ARTICLE 1 Authorize the entry of foreign troops into the national territory and the departure from it of national forces, as appropriate, to participate in the combined exercise programme from 1 September 2006 to 31 August 2007, in accordance with the information detailed in Annexes I, II, III, IV, V, VI, VII, VIII, IX, X, XI, XII, XIII, XIV and XV that form an integral part of this law. FOREIGN TROPS IN THE

TERRITORY OF NATIONAL AND HEALTH

OF NATIONAL FORCES

1. Type of Activity to Develop

Combined Joint Humanitarian Assistance Exercise "SOLIDARITY 2006".

2. Origin of the Project

a. August 1997: Agreement on Cooperation in the Field of Catastrophes between the ARGENTINA REPUBLIC and the CHILE REPUBLIC.

b. December 1999: Act No. 25,240 of the Agreement on Cooperation in the Field of Catastrophes between the ARGENTINA REPUBLIC and the CHILE REPUBLIC. (B.O. Nro 29.323).

c. June 2001: Game/Seminar. Checking the Cooperation System in the Case of Catastrophes between Armed Forces of both countries.

d. August 2001: V Meeting of Interconsultation between the MAYOR STATE OF ARMED FORCES, the MAYOR STATE OF NATIONAL DEFENCE and the High Commands of the Armed Forces of both Republics.

e. October 2004: Exercise "SOLIDARITY 2004", with troops in the area of RIO TURBIO - REPUBLIC ARGENTINA - NATRAL OPPORT - CHILE REPUBLIC.

f. June 2005: IX Meeting of Interconsultation between the MAYOR STATE OF ARMED FORCES, the MAYOR STATE OF NATIONAL DEFENCE and the High Commands of the Armed Forces of both Republics.

3. Principles of the Objectives of Activity:

a. Politicians:

(1) To contribute to strengthening the links between the CHILE REPUBLIC and the ARGENTINA REPUBLIC, through transparency and mutual trust measures.

2) Create a strong link between the two ARMED FORCES that facilitates greater integration of the disaster system.

b. Strategic: Favor the operation of a model of civil-military integration.

c. Operational: Continue to increase the level of training for the planning and execution of each of the participating elements.

d. Combined training:

1) To exchange experiences on the support provided by the ARMED FORCES of both countries in the event of disasters.

(2) Check the benefits and feasibility of the changes introduced during the year 2005 to the Regulation on Cooperation in Cases of Catastrophes, signed between the ARGENTINA REPUBLIC FORCES and the CHILE REPUBLIC, as a result of the experiences gained from the "SOLIDARITY 2004" Exercise.

e. Interoperability: Strengthen and optimize interoperability between the ARGENTINA REPUBLIC FORCES and the CHILE REPUBLIC.

4. Activity configuration:

(a) Place of realization: Zone of PUERTO WILLIAMS REPUBLIC OF CHILE.

(b) Dates of Income/Egress, Duration of Activity: First fortnight of October 2006, with approximate duration of CINCO (5) days.

(d) Deployment of the Troops and Media: The means to pawn will be deployed, from their peace seats to the area of operations (PUERTO WILLIAMS - ISLA NAVARINO - REPUBLIC OF CHILE), by sea and air mode.

Once concentrated, the media themselves and those affected by the Chilean side will proceed to carry out the planning and subsequent provision of support, through the use of land, air and sea media.

After the support is completed, they will be relegated to their respective peace seats, using the same means used for deployment.

(e) Immunity: No specific immunities have been required for National Forces departing from the country, or for Foreign Troops entering the country.

(f) Costs: The operating costs of our means amount to the sum of SESENT SOURCES AND SEIS MIL TRESCIENTS NOVENTA AND TOS WITH SETENTA AND CINCO /100 ($ 466,392,75)

(g) Financing: The costs are covered by budget funds of the MAJOR STATE CONJECT OF ARMED FORCES.

5. Framework

In view of the activation of the Agreement on Cooperation in the Field of Catastrophes between the ARGENTINA REPUBLIC and the CHILE REPUBLIC, on the part of the latter, the result of a fact of natural origin that occurred in PUERTO WILLIAMS - CHILE REPUBLIC, the ARGENTINA REPUBLIC resolves to use media support from the ARMED FORCES, under the control of the Atlantic Strategic Area Command, adding to the location affected by the Andean Military Region Command of the CHILE REPUBLIC.

