Law 4/2009 of 8 October, extraordinary credit in order to finance the costs of the actions carried out by the Government on the occasion of the detachment of a rock mass in the Roc del Quer, to the PK 11 CG 2, corners, parish of Canillo since the General Council in its session of October 8, 2009 has approved the following : law 4/2009 of 8 October, extraordinary credit in order to finance the costs of the actions carried out by the Government on the occasion of the detachment of a rock mass in the Roc del Quer, to the PK 11 CG 2, corners, parish of Canillo The heavy storm of rain, and lightning which occurred on Friday June 5th of this year in Andorra hit the Corners (Canillo) on the main road 2, given that it encourage the detachment of a rock mass of about 60 m of limestone situated on the ridge of the cliff that forms the Rocky massif known as the Roc del Quer.

The geographical configuration of the area and strong existing drop, of nearly 200 m, that this rock mass released, for the impact at the foot of the cliff, is fracturés in hundreds of blocks of size heteromètrica, disperse in an area with a radius of approximately 150 m and affect the CG 2, the left bank of the river Valira and neighbouring estates , including those at the bend of the CS 240 of Montaup, area of the KP 0 + 500, and this same road.

From the first moment it was felt that the activities carried out before the opening to traffic on 8 June at 6 in the morning, and others that had to be run immediately after, were of extreme urgency and therefore were hired by the type of emergency, in accordance with the provisions of article 17.4 of the public procurement Law.

The character of maximum urgency and need is justified by the importance of restoring traffic and safety in this sector of the CG 2, between the intersection of CS 230, Meritxell, and the junction with the CS 240, Montaup, since this section presents a high risk to the intensity of vehicles circulating , which is a daily average of 10,000.

Seen that there is no budget for the financial year 2009 to deal with the expense of reference;

Seen that the Government, by agreement of 16 June 2009, has approved an advance of funds for a total amount of 75,305 euros for the following budgetary items in the Department, the service and the project: urban planning and Territorial Ordering 310-310 public works-2006-0000000011 g.c. 2 Fen bridge-60790 Canillo: other actions, for 71,665 euros 60910 studies and investment projects to 3,640 euros;

The Government, with the report of the General intervention, in accordance with articles 23 and 28 of the general law of public finance, has agreed to the presentation of the following: Law Article 1 approves an extraordinary credit, for an amount of 75,305 euros, destined to finance the costs of the actions carried out by the Government on the occasion of the detachment of a rock mass in the Roc del Quer , to the PK area 11 of the CG2, corners, parish of Canillo, for the following budgetary items in the Department, the service and the project: urban planning and Territorial Ordering 310-310 public works-2006-0000000011 g.c. 2 Fen bridge-60790 Canillo: other actions, for 71,665 euros 60910 studies and projects of investment, to 3,640 euros Article 2 This extraordinary credit financed by budgetary 310-Department of urbanism and Territorial-310-public works-60260 construction of other buildings-2008-0000000001-School Meadows of the river , for an amount of 75,305 euros.

Final provision this law enters into force on the same day to be published in the official bulletin of the Principality of Andorra.
