Law 47/2010, of 30 June, credit supplement to finance the hiring of a psychologist for the Department of minors of the Ministry of the Interior since the General Council in its session of June 30, 2010 has approved the following: Law 47/2010, of 30 June, credit supplement to finance the hiring of a psychologist for the Department of minors of the Ministry of the Interior exhibition of illustrations and article 25.3 of the qualified law of the jurisdiction of minors, of 22 April 1999, established as an act of investigation the preparation of an expert report by the technical services of the Ministry of the Interior on the psychological, educational and family situation of the minor, and also about his social environment and other circumstances that may have influenced the fact that criminal accused. To the psychologist also corresponds to declare as a court expert and carry out the follow-up and the psychological treatment of minors. We also collaborate with the rest of the team in the implementation of educational measures and penalty imposed by courts for minors.

The budget bill for the 2010 tax year foresaw the credits for goods and services to take on the existing contract from the year 2004 for the provision of these services, which ends on June 30 of this year. Given the need for this service, the Ministry of the Interior wants to hire a psychologist as a fixed staff of the general administration, which would start to provide its services as of July of this year.

Seen that this budget has not been approved, article 22.1 of the general law of public finance determines the extension to dozens of current expenditure budget parts of the immediately preceding financial year. This budget anticipated credits to finance the annual costs arising from the contract for the provision of services mentioned. As a result, the credits available in dozens parts of the months of July to December enable you to cope with the new contract.

Hiring a psychologist with indefinite allows you to have a professional with a dedication to superior to the one that can offer a professional with a contract of providing services and does not imply any additional workload for the administration. The expenditure arising from this new contract sum of 14,385.76 euros.

Seen that the character of urgency and necessity of this expense of reference is justified by the fact that the area of minors of the Ministry of the Interior must have the new square, and also the budgetary credits to finance it, for the recruitment of a psychologist as a fixed staff to develop the functions established by the current legislation on this matter.

Seen the report of the General intervention;

Seen the governmental agreement of 21 April 2010;

Article 1 approves a charge of credit for an amount of 14,385.76 euros, for budgetary as well: 710-712 Department of the Interior area of Under-PROJ-0007 Minor project-based Salary 11000 func. and ag. ADM. expensive. IND., for an amount of 12,563.98 euros 710 Department of the Interior-712 area of Under-PROJ-0007 Minor project-16010 Social Security Dues, pers. func and ag. ADM. caràc. IND., for an amount of 1,821.78 euros.

Article 2 This credit fee is financed through budgetary following: 710 Department of the Interior-712 area of Under-PROJ-0007 Minor project-22790 other jobs on the outside, for an amount of 14,385.76 euros.

Final provision this law enters into force on the same day to be published in the official bulletin of the Principality of Andorra.