Also, means of the CHILENA ARMED FORCES will be displaced to PUERTO WILLIAMS by sea, by air and land, from different Peace Guarniciones, using for some of them the city of USHUAIA as a concentration zone. Such troops who would enter the Argentine territory would not exceed the number of CUATROCIENTS (400) men.

1. Type of Activity to Develop

Combined Bilateral Exercise "VIEKAREN VIII - 2006".

2. Origin of the Project

The first exercise of the series was carried out in 1999, responding to an Act of Agreement between the Chief of the General MAYOR STATE of the ARGENTINA ARMADA and the Commander-in-Chief of the CHILE REPUBLIC ARMADA.

The last execution took place during 2005 in the maritime and land areas close to the CANAL DE BEAGLE.

3. Principles of the Objectives of Activity:

The execution of the Combined Exercise VIEKAREN aims to preserve, strengthen and develop the bonds of peace, mutual trust and professional exchange, in accordance with the spirit of the "PEACE STRATEGY AND AMISTED ENTRE THE ARGENTINA REPUBLIC AND THE CHILE REPUBLIC OF 1985".

Training in peace-keeping operations, providing safety to navigation, safeguarding human life at sea and contributing to pollution control and the defence of the marine environment.

4. Activity configuration:

(a) Place of realization: It will take place in waters of the BEAGLE CANAL.

(b) Dates of Income/Egress, Duration of Activity: It will take place in the first fortnight of September 2006, with a duration of CUATRO (4) days.

(c) Participating countries:

(d) Deployment of the Troops and Media: The discharge exercises that are carried out will be carried out by the troops belonging to the country in which they are disembarked, with the possible presence of observers from the other country. The surface naval units of both countries that are headed and tied to the dock in the cities of USHUAIA and PUERTO WILLIAMS at the end of the exercise, will do so as an operational visit for logistical purposes and to make the final review of the exercise for the purpose of drawing conclusions and agreeing recommendations for future exercises.

(e) Immunity: No specific immunities have been required for National Forces departing from the country, or for Foreign Troops entering the country.

(f) Costs: The costs of the operation of our media amount to the sum of SCIENTY PESOS and OCHO MIL SCIENTA AND CUATRO ($148,184.00).

(g) Funding: The costs are covered with ARGENTINA ARMADA budget funds.

5. Framework

The guiding concept of this exercise is based on the fulfilment of a hypothetical peace mission established by the United Nations Organization for Foreign Affairs, characterized by ongoing crisis management and pawning rules during the transfer of a bilateral naval force by restricted waters, under multiple threats to a simulated area of operations. In this context, tactics, doctrine and operational procedures for the use of naval forces are developed and improved and operations are coordinated at sea.

The various types of exercises to be carried out, allow ships to train themselves in the participation and conduct of defensive operations and offensives against air and surface threats, as well as to carry out a wide variety of marine manoeuvres that are required throughout the exercise, in an environment characterized by adverse hydrometeorological conditions and in a particular geographical framework.

OF NATIONAL AND SALE OF FORCES

NATIONALS OUT OF THE

1. Type of Activity to Develop

Combined training in the sea "INTEGRATION 2006".

2. Origin of the Project

The first of these bilateral exercises was carried out in the PACIFIC OCEANO in 1998, as a result of the firm commitment to integration and interoperability between the Armed Forces of the ARGENTINA REPUBLIC and the CHILE REPUBLIC.

During the year 2000, the second edition was held in Argentine waters, in front of the Buenos Aires coast, with a greater number of media from both countries.

Over the years, a significant degree of approach has been achieved between the two Armed Forces, which allowed the complexity of the combined exercises to be increased.

3. Principles of the Objectives of Activity:

The implementation of the Combined INTEGRATION Exercise helps to optimize the degree of interoperability with the CHILENA ARMADA, through the exchange of information on the command and control systems of the naval means of participating surfaces and aerials, and naval doctrines and procedures in general. It also allows to preserve, strengthen and develop the links of peace, mutual trust and professional exchange between the two Armed Forces.

