Law 3/2004, of 14 April, credit supplement to cope with the costs of the contract of operation of waste transfer Centre of Andorra until at the end of the year 2003 since the General Council in its session of 14 April 2004 has approved the following: law 3/2004, of 14 April, credit supplement to cope with the costs of the contract of operation of waste transfer Centre of Andorra to at the end of the year 2003 preamble during the month of October 2002, was signed with the company Empub a contract for the detailed design, construction and operation of the new temporary waste transfer Centre of Andorra, a contract that was extended to 22 May 2003, and up to 22 July 2003 with regard to the collection of sanitary waste.

The amount of waste that has been exporting has been higher than the amount initially estimated and this fact has led to a lack of credit for dealing with the latest certifications presented by Empub and the need to expand in 497,924.76 euros corresponding base.

On the other hand, during the month of May 2003, was signed with the company a contract for services of the Pyrenees the exploitation of the new temporary waste transfer Centre of Andorra, the contract runs until October 24, 2003. The authorization of transfer of municipal solid waste in Spain has been renewed until October 24, 2004.

In order to cope with the costs of this second contract until the end of the year, it is necessary to expand on 1,078,818 euros corresponding base.

Sight of the urgency of having the sufficient quantity to deal with contracts of exploitation of waste transfer Centre of Andorra until at the end of the year 2003, since there is no sufficient budgetary provision in the budget Law for the year 2003, the Government, by agreement of 19 November 2003 has approved an advance of funds to the amount of 1.576.742 €,76 to provide the budgetary and in accordance with article 28 of the law on public finance, has approved this Bill of credit supplement.

Article 1 approves a credit charge for an amount of 1.576.742 €,76, for the budget base (environment) 310-311 (Environmental management and Control)-22790 (other jobs on the outside)-PROJ-0052 (export of wastes), the Ministry of agriculture and the environment.

Article 2 This credit fee is financed by the reduction of 497,924.76 euros of budgetary 720 (public works)-720 (public works) 60760 (of transport)-2001-0000000009 (transport Infrastructures) and the reduction of 1.078.818 euros of budgetary 720 (public works)-720 (public works)-60390 (Other machinery and equipment)-2003-0000000008 (new Farm).

Article 3 this Act comes into force on the same day to be published in the official bulletin of the Principality of Andorra.
