Law 2/2004, of 14 April, extraordinary credit in order to finance the work of remodelling of the prison of la Comella, lot 2, security and air conditioning since the General Council in its session of 14 April 2004 has approved the following: law 2/2004, of 14 April, extraordinary credit in order to finance the work of refurbishment of the prison of la Comella , lot 2, security and air conditioning exhibition of drawings at the end of the year 2000, the Government approved the renewal of the prison of la Comella and then are awarded to the company Coima, for an amount of 531,605,217 PESETAS (3,195,011.70 euros).

Taking into account the need to dispose of this building the program of the prison was modified slightly to fit the works included in these requirements. Thus, on 19 February 2003, the Government approved the project No. 0021/2002 related to the works of conditioning of plants-1 and-2, with the goal that once made, it from dispersing the detainees who had left these free plants, after the efforts made by the ministries of Justice and Interior and Territorial arrangement, to carry out the works corresponding to the level-3.

And on the 15th of October 2003 the Government approved the project No. 0021/2002-2 related to the works of "Renovation of the prison of la Comella-Lot 2-security and air conditioning" with an amount of estimativo of 1.005.695,81 euros (including industrial profit and unforeseen events or games to justify) and agreed to apply for the jobs by means of the publication in the OFFICIAL GAZETTE of the edict of the corresponding call.

The Government declared the urgency of these works to reduce the deadline for bidding in half, taking into account the need not to disrupt the on-going works due to the fact that it is an installation of public interest that should receive as soon as possible the detainees from the center of the Valley House to begin the work of clearing of the new General Council.

Taking into account the estimate based on the Government approved at the meeting of October 15, an advance of funds for an amount of €,81 1.005.695.

The amount of the material execution of the works corresponding to security and air conditioning, after the relevant competition, turned out to be 1.220.172 of,78 euros.

For this reason, the Government at the meeting of 19 November approved an advance of funds for an amount of € 214,476.97 as a complement to allot the work described.

In accordance with article 28 of the general law of the public finances, of December 19, 1996, and the law of the budget for the financial year 2003, the Government, following the agreement of 17 December 2003, has approved this Bill.

Article 1 approves an extraordinary credit for an amount of,78 euros 1.220.172 for the budgetary 720 (public works)-60260 (construction of buildings)-1994-0000000014 (Prison), the Ministry of land.

Article 2 This extraordinary credit will be funded by cutting of 1.220.172,78 euros of budgetary 720 (public works)-60760 (of transport)-2001-0000000009 (transport Infrastructures).

Article 3 this Act comes into force on the same day to be published in the official bulletin of the Principality of Andorra.