4. Activity configuration:

(a) Place of realization: In international waters of the PACIFIC OCEANO off the coast of the CHILE REPUBLIC.

(b) Dates of Income/Egress, Duration of Activity: During the months of September/October 2006 with approximate duration of CINCO (5) days.

(c) Participating countries:

Participants: Quantity, Types, Equipment and Arms

Media Propios:

(d) Deployment of the Troops and Media: The exercises will be carried out in international waters, in accordance with the criteria set out in the United Nations Convention on the Law of the Sea. The participating naval units will take port in the city of USHUAIA as a logistic visit and to make the final review of the exercise for the purpose of drawing conclusions and agreeing recommendations for future exercises.

(e) Immunity: No specific immunities have been required for the National Forces departing from the country or for the Foreign Troops entering it.

(f) Costs: The costs of the operation of our means amount to the sum of SESENTAL AND OCHO MIL SEISCIENTOS TEN ($ 468.610,00).

(g) Funding: The costs are covered with ARGENTINA ARMADA budget funds.

5. Framework

The guiding concept of this exercise is based on the implementation of a hypothetical peace mission established by the United Nations Organization for Foreign Affairs, characterized by ongoing crisis management and pawning rules during the transfer of naval units from both countries under multiple threats to a simulated area of operations. In this context, tactics, doctrine and operational procedures for the use of naval forces are developed and improved and operations at sea are coordinated by involving ships of different types and aircraft based on board.

The various types of exercises to be carried out, allow ships to train in the participation and conduct of defensive operations and offensives against air and surface threats, communications and electronic war, as well as carry out the marine manoeuvres required during the transfer in an environment characterized by adverse hydrometeorological conditions.

AUTHORIZATION OF HEALTH

OF NATIONAL FORCES

OF THE NATIONAL TERRITORY

1. Type of Activity to Develop

Combined Maritime Search and Salvation Exercise "JUPITER - 2006".

2. Origin of the Project

The exercise "JUPITER" began in 1993, originally as a panel exercise between the coordinators of search and rescue of our country and the ORIENTAL REPUBLIC of URUGUAY. Over the years, progress was made on the level of interoperability between the two Armed Forces, carrying out these exercises with the effective participation of Superficie and Air Units.

To date SIETE (7) panel exercises and CINCO (5) have been performed with real media deployment.

3. Principles of the Objectives of Activity:

The execution of the JUPITER Combined Exercise contributes to optimizing the degree of interoperability with the ARMADA of the ORIENTAL REPUBLIC OF URUGUAY, through the exchange of information on the command and control systems of the naval means of participating surface and aerial, and of naval doctrines and procedures in general and of maritime and river search and rescue in particular.

4. Activity configuration:

(a) Place of realization: International water at the height of the ORIENTAL REPUBLIC OF URUGUAY.

(b) Dates of Egress, Duration of Activity: During the months of September/October 2006 with approximate duration of CINCO (5) days.

(c) Participating countries:

(d) Deployment of the Troops and Media: Maritime search and rescue exercises will be carried out in international waters at the height of the ORIENTAL REPUBLIC OF URUGUAY. At the end of the exercise, naval units will head to the city of MONTEVIDEO to make the final review of the exercise for the purpose of drawing conclusions and agreeing recommendations for future exercises.

(e) Immunity: No specific immunities have been required for National Forces leaving the country.

(f) Costs: The costs of the operation of our media amount to the sum of PESOS CENTO VEINTE MIL TREINTA AND OCHO ($120.038.00).

(g) Funding: The costs are covered with ARGENTINA ARMADA budget funds.

5. Framework

The guiding concept of this exercise is based on the simulated sinking of a merchant ship of a third flag and upon receipt of the aid signal the process of maritime search and rescue begins.

In this context, tactics, doctrine and operational procedures are developed and improved and operations are coordinated at sea.

The exercises to be carried out, allow the supply of ships and the Centers for Maritime Search and Rescue and Ground Fluvial to train in the participation and conduct of these operations, as well as to carry out a wide variety of marine maneuvers that are required throughout the exercise, in an environment characterized by adverse hydrometeorological conditions and in a particular geographical framework.

