ARTICLE 1 Establish the Antarctic Distance Education Programme, which will operate within the Ministry of Education, Science and Technology, in accordance with the guidelines of this Act. ARTICLE 2 These are programme objectives:(a) To increase the presence of Argentina in Antarctic territory;
(b) Develop the identity of local communities in extreme environments;
(c) Promote the exchange, learning, training and communication between the inhabitants of Antarctic territory and the continent;
(d) To promote access to knowledge of the Antarctic theme by society as a whole, with particular reference to the characteristics of the territory and the need for environmental preservation;
(e) To disseminate knowledge about the work carried out by Argentines in the Antarctic territory and the possibilities for the development of scientific and research activities in the Antarctic territory.
Article 3 The educational content of the programme related to the objectives (b) and (c) of Article 2 shall be flexible and appropriate to the needs of the Antarctic population. The educational contents linked to the objectives (d) and (e) of the article, 2o, will be defined by the Ministry of Education, Science and Technology with the collaboration of the university system and the scientific-technological system. ARTICLE 4 The Ministry of Education, Science and Technology will develop a remote education programme supported solely in information and communication technology capable of viabilizing the educational content referred to in Article 3. ARTICLE 5o All Argentines who temporarily or permanently inhabit the Antarctic territory are recipients of the Programme, and those who, not inhabiting it, show interest in developing knowledge about it, researching or developing technologies that will serve its development or preservation. ARTICLE 6 The Antarctic Distance Education Program will be designed and implemented in accordance with the specific needs of the recipients and the guidelines of the respective authorities with objectives consistent with national policy in the territory.
