The Senate and Chamber of Deputies of the Argentine Nation assembled in Congress, etc. sanction with force of Law:

ARTICLE 1 Agreed to the Agreement between the ARGENTINE REPUBLIC and the PROVISIONAL SECRETARIAT of the PREPARATORY COMMISSION OF THE ORGANIZATION OF THE COMPLETE PROHIBITION OF NUCLEAR ENSAYS ON THE REALIZATION OF INTERNATIONAL ACTIVITIES RELATED TO THE ARTICLE 2 Contact the national executive branch.

ON THE REALIZATION OF ACTIVITIES RELATED TO INTERNATIONAL VIGHANGE INSTALATIONS TO THE SERVICE OF THE COMPLETE PROHIBITION OF NUCLEAR ENSAYS

In accordance with paragraph 12 (b) of the text on the establishment of a Preparatory Commission for the Comprehensive Nuclear-Test-Ban Treaty Organization, annexed to the resolution establishing the Preparatory Commission for the Comprehensive Nuclear-Test-Ban Treaty Organization (CTBT) on 19th of November, the Commission for the Comprehensive Nuclear-Test-Ban Treaty (CTBT)

Article 1

The Government and the STP will work together to facilitate the implementation of the provisions of this Agreement. The appendix or appendices specify the activities to be carried out by the STP, or to be carried out on its behalf in the Argentine Republic.

Article 2

The activities carried out on behalf of the STP under this Agreement shall be carried out in accordance with the terms of one or more contracts to be awarded by the STP in accordance with the provisions of the Financial Regulations of the Preparatory Commission. The Executive Agent shall receive a copy of such contract or contracts unless the contractor expresses its disagreement for reasons of commercial confidentiality.

The activities carried out in accordance with the provisions of the Appendix shall be carried out by the Government on its own account in accordance with the proposal submitted by the Government to the STP for approval.

Article 3

As long as the STP is to carry out activities in compliance with the provisions of this Agreement, such activities shall be carried out by designated staff, who shall form the STP Group. For each activity carried out by the STP, it shall designate a Group Chief and the Government shall designate an Executive Officer, which shall serve as a liaison between the Secretariat and the Government. The STP will notify the Government of the names and positions of the Group Chief and of the other members of the Panel as soon as possible after their appointment. The Government will notify the Executive Secretary of the Preparatory Commission of the name and position of the Executive Officer as soon as possible after his appointment.

Article 4

Not less than 14 days prior to the expected arrival of the STP Group at the entry point, the Chief of the STP Group and the Executive Officer will hold consultations to facilitate the implementation of the activities assigned to them, including consultations on the equipment to be carried to the Argentine Republic by the STP Group to carry out the activities envisaged in this Agreement. During these consultations, the Government will inform the STP of the points by which the STP Group and equipment should enter and leave the territory of the Argentine Republic. The Government shall notify the STP of information required for the Government to issue documents allowing the STP Group to enter and remain in the territory of the Argentine Republic in order to carry out the activities contained in the appendix or appendices to this Agreement. The STP will provide such information to the Government as soon as possible after the conclusion of the consultations. In accordance with the relevant laws and regulations of the Argentine Republic, the STP Group shall have the right to enter and remain in the territory of the Argentine Republic for the time required to carry out its activities. The Government shall grant or renew, as soon as possible, the members of the STP Group such visas as may be necessary.

Article 5

The activities of the STP Group pursuant to this Agreement and its Appendix shall be organized in cooperation with the Government to ensure, to the maximum extent possible, the timely and effective performance of its functions and to cause the slightest possible discomfort to the Government, and to disrupt the facilities or area where the STP carries out its activities.

Article 6

If it is not otherwise stipulated in this Agreement, the STP assumes no obligation or responsibility for the work carried out in implementation of this Agreement. The STP and the members of the STP Group shall not be liable for any loss or damage arising from activities undertaken by the STP pursuant to this Agreement.

Article 7

The Government will grant the members of the STP Group who are present in its territory the protection and facilities necessary to ensure the safety and well-being of each of its members. The provisions of the Convention on the Privileges and Immunities of the United Nations shall apply, mutatis mutandis, to the activities of the STP and to persons designated by it for the implementation of the provisions of this Agreement.

Article 8

The Government will make every effort to ensure that local entities cooperate with the STP Group in carrying out its activities.

