Law 3/2010, of April 22, extraordinary credit in order to finance social module rates off of the regulation of regulation of the Sanitary Evaluation Committee (COVASS) and establishment of criteria for the assessment of dependence and of the criteria for the allocation of resources in support of the network of Health Care since the General Council in its session of April 22, 2010 has approved the following : law 3/2010, of April 22, extraordinary credit in order to finance social module rates off of the regulation of regulation of the Sanitary Evaluation Committee (COVASS) and establishment of criteria for the assessment of dependence and of the criteria for the allocation of resources in support of the Health Care Network preamble on 25 February 2009, the Government approved the regulation of regulation of the Sanitary Evaluation Committee (COVASS) and of establishment of the criteria for the assessment of dependence and of the criteria for the allocation of resources in support of the Health Care Network (XASS), published in OFFICIAL GAZETTE No. 7 year 21, March 4, 2009, in which fix the basic criteria of the funding from the XASS.

The same 25 of February 2009, the Government also approved the decree that regulates the rates of residential and day services offered in the social centers of the health care Network for the year 2009, published in the OFFICIAL GAZETTE No. 17, the year 21, of 4 March 2009, which fixes, according to the provisions of article 4 of the Decree, the amount of the price of the module at 20.00 € per day and per person in detention regime, and 15.00 € per day and per person for day centre.

The game for this expense is planned in the draft budget law for the year 2010. Seen that it has not approved this budget, article 22.1 of the general law of public finance determines the extension to dozens of current expenditure budget parts of the immediately preceding financial year. Since this budget provides no funding to deal with the expense because the regulations that governs is approved subsequent to the preparation of the text of the budget for 2009, this year there are credits for dozens parts to fund the amount, encryption on 1,056,675.00 €, which, according to the current regulations, it is the responsibility of the Ministry of health , Welfare and work, with regard to the consideration of the form of social healthcare centres of the XASS.

Seen that the character of necessity and urgency of this expense is justified by the fact that the Government should have the budgetary credits to meet the amounts deriving from the application of the legislation in the area of welfare, and watched the agreements and the agreements for the development of these regulations;

Seen the report of the General intervention;

Seen the governmental agreement of 10 March 2010;

Article 1 approves an extraordinary credit for an amount of 1.056.675 €,00 for the game following budget: 600-Secretary of State for health, wellness and work-Strategic Deployment Management 601-48290 families-PROJ-0148-strategic plan for health and wellness.

Article 2 This extraordinary credit is financed by new borrowing.

Final provision this law enters into force on the same day to be published in the official bulletin of the Principality of Andorra.