INFORMATION BASICA REQUERIDA

FOR THE AUTHORIZATION

INCOME OF FOREIGN TROPS

OF THE NATIONAL TERRITORY

1. Type of Activity to Develop

Combined training exercise in the sea "FRATERNO XXV - 2006".

2. Origin of the Project

Bilateral exercise started in 1978, takes place annually in alternate form in the waters of one and another country as a result of the firm will of integration and interoperability between the Armed Forces of the ARGENTINA REPUBLIC and the FEDERAL REPUBLIC OF BRAZIL.

3. Principles of the Objectives of Activity:

The execution of the FRATERNO Combined Exercise with the BRAZILIAN MARINE, contributes mainly to optimizing the degree of interoperability between the two Armed Forces, through the exchange of information on the command and control systems of the naval means of surface, submarines, aerials and Marines of participating Marine, of doctrines and procedures and the combined training.

(e) Immunity: No specific immunities have been required for foreign troops entering the country.

(f) Costs: The costs of the operation of our media amount to the sum of PESOS A MILLON TREINTA AND NUEVE MIL TREINTA AND OCHO ($ 1,439,138,00).

(g) Funding: The costs are covered with ARGENTINA ARMADA budget funds.

5. Framework

The guiding concept of this exercise is based on the implementation of a hypothetical peace mission established by the United Nations Organization for Foreign Affairs, characterized by ongoing crisis management and pawning rules during the transfer of a binational naval force under multiple threats to a simulated area of operations and during troop landing practices through the use of amphibian vehicles and helicopters. In this context, tactics, doctrine and operational procedures are developed and improved for the use of naval forces and operations at sea are coordinated by involving ships of different types, ground-based and on-board aircraft and Marine Corps personnel.

Annex VI

INFORMATION BASICA REQUERIDA

FOR THE AUTHORIZATION

INCOME OF FOREIGN TROPS

OF THE NATIONAL TERRITORY

1. Type of Activity to Develop

Combined Pilot Training Exercise in Anavizaje and Decolation Operations at the BRAZILIAN MARINE aircraft carrier "ARAEX VII - 2006".

2. Origin of the Project

The ARAEX exercise began in 1993 with attack planes to train aircraft pilots in the Aircraft Operations and Portaavions.

Its implementation is of interest in the advanced degree of technology and specialization in the training of pilots. Pilot rescue operations are also carried out.

3. Principles of the Objectives of Activity:

This exercise allows us to take advantage of the means possessed by the neighbouring country and is intended to maintain the capacity of the shipped naval aviation that otherwise could not be done by not having its own carriers.

As manoeuvres of high complexity, they form a clear indication of mutual trust and a high degree of cooperation between the two Armed Forces, which contributes to regional security.

4. Activity configuration:

(a) Place of realization: International waters off the coast of the ARGENTINA REPUBLIC.

(b) Dates of Income, Duration of Activity: During the months of October and November 2006 with approximate duration of CINCO (5) days.

The Brazilian naval units will take port at the BASE NAVAL PUERTO BELGRANO, as a visit for logistical purposes and to make the final review of the exercise for the purpose of drawing conclusions and agreeing recommendations for future exercises.

(e) Immunity: No specific immunities have been required for foreign troops entering the country.

(f) Costs: The costs of the operation of our media amount to the sum of CINCUENTAL PESOS and CINCO MIL NOVECIENTS QUINCE ($ 655,915.00).

(g) Funding: The costs are covered with ARGENTINA ARMADA budget funds.

5. Framework

The guiding concept of this exercise is based on the practice of anavizaje and decolation of own aircraft on the aircraft carrier of the BRAZILIAN MARINE and on the rescue operations of pilots that are normally carried out with these manoeuvres. AUTHORIZATION OF INCOME

FOREIGN TROPS TO THE TERRITORY

OF THE NATION

1. Type of Activity to Develop

Operational Training Activity "INALAF II - 2007".

2. Origin of the Project

Training activity, formerly called "OPERATIONAL PASANTIA I.M.", which is the source of an invitation from the CHILENA ARMADA carried out in the framework of the XVII and XVIII Meeting of Major States between the ARGENTINA ARMADA and the CHILENA ARMADA as a reciprocity for Chilean participation as part of the Argentine contingent that acts in the UNITED NATIONS REPUBLIC OF CHIPRE under the mandate of the Organization.

