

Type: Combat elements, combat support and organic combat support services of a Monte Brigade and Special Operations Forces troops to operate in Monte.

Equipment and armament: The individual equipment and armament of each participating army will be used and that corresponding to each participating combat vehicle.

(d) Deployment of the Troops and Media: The participating elements of each neighboring army will enter from their country by land/motor mode. The rest will do so by air, through EZEIZA International Airport.

(e) Immunity required for foreign troops entering: It was not requested.

(f) Approximate cost: Scheduled and budgeted by the Force, PESOS QUINIENTS TREINTA AND CUATRO MIL TREINTA AND CINCO ($ 534.435,00).

(g) Funding Sources: With the budget allocated to the ARGENTINO EJERCITO, combined training sub-function, budget program developed by the Earth Operations Command (Department for Development Operations / Combined Exercises Division).

5. Situational framework:

In the Exercise, a hypothetical situation arises, in which the armies of participating countries forming a Multinational Force, organize a Monte/Selva Brigade and elements of Special Operations Forces able to operate on the missionary mountain in the framework of a wear operation.

The purpose pursued with its execution is to verify in the field, with complete fractions, with movement of combat vehicles and in the conditions closest to reality, the feasibility of the plans made in the planning stage.

This exercise has an operational character, it will be developed by organic fractions with its armament, individual equipment and its vehicles, as well as troops of Special Operations Forces able to operate on the mountain.

Its development begins as a result of a hypothetical situation in which a figurative country invades the territory of one of the member countries of the alliance, thus forming a Monte Brigade composed of a Combined General Staff and its dependent command elements, more elements of Special Operations Forces that will operate on the ground on the missionary mountain.

Annex XVI

BASICA INFORMATION RELATED INTRODUCTION IN THE TERRITORY OF NATIONAL FORCES OUT OF THE

1. Type of activity to develop:

Combined Exercise of Conventional Operations (Aerotransportated), with troops on the ground, "SACI".

(a) Eighth Bilateral Conference of Major States among the EJERCITES OF THE FEDERAL REPUBLIC OF BRAZIL AND THE ARGENTIN REPUBLIC Year 2008.

(b) This exercise was developed between the two armies during the years 2000, 2001, 2003, 2004, 2005, 2006, 2007 and 2008.

3. Principles of the Objectives of Activity:

(a) Strategic:

To strengthen ties of union, cooperation and trust between the two armies and contribute to regional integration among sister nations.

(b) Combined Training:

To respond to demands of an operational nature, those that form part of the annual training carried out by EJERCITO ARGENTINO in the framework of the concept of Interoperative Armed Forces.

To employ a common doctrine or at least there are terminological or technical execution differences, which are known by both armies, so that they can be rapidly and efficiently integrated, in the event of the need for the combined use of such troops in contingencies or within the framework of operations carried out by the United Nations Organization.

4. Activity configuration:

(a) Place of realization: RIO DE JANEIRO - FEDERAL REPUBLIC OF BRAZIL.

(b) Dates of Income/Egress: Between September and December 2009. Duration of activity: CINCO (5) days.

(c) Participating countries:

▪ FEDERAL REPUBLIC OF BRAZIL

▪ ARGENTINA REPUBLIC

Participants: UNA (1) Reinforced Parachute Section of the ARGENTINO EJERCITO, composed of Officers, Officers and Soldiers.

Amount: Up to BUSINESS and CINCO (45) men.

Type: They are troops with speciality of military paratrooper who serve in ARGENTINE EJERCITO Units with aptitude for the development of airborne operations.

Team: The members of the Section will carry their individual combat team, being the campaign team, the launch team for airborne operations, parachute, harnesses, daggers and various materials of arsenals, mayorship and health, provided by the EJERCITO OF THE FEDERAL REPUBLIC OF BRAZIL.

Armament: The patrol does not carry individual weapons, it will be provided by the EJERIC OF THE FEDERAL REPUBLIC OF BRAZIL.

