Law 19/2006, of 14 December, credit supplement to finance the costs of the acquisition of the property called "Hotel Cerqueda», in Santa Coloma as the General Council in its session of December 14, 2006 has approved the following: Law 19/2006, of 14 December, credit supplement to finance the costs of the acquisition of the property called" Hotel Cerqueda» , in Santa Coloma since before the needs detected in the field of social care for the elderly persons of Andorran society, the Government and the CASS have started a process of negotiations with the aim of resolving gaps in the field of equipment for the elderly and to coordinate actions for the achievement of common goals;

Whereas for this reason the CASS and the Government have maintained contacts with the aim that the CASS take the necessary investment to acquire a real estate, the use of which would be to the Government, and that, in return, the Government, through the payment of rent, guarantee the return on the investment made by the CASS;

Given that the Board of Directors of the CASS, at the meeting held on 26 April, in finding that there is no sufficient budget in the budget Bill for 2006, agreed to authorize the Chairman to sign the necessary documents for the acquisition of the property known as Hotel Cerqueda for an amount of 13,072,013 euros, subject to obtaining sufficient credit in the corresponding budget;

Given that the amount corresponding to the purchase price of the property, increased by the notary expenses corresponding, it is of 13,086,469 euros;

Seen that the budget for the financial year 2006 of the Caixa Andorrana de Seguretat Social does not have sufficient credits to 60000 subconceptes (acquisition of land) and 60200 (acquisition of buildings and other constructions) for the financing of this expenditure;

The Government, with the report in advance of the General intervention, has agreed to the presentation of the following: Law Article 1 approves a credit supplement for a few amount of 10,040,625 euros for the game 60000 (acquisition of land) and 3,031,388 euros for the game 60200 (acquisition of buildings and other constructions) of the budget of the Caixa Andorrana de Seguretat Social.

Article 2 This credit fee is financed by the reduction of 13,086,469 euros of the budgetary heading 811 (acquisition of debentures and bonds outside of the public sector in the medium and long term-contributions and revaluation of managed accounts-) of the budget of the Caixa Andorrana de Seguretat Social.

Final provision this law enters into force on the same day to be published in the official bulletin of the Principality of Andorra.