During 2005 this exercise was carried out in our country, with a fraction of the Marine Corps of the CHILENA ARMADA.

This exercise is planned in coastal areas of the CHILE REPUBLIC during the first half of 2006, which has been authorized by Law No. 26.059.

3. Principles of the Objectives of Activity:

The realization of this exercise helps to optimize the degree of interoperability between the two Armed Forces, through the exchange of doctrines and procedures, and the training combined with naval means of surface, air and marine infantry that participate in the planned activities.

4. Activity configuration:

(a) Place of realization: In coastal areas of the ARGENTINA REPUBLIC near the BASE NAVAL PUERTO BELGRAN.

(b) Dates of Income, Duration of Activity: Between May and June 2007, with duration of CINCO (5) days.

The guiding concept of this exercise is based on the implementation of a hypothetical peace mission established by the United Nations Organization for Foreign Affairs, characterized by ongoing crisis management and pawning rules, during which troop disembarkation practices are carried out through the use of amphibian vehicles and helicopters in a simulated environment of multiple threats from the sea, without affecting the environment of the environment or maritime activities. In this context, tactics, doctrine and operational procedures are developed and improved for the use of Marine Corps.

2. Origin of the Project

This exercise began in 2003 with the participation of the ARMADAs of the United States of AMERICA, of the CHILE REPUBLIC, and the MARITIMO SERVICE of the PANAMA REPUBLIC with the main objective of "Exerciting a Multinational Force in the Planning and Implementation of Surveillance and Interdiction Operations to ensure the Control and Protection of the Maritime Transit".

In 2004, a special invitation was received for the ARMADA ARGENTINA, together with other members of the Armed Forces of Latin America, to participate in the Multinational Force. The same happened in 2005.

This exercise is of great interest to the countries of the region, which is why it remains in full force to realize its realization in the years ahead. Thus, it is planned to participate in this exercise in August 2006, authorized by Law No. 26.059.

3. Principles of the Objectives of Activity:

The implementation of the PANAMAX Combined Exercise contributes to increasing the level of interoperability among the Armed participants in the planning and execution of Surveillance and Interdiction Operations of a bioceanic step, such as the PANAMA CANAL, through the exchange of information on the command and control systems of the naval means of surface and air, of doctrines and procedures, and the combined training in the conduct of forces at sea.

This exercise, framed by international military cooperation, serves to strengthen mutual trust and integration with the continent ' s armed forces, and to maintain an adequate level of training to integrate a Multinational Force.

The realization of these specific operations is of great interest as it allows us to accumulate important experience in view of the responsibility of our country to control important interoceic passages in the south of the continent.

After the exercise, all surface units will take BALBOA / COLON port as an operational visit for logistical purposes and to make the final review for the purpose of drawing conclusions and agreeing recommendations for future periods.

Combined Multilateral Training Exercise on the River "ACRUX III - 2007".

2. Origin of the Project

The ACRUX exercise began in 1999 with the participation of our country, the FEDERAL REPUBLIC OF BRAZIL, the REPUBLIC OF BOLIVIA, the REPUBLIC OF PARAGUAY and the ORIENTAL REPUBLIC OF URUGUAY.

Its execution is of interest in the advanced degree of technology and specialization in techniques and tactics and because it requires a river environment, thus allowing the integration of the Armed Forces that do not have units to operate in the high seas (REPUBLIC OF PARAGUAY and REPUBLIC OF BOLIVIA).

This exercise has a biannual development, with rotating headquarters. During 2001 it was held in the FEDERAL REPUBLIC OF BRAZIL, only planning and development as a Board Game. In 2005 it was held at the ARGENTINA REPUBLIC. The ORIENTAL REPUBLIC is expected DEL URUGUAY is the host country to execute the year 2007.

3. Principles of the Objectives of Activity:

This type of fluvial exercise, in which the priority objective is to keep the waterways available, constitutes a naval military operation of growing boom in the world.

V Bilateral General Staff Conference between the CHILE REPUBLIC and the ARGENTINA REPUBLIC, held at the CHILE REPUBLIC between 17 and 21 October 2005.