(d) Deployment: The staff will travel by air from the City of CORDOBA - ARGENTINA REPUBLIC to the City of RIO DE JANEIRO - FEDERAL REPUBLIC DEL BRAZIL, area of execution of the Exercise and vice versa.

A Combined Air Transport will be executed, as follows:

For the beginning of the exercise, a transport aircraft, organic of the ARGENTIN EJERCITO AVIATION MAN, will transfer from our country the Parachute Section that will participate in the Combined Exercise "SACI", returning to the country with a Brazilian Parachute Section that will participate in the Combined Exercise "DUENDE" in the ARGENTINA REPUBLIC.

After the Exercises, an aircraft from the BRAZILIAN AEREA FORCE will move from the city of RIO DE JANEIRO - FEDERAL REPUBLIC From BRAZIL to the Argentine paratroopers to the country, returning with their own troops who participated in the Combined "DUENDE" Exercise at the ARGENTINA REPUBLIC.

(e) Immunity to be granted by the BRAZIL FEDERAL REPUBLIC for national forces entering: It is not required.

(f) Approximate cost: programmed and budgeted by the Force, are CINCUENTAL AND SEIS MIL SESENT ATROCIENTS AND ACCOUNT WITH CENTAVOS ($ 156,464.80).

(g) Sources of Funding: With the budget allocated to the ARGENTINO EJERCITO, combined training sub-function, budget program developed by the Earth Operations Command (Department of Operations for Development/Division Combined Exercises).

5. Situational framework:

It is an operational activity, consisting of an airborne operation, which will be carried out by the Parachute Brigade of the FEDERAL REPUBLIC OF BRAZIL, in which the Reinforced Parachute Section of the ARGENTINE EJERCITO is integrated.

The Exercise includes planning activities, the apprehension of parachute troops, the assault on an objective, the conquest and formation of the airhead, ending with a connection operation through the use of organic land media of the FEDERAL REPUBLIC OF BRAZIL.

Airborne troops are especially suited to execute operations behind the first line of enemy forces, in the depth of their device, taking advantage of their special ability to overcome major obstacles and quickly cover large distances.

However, these forces present a limited capacity of permanence or resistance, so the time factor is critical.

The connection is the operation that is being carried out to achieve the gathering of forces in an enemy-control field, in order to recover or relieve a force that allows to be employed elsewhere or to strengthen or support it for its permanence in that objective.

During the Exercise, a day-to-day, mass, complete equipment will be launched from aircraft belonging to the AEREA FORCE OF THE FEDERAL REPUBLIC Hércules C - 130 and Bandeirante C - 95.

Annex XVII

BASICA INFORMATION RELATED INTRODUCTION IN THE TERRITORY OF NATIONAL FORCES OUT OF THE

1. Type of Activity to Develop:

Combined Exercise of Conventional Operations (Aerotransportated), with troops on the ground, "DUENDE".

Type: They are troops with speciality of military parachute of units of the EJERCITO of the FEDERAL REPUBLIC BRAZIL with aptitude for the development of airborne operations.

Teams: The patrol that belongs to the EJERIC OF THE FEDERAL REPUBLIC BRAZIL enters the country without equipment. This will be provided by EJERCITO ARGENTINO and will include: individual campaign equipment, launch equipment for airborne operations - parachutes, harnesses, daggers, various effects of arsenals, mayorship and health.

Armament: Section enters without armament.

(d) Deployment: A Combined Air Transport will be executed, as follows:

For the beginning of the exercise, a transport aircraft, organic of the ARGENTIN EJERCITO AVIATION COMMUNITY, will move from the FEDERAL REPUBLIC OF BRAZIL to the Brazilian Parachute Section that will participate in the Combined "DUENDE" Exercise, having previously transported the Argentine Parachute Section that will participate in the Combined "SACIUM" Exercise in the Ciudad de RENE.