Article 9

The Government and the STP will jointly develop a list of the equipment that the STP Group will bring to the Argentine Republic. The Government shall have the right to inspect the equipment in the presence of the Chief of the STP Group, with a view to ascertaining that it corresponds to the equipment listed in the common agreement. The Chief of the STP Group may decide that his presence is not necessary during the inspection. The Chief of the STP Group will identify equipment parts requiring special handling or storage for security reasons and will notify the Executive Officer before the STP Group reaches the entry point. The Government will ensure that the STP Group can store its equipment in a safe workplace. In order to help prevent undue delays in the transport of the equipment, the Government will assist the STP Group in complying with the Argentine Republic ' s internal rules and regulations regarding the import to the Argentine Republic and, where appropriate, the export of the Argentine Republic of that equipment. The equipment and other belongings that the STP brings to the Argentine Republic in order to implement the provisions of this Agreement and its Appendix shall be exempt from the payment of customs duties. The Executive Officer will be responsible for facilitating the customs clearance of such equipment or such belongings. The ownership of any equipment transferred by the STP to the Government for its permanent installation in monitoring facilities, in accordance with the provisions of this Agreement, shall be transferred to the Government at the time of such equipment between the territory of this country.

Article 10

STP and its assets, income and other belongings shall be exempt from any direct tax applicable in the territory of the Argentine Republic. The Government shall take appropriate administrative measures for the exemption of the STP from any tax or arbitrary that is part of the price paid by the STP in the procurement of goods or services for the purposes of the implementation of this Agreement, or shall have the necessary measures for the return of the amounts charged for that purpose.

Article 11

Any data and any official report prepared by a Party in connection with the activities provided for in this Agreement shall be made available to the other Party.

Article 12

Following the completion of the activities in the Appendix or Appendix, the STP will provide the Government with any technical assistance that it deems necessary for the proper operation of any installation that is part of the International Monitoring System. The STP will also provide technical assistance and auxiliary services necessary for the operation of any monitoring facility and the corresponding media, provided that such assistance is requested by the Government and can be provided within the approved budgetary resources.

Article 13

The STP will consult with the Government on the procedures to be followed for access to facilities to inspect technical equipment and communications links and to introduce necessary changes to the equipment and other operational procedures, unless the Government assumes responsibility for making the necessary changes. The STP will have access to facilities in accordance with these procedures.

Article 14

Without prejudice to any essential requirement imposed by the prevailing international practice or by the technical standards applicable in the Argentine Republic, the STP may, freely and without the need for any special permission, obtain special communication links for all types of communications equipment with a view to issuing and receiving data from any facility established under the terms of this Agreement. STP will not be required to use any of the national telecommunications systems. Any communication of data addressed to the STP shall be exempt from the rights or charges payable to the Government or to any other competent authority of the Argentine Republic, except those charges that are directly related to the cost of providing such service and their amount shall not exceed that corresponding to the lowest rate applicable to government agencies of the Argentine Republic. The Government will make every effort to assist the STP to obtain the lowest rate applicable to government agencies in the Argentine Republic for the use of any of the country ' s telecommunication services or networks.

Article 15

If any disagreement or dispute arises between the Parties in connection with the implementation of this Agreement, the Parties shall consult with a view to a prompt settlement of the dispute or dispute. If disagreement or dispute is not resolved, either Party may raise the issue before the Preparatory Commission to seek advice and assistance.

Article 16

The costs of activities requiring the implementation of this Agreement shall be borne in accordance with the relevant budgetary decisions and the Financial Regulations and Rules of the Preparatory Commission.

Article 17

Any change in this Agreement shall be decided jointly by the Parties. The Parties may conclude the supplementary agreements and appendices that one and the other Party may deem necessary.

Article 18

The appendix or appendices to this Agreement shall form an integral part of it and any reference to this Agreement shall entail a reference to its appendices.

Article 19

The present Agreement shall enter into force on the date on which the Government of the Argentine Republic communicates to the Provisional Technical Secretariat the implementation of its constitutional requirements for approval and shall remain in force until its full compliance or until the entry into force of the Comprehensive Nuclear-Test-Ban Treaty, if any, is to occur before it. This Agreement will continue to apply, mutatis mutandis, to the operation of any of the facilities of the International Monitoring System located in the territory of the Argentine Republic until another agreement between the STP and the Government is concluded on the operation of such an installation of the International Monitoring System.
