law 33/2010, of 3 June, extraordinary credit and credit fee to fund the credits of studies of professional training and the costs generated by the scholarships of the students who take the courses in public schools in the country and of the non-university students who take the courses abroad since the General Council in its session of June 3rd, 2010 has approved the following : law 33/2010, of 3 June, extraordinary credit and credit fee to fund the credits of studies of professional training and the costs generated by the scholarships of the students who take the courses in public schools in the country and of the non-university students who enrolled in the study abroad exhibition of illustrations and The budget bill for the 2010 tax year foresaw a budget to finance the costs generated by the scholarships of the students that take the studies in public schools in the country, non-university students enrolled are studying abroad, and the credits of studies of professional training.
The Government, with the assistance in the study, offers the young people of the country with fewer economic resources the same opportunities of access to education and, on the basis of the law on assistance for the study, open anyalment the announcement of the grants for the study. The current circumstances have made this academic year 2009-2010 have entered for processing a 16% more demands that in the academic year 2008-2009, when the rate was 2%.
With regard to the credits of studies, although for this academic year 2009-2010 has not entered for processing any demand, for the academic year 2010-2011 will have to provide at least the standard amount that will establish the Decree of approval of the amounts of assistance in the study for the academic year 2010-2011, that is to say, about 15,000 euros.
When the General Council does not approve the general budget Law, as in the case of this year, the general law on public finance determines the extension of the budget of expenditure of the previous exercise, with regard to current expenditure. The Government must have the necessary credits to finance the assistance to the study for the academic year 2010-2011 at the time of the announcement, scheduled for April this year. However, the credits available in dozens parts on that date are not sufficient to deal with the expense of reference. Additional credits that are necessary are encrypted at 691,666.67 euros.
Furthermore, given that the budget has not been approved, the Executive cannot deal with the expenses to grant credits of vocational studies, which amount to 15,000 euros.
The necessity and the urgency of the referral fee is justified by the fact that it is necessary to guarantee the payment of the scholarships of the students who take the courses in public schools in the country and of the non-university students who take the courses abroad, and to finance the credits of studies of vocational training, in accordance with the legislation in force.
Seen the report of the general intervention;
Seen the governmental agreement of 24 March 2010;
Article 1 approves an extraordinary credit for an amount of EUR 15,000 for the budgetary Department 520. Educational systems, school systems-School Services 523-PROJ-0054 grants for the study-81000 awarding credits to students.
Article 2 approves an additional credit for an amount of 691,666.67 euros for the game Department 520. Educational systems, school systems-School Services 523-PROJ-0054 grants for the study-48230 training and Research Grants.
Article 3 This extraordinary credit and credit this supplement are financed through a new debt.
The debt will be cancelled by an amount of 566,666.67 euros in the month of December of this year when the Government has the total number of credits for dozens of the financial year 2009.
Final provision this law enters into force on the same day to be published in the official bulletin of the Principality of Andorra.