After the Exercises, an aircraft from the BRAZILIAN AEREA FORCE will move from the city of RIO DE JANEIRO - FEDERAL REPUBLIC From BRAZIL to the Argentine paratroopers to the country, returning with their own troops, who participated in the Combined Exercise "DUENDE", in the ARGENTINA REPUBLIC.

(e) Immunity required for troops of the BRAZIL FEDERAL REPUBLIC entering: It was not requested.

(f) Approximate cost: Programmed and budgeted by the Force are SETENTA PESOS and TRES MIL VEINTE ($ 73,020.00).

(g) Sources of Funding: With the budget allocated to the ARGENTINO EJERCITO, combined training sub-function, budget program developed by the Earth Operations Command (Department of Operations for Development/Division Combined Exercises).

5. Situational framework:

It will consist of an airborne troop operation, carried out by the IV Parachute Brigade of the ARGENTINE EJERCITO, which will integrate the Parachute Section of the SAFETY REPUBLIC. The Exercise includes the planning of the operation, the apprehension of the forces, the air movement, its launch, the assault on an objective, the conquest of it and the formation of the airhead.

During the Combined Exercise, a day-to-day, mass launch will be carried out with full equipment from Hércules C-130 and FIAT G 222.

This is an operational activity, with the participation of fractions with troops, which will be carried out respecting all existing safety standards and measures, but under conditions as close to the complexity, and the risk of this type of operation.

Annex XVIII

BASICA INFORMATION RELATED INTRODUCTION IN THE TERRITORY OF NATIONAL FORCES OUT OF THE

1. Type of Activity to Develop:

Combined Exercise of Peacekeeping Operations, with field tables, "AURORA AUSTRAL III".

2. Project origin:

(a) Eighth Bilateral Meeting of Staff between the EJERCITES of the CHILE REPUBLIC and the ARGENTINA REPUBLIC in 2008.

(b) This exercise was developed between the two armies during the years 2007 and 2008.

3. Principles of the Objectives of Activity:

(a) Strategic:

Increase the ties of union, cooperation and trust between the two armies in compliance with agreements established by the respective Ministry of Defence.

Consolidate the joint work, seeking mechanisms to expedite the integration of the two Forces within the framework of the respective government decisions, in such a way as to allow the use of the Combined Joint Peace Force "SURC" by the United Nations Organization for Human Rights.

(b) Combined training:

To respond to demands of an operational nature, those that form part of the annual training carried out by EJERCITO ARGENTINO in the framework of the concept of Interoperative Armed Forces.

Execute practically on the ground, with full fractions (Boards of both Armies, troupe . of the EJERCITO of the REPUBLIC OF CHILE. and with the material of organic strength), the procedures developed during the previous version of this exercise, executed in the ARGENTINA REPUBLIC.

4. Activity configuration:

(a) Place of realization: CHILE REPUBLIC.

(b) Tentative Dates of Income/Egress, Duration of Activity: Between September and December 2009. Duration of activity: CINCO (5) days.

(c) Participating countries:

▪ CHILE REPUBLIC

▪ ARGENTINA REPUBLIC

Participants: Staff member of a Combined General Staff (Overland Task Force) (A General Staff is an element of specialist members in various subjects, which in this case is Combined, that is, made up of members of both countries and whose role is to advise and assist the Chief in the planning of operations and in the control of forces) and subordinate operating elements.

These subordinate operating elements will be made up of combined elements, that is to say that fractions belonging to the EJERCITO of the CHILE REPUBLIC and the ARGENTINO EJERCITO integrate the Chilean Binational Unity - Argentina (Combined Joint Task Force "Southern Cross"), which will act at the request of the United Nations.

Approximate amount: VEINTICINCO (25) per Army.

Type: Officers, Officers and Soldiers.

Equipment and armament: The individual equipment of each fraction and the motorized means of each will be used.

