Law 34/2010, of 3 June, extraordinary credit and credit charge to deal with the costs of the payment of the scholarships and grants for the study and of the credits to the students for the academic year 2009-2010 and 2010-2011 since the General Council in its session of June 3rd, 2010 has approved the following : Act 34/2010, from June 3, charge and credit to cope with the costs of the payment of the scholarships and grants for the study and of the credits to the students for the academic year 2009-2010 and 2010-2011 exhibition of illustrations and The budget bill for the 2010 tax year foresaw a budget to fund grants for the study , the national awards in the study, and the credits to students, in accordance with the articles 9, 11, 12, 13, 14, 23 and 30 of the law on assistance for the study, from the 28th of June 2002, published in OFFICIAL GAZETTE No. 56, year 14, July 24, 2002.
As established in this law, the education system has a fundamental role in the social body, because it provides the basic tools to each individual to develop as a person, as a citizen and as a professional.
In this sense, the law considers that a young resident of Andorra or, when you get to higher education, is a person who invests in their own future, and the fact that this future is more promising also reflected positively on the set of the Andorran society.
It is necessary, therefore, that the Government can meet enough that they need financial aid for studies and that it can supply the economic gaps if these limitations may disrupt significantly the development of the students.
When the General Council does not approve the general budget Law, as in the case of this year, the general law on public finance determines the extension of the budget of expenditure of the previous exercise, with regard to current expenditure. The Government must have the necessary credits to finance the assistance to the study for the academic year 2010-2011 at the time of the call and to fund the last payment of aid in the study corresponding to the 2009-2010 academic year the month of June of this year at the latest, in accordance with the law for assistance in the study, 28 June 2002. However, the credits available in dozens parts at this time are not enough to cope with the expense of reference. Additional credits that are necessary are encrypted at 471,989.53 euros.
Furthermore, given that the budget has not been approved, the Executive cannot deal with the expenses to grant credits of studies, which amount to 50,000 euros.
Seen the report of the General intervention;
Seen the governmental agreement of 24 March 2010.
Article 1 approves an extraordinary credit for an amount of 50,000 euros, for the budget base higher education Department 580-582 area of Academic and qualifications-81000 Granting of credits to students-PROJ-0007 grants and credits to the study. SUP.
Article 2 approves an additional credit for an amount of 471,989.53 euros, for the budget base higher education Department 580-582 area of Academic and qualifications-training, research and other Grants 48230-PROJ-0007 grants and credits to the study. SUP.
Article 3 This extraordinary credit and credit this supplement are financed through a new debt.
The debt will be cancelled by an amount of 373,459.29 euros in the month of December of this year when the Government has the total number of credits for dozens of the financial year 2009.
Final provision this law enters into force on the same day to be published in the official bulletin of the Principality of Andorra.