3. Principles of the Objectives of Activity:

a. Strategic:

Increase the ties of union, cooperation and trust between the two armies and integrate common activities carried out by government (government officers) and non-governmental (humanitarian assistance agencies) organizations in both countries.

Consolidate the joint work, seeking mechanisms to expedite the integration of the two Forces into the respective government organizations in such a way as to enable them to cope with the organization of a military peace operation promptly and in accordance with the existing legislation of each country.

b. Combined training

To respond to demands of an operational nature, which are part of the annual training carried out by EJERCITO ARGENTINO in the framework of the concept of interoperative ARMADAS.

Complete a glossary of common terms to both Armies in order to confront potential real emergencies with speed and efficiency.

Execute practically in the field, with complete fractions (Cuadros, troops and organically-endorsed material) of both Armies, the procedures practiced during the previous versions of this exercise, developed in the cabinet.

4. Activity configuration:

(a) Place of realization: border area between the two NEUQUEN countries - REPUBLIC ARGENTINA, IX REGION - CHILE REPUBLIC.

(b) Dates of Income/Egress, Duration of Activity: Preview to be held between 12 and 18 November 2006, with duration of CINCO (5) days.

(1) Participants: staff member of a Combined General Staff (ARAUCARIA Brigade) (A General Staff is an element of specialist members in various subjects, which in this case is combined, that is, made up of members of both countries and whose function is to advise and assist the Commander in the planning of operations and in the control of the forces) and subordinate operating elements.

These subordinate operating elements will be made up of combined elements, i.e. fractions belonging to the CHILENO EJERCITO will integrate organizations of the ARGENTINO EJERCITO and vice versa, which will act indistinctly in areas near the international boundary between the two countries.

3. Principles of the Objectives of Activity:

a. Strategic:

Sharpen bonds of union, cooperation and trust between armies and help regional integration among sister nations.

b. Combined training:

To respond to demands of a technical - operational nature, those that form part of the annual training carried out by the EJERCITO ARGENTINO in the framework of the concept of the Interoperative Armed Forces.

Its purpose will be to achieve and consolidate a combined command planning process (common method that is compatible with the four participating armies) that will enable the implementation of future actions to be carried out by these armies in situations of contingency or in compliance with Peace Operations, under the mandate of the United Nations Organization

In the exercise, a hypothetical situation arises, in which the armies of the four countries forming a Multinational Force, organize an Armored/ Combined Machining Brigade, for the execution of a conventional operation.

The development in the field of this exercise is the continuity of a cycle of THREE (3) exercises already developed in our country and in the FEDERAL REPUBLIC DEL BRAZIL in the cabinet, with the participation of officers of both armies, in which they also participated as official observers of the armies of the REPUBLIC OF PARAGUAY and the ORIENTAL REPUBLIC OF URUGUAY.

The purpose pursued with its execution is to verify in the field, with complete fractions, with the displacement of a large number of combat vehicles and in the conditions closest to the reality, the feasibility of the plans made at the stage of the development of the exercise in the cabinet.

This exercise is operational, it will be developed by organic fractions with its armament, individual equipment and its combat vehicles (wheel to wheel, caterpillar and personnel transport) of each Army.

The exercise will include the execution of combat shooting. Its development begins as a result of a hypothetical situation in which a figurative country invades the territory of one of the member countries of the alliance, thus forming an Armoured/Mechanized Combined Brigade consisting of a Combined Staff and its constituent elements composed of armoured and machined elements of the four participating countries, who will plan and execute a conventional operation to defend one of the member countries of the alliance.

a. Strategic:

Sharpen bonds of union, cooperation and trust between the two armies and help regional integration among sister nations.

b. Combined training:

To respond to demands of an operational nature, which are part of the annual training carried out by EJERCITO ARGENTINO in the framework of the concept of interoperative ARMADAS.

To have the use of a common doctrine or at least there are terminological or technically executed differences, which are known by both armies, so that they can be rapidly and efficiently integrated, in the event of the need for the combined use of such troops within the framework of operations carried out by the United Nations Organization.