The participating fractions of the two armies will only use the individual weaponry of each organization framed in the implementation of a Peace Mission under the mandate of the United Nations Organization.

This measure is contributing to give realism to an exercise that will be developed by fractions on the ground.

During the implementation of the Exercise, ammunition or explosives will not be used or carried.

(d) Deploy: The participating staff will travel by air/terrestrial mode from their peace seats, to the Exercise area, returning then in the same way.

(e) Immunity to be granted by the CHILE REPUBLIC for the national forces entering: It is not required.

(f) Approximate cost: Scheduled and budgeted by the Force, are SENENTAL AND THREE MIL AND NONVATE CINKS AND SEIS ($ 163,095,56).

(g) Sources of Funding: With the budget allocated to the ARGENTINO EJERCITO, combined training sub-function, budget program developed by the Earth Operations Command (Department of Operations for Development/Division Combined Exercises).

5. Situational framework:

It is an exercise in the field, with the participation of fractions from both countries, which make up the Combined Joint Peace Force "South Cross".

Its development corresponds to a hypothetical situation of Peacekeeping Operations within the framework of the United Nations Organization.

Annex XIX

BASICA INFORMATION REQUERED FOR THE AUTHORIZATION OF INCOME OF EXTRACTING TROPS TO THE TERRITORY OF THE NATIONAL

1. Type of Activity to Develop:

Combined Specific Exercise of Planning and Execution of Air Search and Rescue Operations (SAR) called "ANDES 09".

2. Project origin:

Invitation by the Commander-in-Chief of the AEREA FORCE of the CHILE REPUBLIC to the Chief of the General Staff of the ARGENTINA AEREA FORCE, and ratified by Act of Agreements of the Round of Conversations between the Major States of the ARGENTINA FORCE and the AEREA FORCE of the CHILE REPUBLIC.

3. Principles of the Objectives of Activity:

(a) Politicians: Strengthen Mutual Confidence and Security Measures and enhance cooperation between the Air Forces of both countries.

(b) Strategic: To exchange experiences in order to acquire an appropriate level of interoperability between the participating Air Forces and to capitalize on a bilateral basis, those obtained in specific combined exercises carried out previously.

(c) Operational: To act in an integrated manner to strengthen the capacity to operate in a combined manner, in support of the neighbouring country against an air accident in the border area, through the planning and execution of Air Operations Search and Rescue.

(d) Combined Training: Train the staff using standardized common procedures to achieve interoperability among the participating Air Forces, in such a way as to be in a position to plan, conduct and execute combined Search and Rescue air operations at the time required.

(e) Combined operations: Increase the capacity to plan, conduct and operate in an integrated manner, by filling the responsibilities that are inherent to the participating Air Forces.

4. Activity configuration:

(a) Place of realization: The exercise will take place in the City of BARILOCHE, Province of RIO NEGRO, REPUBLIC ARGENTINA.

(b) Tentative Dates of Income/Egress, Duration of Activity: During the last week of October 2009, for a maximum extension of CINCO (5) days.

(c) Participating countries:

▪ ARGENTINA REPUBLIC

▪ CHILE REPUBLIC

Participants: Quantity, Types, Equipment and Arms.

The ARGENTINA AEREA FORCE will participate in this exercise with UNA (1) KC-130 / UN (1) B-212 / UNA (1) F-27 type aircraft and up to a maximum of SESENTA (60) participants.

One (1) Transport aircraft, with up to VEINTICINCO (25) FAA personnel, will deploy the CHILE REPUBLIC at the beginning or at the end of the Exercise to the initial or final meeting.

The above-mentioned meetings are necessary to coordinate the operations and security measures to be respected during the exercise, as well as to evaluate the results achieved at the end of the exercise.

The AEREA FORCE of the REPUBLIC DE CHILE on the last day of the exercise will deploy to the national territory UN (1) Helicopter who will perform rescue operations of passengers and crew members of the simulated sinister plane.

