In this sense, and as explains each exercise in the section a. activity, the memory of the annual accounts of the INAF, the volume of work of the institution during the last few years has increased considerably.

To deal with these actions is considered essential to the fitting of a new premises for the staff of the INAF, which must also increase. This need began to become clear at the end of the year 2007, after he had already been presented the budget for the financial year 2008. The budget presented already had in mind, however, the realization of tasks of conditioning of the current premises in order to adapt them to the new additions (also proposed). However, and with a vision more future, was seen as this investment had the limit of current space and would only be a solution for a relatively short period of time.

In this sense, is seen as the best option to invest in a solution that allows the INAF grew up in longer term and thus avoid making expenses in 2008 that would obsolete in the short term as soon as it was no longer possible to incorporate new personnel on the premises of the authority of financial system. Given that, as already anticipated in the budget of 2008 was cooperating to incorporate more personal and also carry out the work required to adapt the premises to make possible such additions, and taking into account the above considerations as well as the publication in the official bulletin of the Principality of Andorra, on January 16, 2008, of two edicts to incorporate new personnel , it is urgent to carry out, or the works in the premises of the INAF (already budgeted but now it is considered that only would meet the needs of the INAF in the short term) or make a change of premises.

Given that in the budget of 2008 there is enough strength in the games following the budget: 20200 Rent of buildings and other constructions facilities 22000 ordinary office supplies Furniture 60340 60500 the Government, at the proposal of the Board of Directors of the INAF, in the session of March 5, has approved an advance of funds for a total amount of 170,472.30 euros , for the games and for the following amounts: 20200 Rent of buildings and other constructions, to 84,000 euros 60340 facilities to 86,472.30 euros and in the same session, the Government has approved a draft law of credit charge presented by the Board of Directors of the INAF, for a total amount of 287,377.70 euros, for the games and for the following amounts : 22000 ordinary office supplies, to 1,850 euro 60340 facilities for 273,527.70 euros 12,000 euros for Furniture 60500 in accordance with articles 24 and 28 of the general law of public finance, and with the favourable report of the General intervention, has agreed to the presentation of the following: Article 1 approves a credit supplement for a total amount of 457,850 euros for the following budget accounts 20200: rent of buildings and other constructions, to 84,000 euros 22000 ordinary office supplies, to 1,850 euro 60340 facilities to 360,000 euros 60500 furniture, to 12,000 euros Article 2 This credit fee is financed with Treasury.

Article 3 this Act comes into force on the same day to be published in the official bulletin of the Principality of Andorra.
