Law:
ARTICLE 1 — Determine public utility, and subject to expropriation, for its historical and cultural value the property of the “Confitería del Molino”, located in Av. Rivadavia 1801/07/15 corner Av. Callao 10/20/28/30/32 of the Autonomous City of Buenos Aires, identified under the Catalan nomenclature: Circumscription 11, Section 9, Apple 74, Plot 23.
ARTICLE 2° — Authorize the national executive branch to acquire such property at a price that does not exceed the provisions of the National Tax Court, in accordance with Title IV of Law 21.499.
ARTICLE 3° — The national executive branch shall transfer the property of the Congress of the Nation without charge, the property identified in article 1 of this Act.
ARTICLE 4° — Trust in the area of the Legislative Power of the Nation the administering Commission of the “Molino Building”, which will serve as its representative, management and administration body. The Commission shall consist of:
(a) The Presidents of the Honourable Senate of the Nation and the Honorable Chamber of Deputies of the Nation;
(b) The Presidents and Vice-Presidents of the Education and Culture Commissions of both Chambers.
ARTICLE 5° — This property is intended for the following activities:
(a) Subsoil and ground floor should be made for use as a confectionery, restaurant, bakery, pastry or any other use of bakery products.
(b) The rest of the building should be dedicated to:
1. A museum dedicated to the History of the “El Molino Trust” and its role in the growth and consolidation of Argentine democracy;
2. A cultural center to be called “De las Aspas”, dedicated to spreading and exhibiting the work of young Argentine artists that has not been publicly exposed in any medium.
ARTICLE 6° — The economic resources obtained as a result of the concession, as well as those products of the operation of the museum and the cultural centre, will preferably be used for the management and maintenance of the building.
ARTICLE 7° — The national executive branch shall provide for the necessary resources under the national budget to comply with the provisions of the present Act, including the costs of repair and value of the building.
