The Senate and Chamber of Deputies of the Argentine Nation assembled in Congress, etc. sanction with force of Law:
ARTICLE 1 Créase, within the Ministry of Health of the Nation, the National Institute of Tropical Medicine, which will have the following functions in relation to tropical diseases:(a) Develop and develop scientific research plans.
(b) Centralize, update and disseminate all available information produced by national, provincial, foreign and international agencies with competence in the field, so that the National Institute itself can produce.
(c) Conduct mass information campaigns on awareness-raising and prevention measures.
(d) Develop plans and actions for the prevention, diagnosis, treatment and control of these diseases.
(e) To act as a reference laboratory for the diagnostic and confirmation techniques of causal agents, being able to count on the collaboration of other competent institutes in the field, in the manner established by the national health authority.
(f) To participate, together with the Ministries of Jurisdictional Health, in the planning, implementation and evaluation of direct intervention actions in situations of outbreaks or epidemics of the relevant pathologies, in the prevention of the spread of these diseases and in the organization of the care of cases that have been detected.
(g) Promote the training of human resources from health institutions and agencies in the region on prevention, control, diagnosis and treatment.
(h) Produce and disseminate appropriate information on their competence to public and private management education centres at all levels.
(i) Exchange information and research, training and control experiences with other official agencies, private institutions and university and tertiary training centres.
(j) Develop all actions inherent in the fulfilment of its object and those entrusted to it by the national health authority.
ARTICLE 2 The Institute established in the previous article will have its settlement in one of the provinces that make up the regions of the North-East and North-West Argentinians, as required by the implementing authority, in accordance with the desirability of its strategic location, and may be constituted in other provinces, where such authority is deemed necessary. Article 3 In order to fulfil the functions specified in Article 1 the National Institute of Tropical Medicine may develop agreements and agreements with national, provincial and municipal public bodies, private organizations, as well as with foreign entities or international agencies. ARTICLE 4 The Ministry of Health of the Nation shall be the enforcement authority of this Act. ARTICLE 5o The national executive branch shall determine the legal figure under which the Institute shall operate, its specific competence and organization by regulating this law. ARTICLE 6 Expenditures required for the performance of the present shall be taken from the provisions established annually by the General Budget of the Nation for the Ministry of Health, which for each period shall calculate the corresponding item in a differentiated manner.For the current period, please advise the Chief of Cabinet of Ministers to undertake the corresponding budgetary restructuring in order to strengthen the provisions of the Ministry of Health.
