Law 53/2010, from June 30, special credit to cope with the cost of investment of the magnet school our Lady of Meritxell for the year 2010 since the General Council in its session of June 30, 2010 has approved the following: Law 53/2010, from June 30, special credit to cope with the cost of investment of the magnet school our Lady of Meritxell for the financial year 2010 preamble The Government has to face this year at the expense of investment of the magnet school our Lady of Meritxell (EENSM).

These costs correspond to the project of renovation and expansion of the facilities of the Specialized school our Lady of Meritxell, as planned in the draft budget for 2010. These works have been carried out in order to adapt the existing facilities in the current regulations in the area of buildings, which has evolved considerably since the construction of the centre. These investments also take into account the diversity of users ' profile of the school and allow a qualitative professional intervention.

When the General Council does not approve the general budget Law, as in the case of this year, the Executive cannot deal with capital transfers, with the exception of the transfers in the Commons that the head of Government, with the prior agreement of the Government, can make effective in accordance with the general law of public finance. Therefore, the Government does not have opening credits to finance these investments.

Seen that the character of urgency and necessity of these expenses is justified by the fact that the works will not be be abandoned or interrupted due to their need and relevance, and must allow that the school premises are in operating conditions as soon as possible;

Seen the report of the General intervention;

Seen the governmental agreement of April 28, 2010;

Article 1 approves an extraordinary credit for an amount of € 1,500,000 for the budgetary support Department 540 to teaching and Educational Inspection-545 Department of Psychology-educational and social Boards 78200-PROJ-0019 Meritxell school.

Article 2 This extraordinary credit bill is financed by budgetary 210 Department of Budget and heritage-211 expenses and financial operations-public debt Interest 30000-PROJ-0009-Public Debt, for a total of 1,500,000 euros.

Final provision this law enters into force on the same day to be published in the official bulletin of the Principality of Andorra.
