The Director-General of the World Organization
of Intellectual Property (WIPO) presents its
attentive greetings to the Minister of Relations
and has the honour to inform the Government
the Assemblies of the Paris Union
and the Berne Union and the Conference
WIPO unanimously adopted on 24 September
of 1999, a modification to Article 9.3)
Convention establishing the World Organization
of Intellectual Property (the Convention of
WIPO).
The current text of Article 9.3) reads as follows:
"The Director General shall be appointed for a period
determined that it will not be less than six years.
Your appointment may be renewed by others
specified periods. The duration of the first
period and the following periods,
as well as all other conditions of their
to be appointed by the Assembly
General."
The text of the amended Article
9.3) reads as follows:
"The Director General shall be appointed for a period
determined six years. Your appointment
may be renewed only for another period
determined six years. All the others
conditions of appointment shall be fixed by
the General Assembly."
In accordance with Article 17.3) of the Convention
of WIPO, such modification shall enter
effective one month after the Director-General
received written notification of acceptance,
pursuant to their respective
constitutional procedures, of three quarters
of WIPO member States, at the moment
that the modification had been adopted
for the Conference.
At present, the Government of V.E. is invited to
notify WIPO Director-General in writing
if you accept the above modification. Separate
attached to this Note a model of notification
written.