4. Activity configuration:

(a) Place of realization: RIO DE JANEIRO - FEDERAL REPUBLIC OF BRAZIL.

(b) Dates of Egress, Duration of Activity: Between 15 and 21 October 2006, with approximate duration of CINCO (5) days.

(c) Participating countries:

§ ARGENTINA REPUBLIC § FEDERAL REPUBLIC OF BRAZIL

Participants of the National Forces departing from the national territory.

(1) Participants: UNA (1) Reinforced Parachute Section belonging to the ARGENTINO EJERCITO, composed of officers, officers and soldiers.

(5) Arms: the patrol does not carry individual weapons, it will be provided by the EJERCITO of the FEDERAL REPUBLIC OF BRAZIL.

(d) Deployment of troops and means: the staff will travel by air from the city of CORDOBA - REPUBLIC ARGENTINA to the city of RIO DE JANEIRO REPUBLICA FEDERATIVA DEL BRAZIL, performance area and vice versa.

A Combined Air Transport will be executed, as follows:

For the start of the exercise, an organic transport aircraft of the ARGENTINE EJERCITO AVIATION MANAGEMENT will transfer from our country the Parachute Section that will participate in the Combined Exercise "SACI", returning to the country the next day with a Brazilian Parachute Section that will participate in the Combined "DUENDE" Exercise in the city of CORDOBA- ARGENTINA REPUBLIC. After the Exercises, an aircraft from the BRAZILIAN AEREA FORCE will move from the city of RIO DE JANEIRO REPUBLICA FEDERATIVA From BRAZIL to the Argentine paratroopers to the country, returning with their own troops who participated in the Combined "DUENDE" Exercise in the city of CORDOBA .

(e) Immunity: No specific immunities have been required for National Forces leaving the country.

(f) Costs: The costs of the operation of our means amount to the sum of SETENTA PESOS and CUATRO MIL ($ 74.000.00).

5. Framework

It is an operational activity, consisting of an airborne operation, which will be carried out by the Parachute Brigade of the FEDERAL REPUBLIC OF BRAZIL, in which the Reinforced Parachute Section of the ARGENTINE EJERCITO is integrated.

The exercise includes planning activities, the apprehension of parachute troops, the assault on an objective, the conquest and formation of the airhead, ending with a connection operation through the use of organic land media of the FEDERAL REPUBLIC OF BRAZIL.

Airborne troops are especially suited to execute operations behind the first line of enemy forces, in the depth of their device, taking advantage of their special ability to overcome major obstacles and quickly cover large distances.

However, these forces present a limited capacity of permanence or resistance, so the time factor is critical.

The connection is the operation that is being carried out to achieve the gathering of forces in an enemy-control field, in order to recover or relieve a force that allows to be employed elsewhere or to strengthen or support it for its permanence in that objective.

During the exercise, a day-to-day, mass, with full equipment will be launched from aircraft belonging to the BRAZIL AEREA FORCE of the Hércules C - 130 and Bandeirante C - 95.

3) Type: troops with speciality of organic military parachute of units of the EJERIC OF THE FEDERAL REPUBLIC BRAZIL with aptitude for the development of airborne operations.

4) Equipment: the patrol that belongs to the EJERIC OF THE FEDERAL REPUBLIC BRAZIL enters the country without equipment. This will be provided by EJERCITO ARGENTINO and will include: individual campaign equipment, launch equipment for airborne operations - parachutes, harnesses, daggers, various effects of arsenals, mayorship and health.

(5) Armament: Section enters without armament.

(d) Deployment of troops and means: A Combined Air Transport will be executed, as follows:

For the start of the exercise, a transport aircraft, organic of the ARGENTINE EJERCY WAY, will move from the FEDERAL REPUBLIC OF BRAZIL to the Brazilian Parachute Section that will participate in the Combined Exercise "DUENDE", having transported the previous day the Argentine Parachute Section that will participate in the Combined Exercise "SACIRO" in the city

After the Exercises, an aircraft from the BRAZILIAN AEREA FORCE will move from the city of RIO DE JANEIRO REPUBLICA FEDERATIVA From BRAZIL to the Argentine paratroopers to the country, returning with their own troops, who participated in the Combined Exercise "DUENDE" in the city of CORDOBA - REPUBLIC ARGENTINA.

