The Senate and Chamber of Deputies of the Argentine Nation assembled in Congress, etc. sanction with force of Law:
ARTICLE 1 Consider the National Programme of Education for Seismic Prevention. ARTICLE 2 This program will be applied throughout the seismic zone of the Argentine territory, which covers the Provinces of: Salta, Jujuy, Tucumán, Santiago del Estero, Catamarca, La Rioja, Córdoba, San Luis, San Juan, Mendoza, La Pampa, Neuquén, Río Negro, Chubut, Santa Cruz and Tierra del Fuego, Antártida and Islas del Atlántico Sur. ARTICLE 3 The Institute for Seismic Prevention, under the Ministry of Public Works of the Nation, shall agree with the educational authorities of each jurisdiction to resolve it, Conventions for the Coordination of Actions, in order to standardize seismic prevention policies within the National Programme, according to powers granted by Law No. 19,616 and subsequent legal norms. ARTICLE 4 The Conventions whose identity is set out in the previous article will have as specific objectives the ability of teachers, students and community to:(a) Acquiring awareness, of the reality and related prevention needs, existing in the permanent seismic areas;
(b) To know the causes and effects of the seismic fact and the rules of behaviour and preventive measures to be taken;
(c) Internalize attitudes and behaviours to be followed in seismic emergencies.
ARTICLE 5° The Institute for Seismic Prevention and the Ministries of Education of each province shall constitute commissions composed of professionals of the Institute, and teachers of each jurisdiction, which shall be responsible for the general organization of the proposed guidelines, within the framework of implementation of the Programme established in Article 1 of the present. ARTICLE 6 The Commissions should include the following guidelines:(a) Develop an operational plan, in conjunction with governmental and non-governmental institutions, which defines actions to be followed, procedures and times of implementation;
(b) Design curricular guidelines on education for seismic prevention, for all levels of education, to determine the conduct to be followed before, during and after the seismic fact;
(c) Develop training manuals, information documents and bibliographic material for educational institutions and establishments;
(d) To carry out any other action that would pursue the attainment of the objectives referred to in article 3 of the present.
ARTICLE 7 The Chief of Staff of Ministers shall proceed with appropriate budgetary restructuring and modifications in order to comply with the provisions of this Act.
