Approve the Agreement on Free Visas for Students and Teachers of Mercosur States Parties.

The Senate and Chamber of Deputies of the Argentine Nation assembled in Congress, etc. sanction with force of Law:

ARTICLE 1 — Approval of the Agreement on GRATUITY OF VISES FOR STUDENTS AND DOCENTS OF THE STATES PARTIES OF MERCOSUR, signed in the city of Córdoba, REPUBLIC ARGENTINA, on 20 July 2006, which consists of CUATRO (4) articles, whose authenticated photocopy is part of this law.

ARTICLE 2° — Contact the national executive branch.

IN THE SESSION OF THE ARGENTINE CONGRESS, IN GOOD AIRES, THE TREINT AND ONE OF OCTOBER OF DOS MIL DOCE.

AGREEMENT ON TREATY OF VISES FOR STUDENTS AND DOCENTS OF STATES PARTIES TO MERCOSUR

The Argentine Republic, the Federal Republic of Brazil, the Republic of Paraguay and the Eastern Republic of Uruguay, States Parties to MERCOSUR.

CONSIDERING: the Treaty of Asunción, signed on 26 March 1991 and the Protocol of Ouro Preto, on the institutional structure of MERCOSUR, signed on 17 December 1994.

CONSCIENTS: of the significant advances of MERCOSUR, in the area of consular cooperation, with a view to harmonizing consular relations with the political and economic objectives of integration.

ACUERDAN:

Article 1

The holders of valid passports issued by the State party of their nationality shall benefit from the granting of free visas upon request of residence, in the territory of another State Party, with the aim of carrying out, only, any of the following activities on a temporary basis:

(a) Undergraduate or graduate studies in officially recognized universities or educational establishments in the receiving country;

(b) Undergraduate studies in the area of officially recognized government and non-governmental institutions exchange programmes in the host country;

(c) Conduct educational or research activities in educational establishments or officially recognized universities in the host country.

Article 2

The benefit provided for in Article 1 shall also apply to family members dependent on the persons mentioned therein.

Article 3

The Parties may at any time denounce the present Agreement by written notification addressed to the Depositary, who shall notify other States Parties. The complaint will produce its effects sixty (60) days after the notification.

Article 4

This Agreement shall enter into force thirty (30) days after the deposit of the instrument of ratification by the fourth State Party of MERCOSUR.

The Republic of Paraguay shall deposit the present Agreement and the respective instruments of ratification, and shall notify the other States Parties of the dates of deposits of such instruments and of the entry into force of the Agreement, and send them duly authenticated copies thereof.

FIRMADO in the city of Córdoba, Argentine Republic, on the twenty days of July 2006, in an original, in the Spanish and Portuguese languages, both texts being equally authentic.
