Law 30/2010, of 3 June, from extraordinary credit in order to finance the works of improvement of the installations and equipment of the National Auditorium since the General Council in its session of June 3rd, 2010 has approved the following: law 30/2010, of 3 June, from extraordinary credit in order to finance the works of improvement of the installations and equipment of the National Auditorium preamble the project budget in the 2010 tax year foresaw an endowment to fund the improvement of facilities and equipment at the National Auditorium.

This corresponded to the forecast credits to the suitability of the equipment and the facilities to the current regulations in the area of security of the Auditorio Nacional.

The National Auditorium was inaugurated in 1991 with the aim to promote the cultural life of the population of the Principality of Andorra and to be a centre for the promotion of music. During the first ten years of existence the National Auditorium of Andorra has been a space of reference in the musical world of Andorra. The operation of the infrastructure during all these years has caused a progressive deterioration of the facilities, and in particular those that affect the active and passive safety of the building, which must be adapted to the current regulations, and part of the equipment.

Therefore, it is essential to adapt the equipment and the facilities to the current regulations in the area of security and rehabilitate the damaged parts of the building.

When the General Council does not approve the general budget Law, as in the case of this year, the Executive can not cope with the costs of capital, with the exception of the transfers in the Commons, that the head of Government, with the prior agreement of the Government, can make effective in accordance with the general law of public finance.

In this case, the general law on public finance determines the extension of current spending budget of the preceding financial year and the effect of the credits approved by multi-annual character, in addition to the authorization to the Executive to make effective transfers in the Commons.

As a result, the Government does not have credits to finance the investment costs of reference, which are encrypted in 321,940 euros.

Seen that the character of urgency and necessity of the reference investment is justified by the fact that such equipment must respond to the needs for which it was conceived and to ensure correct operation of all its facilities, it is necessary to speak of urgency to resolve the anomalies detected with regard to active and passive safety and stop the deterioration of the part of the equipment;

Seen the report of the General intervention;

Seen the governmental agreement of March 31, 2010.

Article 1 approves an extraordinary credit for a total amount of 321,940 euros for the year 2010 for the following budgetary: 555 Department of Cultural Promotion and language policy Cultural Action Area-558-61200 conservation and improvement of buildings-PROJ-0010 National Auditorium, for an amount of 321,940 euros.

Article 2 This extraordinary credit is financed through a new debt.

Final provision this law enters into force on the same day to be published in the official bulletin of the Principality of Andorra.