One (1) Transport aircraft, with up to VEINTICINCO (25) FACH personnel, will deploy the ARGENTINA REPUBLIC, at the beginning or at the end of the Exercise to the initial or final meeting.

All the material deployed will operate without weapons.

(d) Immunity required for foreign troops entering, and/or immunity to be granted by other States for the national forces to egress: No specific immunities have been required for the Foreign Troops entering the country, or for the National Forces departing from it.

(e) Approximate cost: The operating costs of our means amount to the amount of SCIENTY SEIS MIL SETECIENTS AND THREE ($ 106,743.00).

(f) Funding sources: Costs are covered with budget funds from AEREA ARGENTINA.

5. Situational framework:

Simulation of an air accident in the mountain range zone, which according to the responsibilities of both Air Force, generates the formation of a Search and Rescue Center to coordinate the execution of air operations, in order to locate and rescue the personnel and material involved in the alleged accident.

Annex XX

BASICA INFORMATION FOR THE AUTHORIZATION OF NATIONAL FORCES OUT OF THE TERRITORY OF NATIONAL FORCES

1. Type of Activity to Develop:

Combined Specific Air Force Exercise "SALITRE 2009".

2. Project origin:

Invitation by the Commander-in-Chief of the AEREA FORCE of the CHILE REPUBLIC to the Chief of Staff of the AEREA ARGENTINA FORCE, dated 22 May 2008.

3. Principles of the Objectives of Activity:

(a) Politicians: Strengthen the bonds of friendship between the nations of the Continent and Measures for the Promotion of Mutual Trust.

(b) Strategic: To deepen the experiences of the Air Force participating in Combined Operations.

(c) Training: Training in the planning, conduct and implementation of combined joint operations by deploying, incorporating a coalition and redeployment of combat elements from a foreign country.

(d) Combined Training of:

▪ Major States: in planning and driving combined operations.

▪ The crews: in procedures for the execution of combined air operations and flight in large formations, in very complex environments.

(e) Combined operations: Increase interoperability and experience in the Planning, Driving and Execution of Combined Air Operations.

4. Activity configuration:

(d) Immunity: No specific immunities have been required for national forces leaving the country.

(e) Approximate cost: The operating costs of our means amount to the sum of THREE MILLONES DOS MIL QUINIENTS ($ 3.202.500,00).

(f) Funding sources: Costs are covered with budget funds from AEREA ARGENTINA.

Simulation of a conflict that generates the execution of air operations in a coalition, under a unified mandate of the United Nations Organization for Foreign Affairs.

1. Type of Activity to Develop:

Combined Air Force Specific Exercise "TANQUE 2009".

2. Project origin:

Invitation by the Commander-in-Chief of the URUGUAYA AEREA FORCE to the Chief of the General Staff of the ARGENTINA AEREA, and by Act of Agreements of the III Coordination Meeting between the Major States of the AEREA ARGENTINA FORCE and the URUGUAYA AEREA FORCE, signed on 22 August 2008, in the Ciudad de Montevideo, REPÚBLAL

3. Principles of the Objectives of Activity:

(a) Politicians: Strengthen Mutual Confidence and Security Measures and enhance cooperation between the Air Forces of both countries.

(b) Strategic: To exchange experiences in order to maintain an appropriate level of interoperability I entered the participating Air Forces, with the objective of participating in more complex combined specific exercises.

(c) Operative: Increase the operation between the AEREA ARGENTINA FORCE and the URUGUAYA AEREA FORCE for the execution of combined air operations, in which it relates to the refueling of fuel, allowing its full operational employment, where necessary, at the international level.

(d) Combined Training: Train using standardized common procedures to maintain an appropriate level of interoperability between the two Air Force, in such a way as to be able to carry out combined specific operations.

(e) Combined operations: Increase the capacity to support the operation of air assets determined by the National State.

(a) Place of realization: ORIENTAL REPUBLIC OF URUGUAY.

