Law 32/2010, of 3 June, from extraordinary credit for dealing with technical work and project execution of widens the main road 3 to the exit of la Massana, the Via since the General Council in its session of June 3rd, 2010 has approved the following: law 32/2010 of 3 June , extraordinary credit for dealing with technical work and project execution of widens the main road 3 to the exit of la Massana, the area Via preamble the draft budget for the financial year 2010 foresaw a provision to deal with the execution of the work of the general road widens 3 to the exit of la Massana , area of Via.
This corresponded to the forecast credits to finance technical work and improve general road sector 3 to the exit of la Massana, area of Via, and accomplish the signed agreement in advance of transfer of the land affected by the works.
In particular, the aim is to widen the right margin of the main road 3 to the width to the height of 20 meters regulatory PK 7, stop conveniently ended this sector of the road, and contribute significantly to the improvement of the safety of the users of this urban sector of la Massana.
When the General Council does not approve the general budget Law, as in the case of this year, the Executive can not cope with the costs of capital, with the exception of the transfers in the Commons and investment expenses provided for in the draft budget, pending approval that had been approved with the character of long-term costs, and that the head of Government with the prior agreement of the Government, can make effective and can put in force, respectively. In this case, the general law on public finance determines the extension of current spending budget of the preceding financial year and the effect of the credits approved by multi-annual character, in addition to the authorization to the Executive to make effective transfers in the Commons.
As a result, the Government does not have credits to cope with the cost of real investment benchmark, which is currently calculated on a total of 325,000.00 euros.
The character of urgency and necessity of the reference investment is justified by the need to have a section of the main road 3 in a busy urban sector conveniently finish to the improvement of the security that must represent for all of your users, and to accomplish the agreement for the transfer of land signed previously.
Seen the report of the General intervention;
Seen the governmental agreement of March 31, 2010;
Article 1 approves an extraordinary credit for a total amount of euros 125,000.00 for the year 2010 and 200,000.00 euros for the year 2011 to meet the technical work and implementation of the work of the general road widens 3 to the exit of la Massana, area of Via, for budgetary as well: 410 Department of urbanism and Territorial-416 area of public works. Works-60700 road construction-1996-0000000003-CG3 CG4 crossroads-crossroads CS 340, for an amount of 100,000.00 euros for the financial year 2010 and for a total of 200,000.00 euro for the year 2011.

Article 2 The extraordinary credit for the year 2010 for an amount of euros 125,000.00 is financed through a new debt.
The capital spending credits with pluriannual, as well as their financing, an amount of € 200,000.00, respectively, will be included in the budget of 2011 when this is insufficient, in accordance with article 29 of the general law on public finance.
Final provision this law enters into force on the same day to be published in the official bulletin of the Principality of Andorra.
