ARTICLE 1 . Créase UN (1) Federal Court of First Instance with seat in the city of Rafaela, province of Santa Fe, which will operate with DOS (2) Secretariats, UNA (1) with competence in criminal and correctional matters and the other in civil, commercial, labor, tax, social security and administrative content, respectively. ARTICLE 2 The judge created under Article 1 will have territorial competence in the departments of Castellanos, July 9, San Cristóbal, San Martín, and the localities of Pilar, Nuevo Torino, Felicia, Sarmiento, Soutomayor, Humboldt, Santa Clara de Buena Vista, Mariano Saavedra, Sa Pereyra, Santa María Centro, Santa María Norte, Cavour, Rivadavia, Grütly Norte, and Grüs Article 3 Modify the territorial competence of the Federal Courts of the cities of Santa Fe, and Reconquista, of which the departments referred to in Article 2 of this Law shall be excluded. ARTICLE 4 . Créanse UNA (1) Prosecution of First Instance and UNA (1) Official Public Defender, who shall act before the Federal Court of First Instance established by this Law, both with seat in the city of Rafaela, province of Santa Fe. ARTICLE 5o The Federal Courts of the cities of Santa Fe and Reconquista, shall refer to the court established by this law, with the consent of the parties to the trial, the cases in which it is carried out according to the established territorial jurisdiction, with the exception of the criminal cases and those in the stage of the judgment. ARTICLE 6 The Federal Appeals Chamber of Rosario shall exercise the Superintendence and shall be Court of High Court of the Court established in article 1o. ARTICLE 7 Refer to the positions of Judges, Registrars of Courts, Prosecutor of First Instance, Public Defender of Law, and those of officials and employees detailed in Annex I, which is part of this Act. ARTICLE 8 This law shall be implemented once the budgetary provision is made for the attention of the expenditure that its object demands, which shall be charged to the budgets of the Judiciary of the Nation, the Public Prosecutor ' s Office and the Public Ministry of Defence. Article 9 Judges, officials and employees who are appointed to serve in the judicial bodies and the public ministries established shall only take possession of their respective positions, when the above-established financial condition is given.