Real range of operational deployment to the territory of the ORIENTAL REPUBLIC OF URUGUAY, for the purpose of carrying out a specific air exercise to train the participating air crews of the AEREA ARGENTINA FORCE and the URUGUAYA AEREA FORCE, in procedures for air refueling of fuel under unified operational control.

BASICA INFORMATION RELATED INTRODUCTION IN THE TERRITORY OF NATIONAL FORCES OUT OF THE

1. Type of Activity to Develop:

Combined Specific Air Force Exercise "RIO III 2010".

2. Project origin:

Invitation by the Commander-in-Chief of the URUGUAYA AEREA FORCE to the Chief of the General Staff of the ARGENTINA AEREA, and by Act of Agreements of the III Coordination Meeting between the Major States of the AEREA ARGENTINA FORCE and the URUGUAYA AEREA FORCE, signed on 22 August 2008, in the Ciudad de Montevideo, REPÚBLAL

3. Principles of the Objectives of Activity:

(a) Politicians: Consolidate Mutual Confidence-Building Measures and Friendship Links between Participating Air Forces and verify the objectives of the Agreement between the ARGENTINA REPUBLIC and the ORIENTAL REPUBLIC OF URUGUAY to discourage the trafficking of aircraft engaged in illicit transnational activities.

(b) Strategic: Joint efforts to strengthen control of the respective aerospaces, including information-sharing, specialized technical or operational training and human resource sharing.

(c) Operators: Expedite information transfer procedures among the Aerospace Defense Systems of the participating countries.

(d) Combined Training: Train in a combined manner the personnel planning and implementing the various air operations to achieve interoperability among the participating Air Forces.

(e) Combined operations: Increase the ability to operate in a combined manner, establishing the Bilateral Aerospace Defense Standards (NBDA), intensifying the exchange of information and experiences related to aerospace control in border areas.

4. Activity configuration:

(a) Place of realization: On the border of the ARGENTINA REPUBLIC and the ORIENTAL REPUBLIC OF URUGUAY.

(b) Tentative Dates of Income/Egress, Duration of Activity: First half of August of 2009, for an approximate extension of CINCO (5) days.

(c) Participating countries:

▪ ARGENTINA REPUBLIC

▪ ORIENTAL REPUBLIC OF URUGUAY

Participants: Quantity, Types, Equipment and Arms.

The ARGENTINA AEREA FORCE will participate in this exercise with CUATRO (4) IA-58/DOS type aircraft (2) PA 34 S/ UN (1) PA 28 D and up to a maximum of CIENTO DIEZ (110) participants.

It is expected that until TREINTA (30) of them will leave the URUGUAY ORIENTAL REPUBLIC to exchange crews of interceptor aircraft, operators in the aerospace monitoring and control systems and attend the initial and final meetings scheduled for this exercise, which will be held one in each country, as coordinated by both Forces.

The PA 34 S and PA 28 D aircraft will conduct regular border crossings, with daily landings at the URUGUAY ORIENTAL REPUBLIC, because they will simulate irregular air traffics, necessary to achieve the expected training of the defence systems of both countries.

A similar number of air assets and troops belonging to the FAU will enter our country, where they will perform functions identical to those performed by the Argentinean troops at the ORIENTAL REPUBLIC OF URUGUAY.

The deployment and entry of armaments by both Air Forces in foreign territory is not foreseen.

(d) Immunity: No specific immunities have been required for the Foreign Troops entering the country, or for the National Forces departing from it.

(e) Approximate costs: The operating costs of our means amount to the sum of OCHENT DOSCIENTA AND CINCO MIL ($ 285.000,00).

(f) Funding sources: Costs are covered with budget funds from AEREA ARGENTINA.

5. Situational framework:

Interceptions will be made to simulated Irregular Transits from both countries, and exchange of information (transfer) between the Air Space Control Centers of each country.
