Preamble the Ministry of health, welfare and work has to deal with, in the month of March, a number of costs for pensions and social benefits deriving from the application of the legislation in the area of welfare.

First, the law 31/2008 of 18 December 2008, economic reactivation measures, which provides solidarity pension for the elderly as a monthly financial benefit life character to the person addressed that complies with the requirements set out in the regulations by which regulates the solidarity pension for the elderly , 18 February 2009. This measure involves an expenditure of € 556,541.27, and the amount corresponding to one-twelfth of the budget for the financial year 2009 in budgetary expenditure corresponding to this is insufficient to deal with the totality of the estimated monthly spending.

Reference costs cannot be financed through credits for dozens parts of the budget for the financial year 2009, for, or do not have credits to finance them or not applicable in a manner sufficient.

The character of utmost urgency and the need for the costs of the reference is justified by the importance of addressing the commitments with the beneficiaries of these benefits and social pensions within the deadlines set and by the fact that the Government must have sufficient budgetary credits to meet the amounts deriving from the application of the legislation in the area of welfare.

Seen that the Government, by agreement of 3 March 2010, has approved an advance of funds for a total amount of € 778,262.24 to deal with the costs of the month of March 2010 and for the following budgetary items: Department of welfare and family, 630-632 area of Social care-family-48290-PROJ-0116 seniors, for an amount of € 157,117.40 , to ensure the payment of pensions of solidarity of the elderly.

600 State Secretariat of health, wellness and work-Strategic Deployment Management 601-integration Aids 48265-PROJ-0148 strategic plan for health and wellbeing, for an amount of € 64,603.57, to ensure the settlement of the involuntary unemployment benefits.

600 State Secretariat of health, wellness and work-administration and Management Control 602-41112 Andorran Social Security Box-PROJ-0001 General Services, for an amount of € 556,541.27 to guarantee the payment of the expenses of the general branch, of the branch of the retirement and family benefits.

Seen the report of the General intervention;

Seen the governmental agreement of 3 March 2010;

Article 1 approves an extraordinary credit for a total amount of € 221,720.97 for the budgetary and the amounts broken down as follows: Department of welfare and family, 630-632 area of Social care-family 48290-PROJ-0116 seniors, for an amount of € 157,117.40 600 State Secretariat of health, wellness and work-Strategic Deployment Management 601-integration Aids 48265-PROJ-0148 strategic plan for health and wellbeing , for an amount of € 64,603.57.

Article 2 approves an additional credit for a total amount of € 556,541.27, for budgetary as follows: 600 State Secretariat of health, wellness and work-administration and Management Control 602-41112 Andorran Social Security Box-PROJ-0001 General Services.

Article 3 This extraordinary credit and credit this supplement are financed by new borrowing.

Final provision this law enters into force on the same day to be published in the official bulletin of the Principality of Andorra.