(e) Immunity: No specific immunities have been required for foreign troops entering the country.

(f) Costs: The costs of the operation of our means amount to the sum of TREINTA PESOS and DOS MIL SEISCIENTS NOVENTA and TRES ($ 32.693.00).

(g) Financing: The costs are covered with budget funds of the ARGENTINE EJERCITO.

5. Framework

It will consist of an airborne troop operation, carried out by the IV Parachute Brigade of the ARGENTINE EJERCITO, which will integrate the Parachute Section of the SAFETY REPUBLIC. The exercise includes the planning of the operation, the apprehension of the forces, the air displacement, its launch, the assault on an objective, the conquest of it and the formation of the airhead.

During the combined exercise, a day-to-day, mass launch will be carried out, with full equipment, from Hércules C-130 and FIAT G 222.

This is an operational activity, with the participation of fractions with troops, which will be carried out respecting all existing safety standards and measures, but under conditions the closest to the complexity and risk of this type of operation.

2. Origin of the Project

Agreement between the ARGENTINA AEREA FORCE and the CHILENA AEREA FORCE.

3. Principles of the Objectives of Activity:

(a) Politicians: Strengthen Mutual Confidence Measures and increase cooperation between the Air Forces of both countries, considering their membership in the American Air Force Cooperation System (SICOFAA).

(b) Strategic: To exchange experiences in order to acquire an appropriate level of interoperability between the participating Air Forces and to capitalize on a bilateral basis, those obtained in specific combined exercises carried out previously.

(c) Operators: To achieve a level of planning and implementation of Air Search and Rescue Operations, acting in a combined way within a confined environment and with adverse weather characteristics.

(d) Combined training: Train staff using unified standards to achieve interoperability among the participating Air Forces, in such a way as to be able to plan, conduct and execute combined search and rescue air operations,

(e) Combined Operations: Increase the ability to plan, drive, and operate in a combined manner, fulfilling the primary responsibilities of the participating Air Force.

The ARGENTINA AEREA FORCE will participate in this exercise with DOS (2) Helicopters, UN (1) Avion C - 130 "HERCULES" and up to a maximum of CINCUENTA (50) effective.

The AEREA CHILENA FORCE will deploy the following material to the ARGENTINA REPUBLIC: THREE (3) Fixes and up to a maximum of VEINTE (20) participants (exchange of crew members).

3. Principles of the Objectives of Activity:

(a) Politicians: Strengthen Mutual Confidence Measures and increase cooperation between the Air Forces of both countries, considering their membership in the American Air Force Cooperation System (SICOFAA).

(b) Strategic: To exchange experiences in order to acquire an appropriate level of interoperability between the participating Air Forces, in order to participate in more complex combined specific exercises.

(c) Operatives: Train the personnel of the AEREA ARGENTINA FORCE and the URUGUAYA AEREA FORCE in air refueling operations, with combat weapons systems that enable participation in international exercises in the future.

(d) Combined training: Train using unified standards to achieve interoperability among the participating Air Forces, in such a way as to be able to carry out specific operations with countries in the region.

(e) Combined operations: Increase the capacity to support the air operations of different countries in the region that can integrate a subregional air coalition.

(a) Place of realization: ORIENTAL REPUBLIC OF URUGUAY.

(b) Dates of Egress, Time of Duration of Activity: It will take place between the months of October / November 2006, with an approximate duration of CINCO (5) days.

(d) Deployment of troops and means: The exercises to be carried out by the AEREA ARGENTINA FORCE will be carried out on Uruguayan territory, through the conduct of air operations of the type of refueling in flight, carried out with a "HERCULES" KC-130 aircraft operating from an airfield in that country, for the purpose of supplying fuel to AEREA FUERZA AEREA planes.

In addition, for the purpose of carrying out the control of such operations and exchanging experiences, the exchange of crews will take place during the execution of the operations.

(e) Immunity: No specific immunities have been required for National Forces leaving the country.

(f) Costs: The costs of the operation of our means amount to the sum of SESENTA MIL PESOS ($ 60.000,00).

(g) Funding: The costs are covered with budget funds from AEREA ARGENTINA.
