The Senate and Chamber of Deputies of the Argentine Nation, meeting in Congress, etc., sanction with force of law:
ARTICLE 1 The Network of Argentinians Researchers and Scientists abroad (RAICES), created within the Ministry of Science, Technology and Productive Innovation or agency that replaces it, will be assumed as a State policy. ARTICLE 2 The RAICES Programme, as a State policy, will have the following main objectives:(a) Develop networks of linkages with Argentine researchers residing abroad, thus increasing the linkage with researchers residing in the country;
(b) Disseminate the scientific and technological activities of the country abroad;
(c) Improve the quality and availability of information about highly trained Argentine researchers and professionals residing abroad;
(d) Integrate Argentine researchers, residents abroad to scientific research, technological development and innovation activities promoted by the national government through the Ministry of Science, Technology and Productive Innovation, the National Agency for Scientific and Technological Promotion, the CONICET www.boletinoficial.gov.ar and the other public bodies for scientific and technological promotion;
(e) Facilitate the return to the country of those highly trained researchers, technologists and professionals who wish to reintegrate and continue their professional activity in national institutions;
(f) To involve the productive sector of the country, foundations and NGOs in the activities of the Programme.
Article 3 The RAICES Program will implement a database referring to scientific researchers, technologists and highly qualified Argentinean professionals residing abroad who aim to reinsert themselves in the Argentine professional environment, in order to facilitate the search for a job insertion. ARTICLE 4 The RAICES Program will implement the dissemination of information that may be of interest to scientists and researchers abroad, as well as the possibilities of collaboration with Argentine institutions. ARTICLE 5o The RAICES Program will promote the formation of networks of researchers in different areas of knowledge, involving Argentine scientists abroad and residents in the country. ARTICLE 6 The RAICES Programme will promote the participation of micro and small enterprises in the activities to be developed, ensuring that the link with residents abroad contributes to their technological development. ARTICLE 7 The RAICES Programme will have an Advisory Commission consisting of up to TEN (10) members, one of whom shall be appointed by the Ministry of Foreign Affairs, International Trade and Worship, through the Directorate-General for Consular Affairs, who shall propose and implement the evolution of this programme, provide further inputs on the proposals for policies and instruments to promote initiatives, projects and activities for the integration of Argentine researchers abroad with our country. The remaining members of the Advisory Commission will be chosen for their career in science, technology and innovation activities and will be appointed by the Minister of Science, Technology and Productive Innovation or Authority of the agency that replaces it. ARTICLE 8 The annual budget to be executed by the Ministry of Science, Technology and Productive Innovation or the agency that replaces it shall contain the necessary items to meet the costs of the RAICES programme in those activities necessary to respond to the objectives set out in this law.
