This corresponded to the forecast credits to finance the monitoring of the natural hazard protection campaign that began years ago in areas that are especially vulnerable to the use of the area that you want to protect and that is collected also in the plans of natural risks as high hazard areas.
In particular, these areas more vulnerable and that, due to its usual activity, require urgent actions for the protection, is located in the area of the roc del Quer to protect the main road 2 at the height of the PK of 10 and in the area of the sunny side of Andorra, to places known as roc Raven and black hole, to protect several existing buildings.
When the General Council does not approve the general budget Law, as in the case of this year, the Executive can not cope with the costs of capital, with the exception of the transfers in the Commons and investment expenses provided for in the draft budget, pending approval and that had been approved with the character of long-term costs, and that the head of Government with the prior agreement of the Government, can make effective and can put in force, respectively. In this case, the general law on public finance determines the extension of current spending budget of the preceding financial year and the effect of the credits approved by multi-annual character, in addition to the authorization to the Executive to make effective transfers in the Commons.
As a result, the Government does not have enough credit to cope with the cost of real investment mentioned, which are encrypted in a total of 1,500,000,00 euros.
The character of urgency and necessity of this investment is justified by the vulnerability and the danger existing in both areas, which in recent years have suffered numerous episodes of natural hazards (landslides of Rocky blocks).
Seen the report of the General intervention;
Seen the governmental agreement of March 31, 2010;
Article 1 approves a credit supplement for a total amount of,00 € 1,500,000 for the year 2010 to continue the works of protection to roc del Quer in corners, and the roc of the Crow and the black hole, on the sunny side of Andorra la Vella, for budgetary: 410 Department of urbanism and Territorial-416 area of public works. Article 2 This credit charge will be funded through a new debt.
Final provision this law enters into force on the same day to be published in the official bulletin of the Principality of Andorra.
