Law 26/2010, of 3 June, extraordinary credit in order to finance the credits to the emancipation and the credits to access a rental housing corresponding to the call for aid for the rental housing of the year 2010 since the General Council in its session of June 3rd, 2010 has approved the following: Law 26/2010 , of 3 June, extraordinary credit in order to finance the credits to the emancipation and the credits to access a rental housing corresponding to the call for aid for the rental housing of the year 2010 preamble on 30 March 2005 approved the regulation for assistance to the rental housing, which was launched for the first time two types of grants to improve the conditions of access and maintenance of rental housing: the periodic subsidies to housing for rent and the credits to the Emancipation Proclamation. The latter intended to eliminate economic obstacles that can represent the costs generated by the fact that emancipate themselves among young people.

In the call for aid for the rental housing of the year 2009 were introduced, by the Decree of modification of the regulation of reference, the credits for access to rental housing, meant to finance the costs that can be individuals or families who are in a difficult economic situation and have to sign his first contract of rent or have to change floor.

The budget bill for the 2010 tax year anticipated the budget base to finance the credits to the emancipation and the credits to access a rental housing for the official announcement of aid to the rental of the year 2010.

When the General Council does not approve the general budget Law, as in the case of this year, the general law on public finance determines the extension of current spending budget for the financial year immediately prior. However, and since the credits to the emancipation and the credits to access a rental housing are loans issued by the general administration which is quoted in Chapter 8 "financial assets", the general law on public finance is not established by the extension in dozens. As a result, the Government has appropriations to finance the expenditure of reference, encrypted in 117,000 €.

The character of urgency and necessity of this expense is justified by the fact that the Government should have the budgetary credits in order to open the call of the credits to the emancipation and the credits to access a rental housing for the official announcement of aid to the rental of the year 2010.

Seen the report of the General intervention;

Seen the governmental agreement of March 31, 2010;

Article 1 approves a loan for an amount of € 117,000 extraordinaire, for budgetary as follows: 640 640-Housing Department the Housing Service-rental housing Credits 81010-PROJ-0003 rental Measures.

Article 2 This extraordinary credit is financed through a new debt.

Final provision this law enters into force on the same day to be published in the official bulletin of the Principality of Andorra.
