Law 16/2010, 13 may, special credit to cope with the share of participation in the Global Forum for the 2010 tax year, destined to the financing of the activities of this institution since the General Council in its session of May 13, 2010 has approved the following: law 16/2010, 13 may, special credit to cope with the share of participation in the Global Forum for the financial year 2010 , intended to finance the activities of this body preamble the month of September 2009, the Principality of Andorra along with 70 more jurisdictions participated in the fifth Forum for transparency and the exchange of information organised by the OECD, which was held in Mexico. From this moment we restructured this forum, and also, financing, and established a quota for each Member State for this body to deal with your budget.

The Principality of Andorra agreed to be a member and, therefore, is responsible for dealing with the corresponding fee in 2010.

The game for this expense was planned in the draft budget law for the year 2010. Seen that this budget has not been approved, article 22.1 of the general law of public finance determines the extension to dozens of current expenditure budget parts of the immediately preceding financial year. Given that the budget for the financial year 2009 not anticipated any staffing to deal with the expense because the Principality of Andorra became a member of the Global Forum subsequent to the preparation of the text of the budget for 2009, this year do not have credits to finance the annual contribution to Global parts by dozens Forum-OECD.

The character of urgency and necessity of reference spending can be explained by the need to finance the commitments undertaken by the Government in the face of the Global Forum, as a result of participation in this organization.

Seen the report of the General intervention;

Seen the governmental agreement of 10 March 2010;

Article 1 approves an extraordinary credit for an amount of € 15,000 for budgetary Finance Department 240-240 Secretary of finance-Global 49214 Forum-PROJ-0013-international relations, to deal with the current transfer to the OECD Global Forum.

Article 2 This extraordinary credit is financed by new borrowing.

Final provision this law enters into force on the same day to be published in the official bulletin of the Principality of Andorra.
